On March 7, the Ministry of Education and Training (MOET) held a press conference to announce the Planning of the network of higher education and pedagogical institutions and the Planning of the system of specialized educational institutions for people with disabilities and the system of centers to support the development of inclusive education for the period 2021-2030, with a vision to 2050.
At the press conference, Director of the Department of General Education Thai Van Tai said that the Prime Minister issued Decision No. 403/QD-TTg dated February 25, 2025 approving the Planning of the system of specialized educational facilities for people with disabilities and the system of centers to support the development of inclusive education for the period 2021-2030, with a vision to 2050.
In particular, by 2030, Vietnam aims to develop a system of specialized educational facilities for people with disabilities and a system of centers to support the development of inclusive education in the national education system, ensuring quantity, structure and quality, meeting equal opportunities in accessing and enjoying quality educational services and lifelong learning needs for people with disabilities in all localities.
Specifically, by 2030, the country will effectively operate 12 specialized educational facilities for people with disabilities and 94 centers to support the development of inclusive education. Strive for 100% of provincial-level units to have public centers to support the development of inclusive education; at the same time, effectively operate the system of specialized educational facilities for people with disabilities, including 11 existing facilities and 1 newly established public facility.
Based on needs and conditions, localities can establish more specialized educational facilities for people with disabilities and centers to support the development of inclusive education than planned. The number of public units identified in the plan only meets the minimum demand according to forecasts.
Encourage the establishment of private specialized educational institutions for people with disabilities and private centers to support the development of inclusive education.
By 2050, the system of specialized educational facilities for people with disabilities and the system of centers supporting the development of inclusive education will operate effectively and integrate internationally to ensure that people with disabilities have equal opportunities to access quality education, complete compulsory education, open up lifelong learning opportunities to maximize individual potential and make positive contributions to society.
Specifically, by 2050, the system will be developed with 12 public specialized educational institutions for people with disabilities, 148 public centers to support the development of inclusive education; private specialized educational institutions for people with disabilities and private centers to support the development of inclusive education ensuring operating conditions according to regulations.

Regarding the development of a team of managers, teachers and officials supporting education for people with disabilities, Mr. Thai Van Tai said that the planning determines the development of a team of managers, teachers and officials supporting education for people with disabilities in sufficient quantity, with standard training levels and meeting regulations on education for people with disabilities, 100% of managers, teachers and officials supporting education for people with disabilities in specialized educational institutions for people with disabilities and centers supporting the development of inclusive education meet the professional training standards appropriate to the job position.
Specifically, by 2030, about 3,300 teachers and 7,400 officials supporting education for people with disabilities will work in educational institutions for people with disabilities, of which 9,000 new teachers and 5,500 officials supporting education for people with disabilities will be added.
By 2050, about 4,900 teachers and 10,900 officials supporting education for people with disabilities will work in educational institutions for people with disabilities, of which 1,600 teachers and 4,400 officials supporting education for people with disabilities will be newly added.
