National Assembly Supervisory Delegation works with Thua Thien Hue province on implementing National Target Programs
The life of rural people is gradually improving.
Reporting at the meeting, Chairman of the People's Committee of Thua Thien Hue province Nguyen Van Phuong said that after 2 years of implementing the National Target Programs in the province, rural infrastructure has been increased investment, the appearance of the countryside has improved. High-tech application models have gradually been formed and developed. Production development to increase income, improve living standards, and reduce the rate of poor households in rural areas has received investment attention. The One Commune One Product (OCOP) program is gradually being expanded in localities. The rural tourism program and digital transformation towards smart new rural areas have received investment attention from the province and have been responded to by localities and people. Contents on culture, society, education, and environment have gradually received attention, contributing to making the spiritual life of rural people develop in a healthier and more civilized direction. The political system continues to be strengthened and consolidated; security, order, and social safety in rural areas continue to be maintained. The lives of rural people have gradually improved. Culture and society have made much progress, and basic social security has been guaranteed.
Continuing to implement the National Target Programs, Thua Thien Hue strives to have 82 communes meeting new rural standards by 2025, reducing the annual poverty rate in ethnic minority and mountainous areas by 3%, 4 communes and 3 extremely disadvantaged villages in ethnic minority and mountainous areas out of extremely disadvantaged areas, 1 district out of poor districts, 7 extremely disadvantaged communes in coastal areas out of extremely disadvantaged areas, the remaining poverty rate of 2.0-2.2% is feasible.
Mr. Nguyen Van Phuong, Chairman of Thua Thien Hue Provincial People's Committee spoke at the meeting.
Regarding the disbursement of capital sources, as of July 19, 2023, the disbursement rate reached 34.2%. The Chairman of the People's Committee of Thua Thien Hue province said that there are still some difficulties and problems that cause the slow disbursement of the central budget capital estimates to support the implementation of the National Target Programs, such as: there is no complete guidance from the Central Government or the guidance content is not consistent between documents issued by the Ministry and Central agencies.
Based on the Central Government's guidance, the People's Committee of Thua Thien Hue province will continue to review, develop, promulgate or propose the Provincial Party Committee and the Provincial People's Council to promulgate a system of unified and synchronous regulations for the management and implementation of the 3 National Target Programs in the area. In particular, priority will be given to implementing infrastructure investment projects that are connected, linked to the value chain, implemented according to specific mechanisms, traffic works, irrigation, domestic water and other urgent works at inter-district, inter-commune and inter-village scales to help connect markets, support production, improve access to basic social services, especially in areas with difficult infrastructure conditions such as A Luoi district. Directing resolutely, giving specific progress; focusing on solutions to overcome difficulties and obstacles, especially procedures and documents for implementing development investment projects.
Thua Thien Hue recommends that the Prime Minister direct ministries and branches to disseminate and organize guidance and training for localities to implement synchronously to avoid problems arising during the implementation process. At the same time, it is recommended that central ministries and branches soon have solutions to thoroughly handle and issue documents guiding localities to implement the remaining problems in applying Circulars and documents issued by the Ministry in accordance with practical conditions in the locality, not contrary to legal regulations.
Mr. Le Truong Luu, Secretary of the Thua Thien Hue Provincial Party Committee, affirmed the province's determination in implementing the 3 National Target Programs. Accordingly, to implement the programs, the Provincial People's Committee has launched many movements, and the Provincial People's Council has also issued 39 resolutions. The Provincial Party Committee Secretary said that the slow issuance of guiding documents from the Central Government has somewhat affected the progress of project implementation.
Promote and replicate good and effective practices
At the working session, the Supervisory Delegation highly appreciated the leadership and direction of the Provincial Party Committee, People's Council, and People's Committee of Thua Thien Hue province in socio-economic development, overcoming difficulties; proactively and actively directing and promptly and effectively implementing assigned tasks according to the National Assembly's Resolution on National Target Programs. Up to now, the results of implementing the goal of sustainable poverty reduction and new rural construction have basically met the requirements.
Vice Chairman of the National Assembly Tran Quang Phuong delivered a speech directing the working session.
Speaking at the meeting, Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong acknowledged the province's flexible and grassroots leadership, with new thinking, scientific working methods, summarizing practices while working, drawing experience, and reporting promptly.
The Vice Chairman of the National Assembly suggested that Thua Thien Hue should continue to pay more attention and direct more closely, promote and replicate good and effective practices in the implementation of National Target Programs in the locality. Strengthen the activities of Steering Committees at all levels to ensure close and timely coordination between agencies, units, departments, branches and in the organization of the implementation of the Programs. Continue to review the mechanisms and policies of the Central and localities that are still stuck to make timely recommendations for amendments and supplements. Review and re-evaluate the expected level of implementation and completion capacity of each Program up to the milestones of the end of 2023, 2024 and 2025, specifically for each project and component content. Identify the causes and influencing factors to have specific measures to implement the disbursement of the Central capital allocated in 2021, 2022 and 2023.
Besides, Thua Thien Hue needs to evaluate the results of implementing the principles, solutions, and management mechanisms for implementing the Program; effectively implement the solutions proposed by the province to improve the effectiveness of implementing the Programs in the coming time.
The Vice Chairman of the National Assembly noted that Thua Thien Hue fully accepted the opinions of the Working Group and members of the Supervisory Delegation, supplemented and completed the report to send to the Supervisory Delegation. In particular, it made a list of the contents that are still difficult and stuck; specific recommendations for the Government, Ministries, and branches on each Program, project, and sub-project.
Regarding the province's recommendations, the Vice Chairman of the National Assembly acknowledged, accepted and will give opinions to the Government, relevant ministries and branches to remove obstacles, helping the province achieve the set goals.
