According to the report of the Ministry of Transport, the country currently has 34 major projects, 86 important national component projects, key projects of the Transport sector in 46 provinces and centrally-run cities. Of these, there are 5 railway projects, 2 airport projects, the rest are road projects, mainly expressways and belt roads of the Hanoi capital region, belt roads of Ho Chi Minh City.
The Ministry of Transport also said that after the 9th meeting of the State Steering Committee for important national projects and works, key to the transport sector, ministries, sectors and localities have proactively and actively coordinated to implement assigned tasks with the spirit of "only discussing, not backtracking". Local authorities at all levels have made efforts to carry out site clearance and relocation of technical infrastructure; speed up the progress of procedures in investment preparation; direct contractors to overcome difficulties and obstacles, take advantage of favorable weather conditions to promote the construction of projects assigned to them as the managing agency; promptly resolve procedures for granting mines to contractors according to special mechanisms.
Along with that, the Ministry of Transport reported on the preparation of investment projects; the implementation of investment projects; the situation of common construction materials for projects, and the issue of site clearance.
After listening to the opinions and concluding the meeting, Prime Minister Pham Minh Chinh commended the local ministries, contractors, and construction units for being proactive, active, and coordinating in implementing assigned tasks with the spirit of "only discussing work, not backtracking"; investors and contractors continued to make efforts to organize construction with the determination to "overcome the sun and rain", "eat and sleep quickly", work in "3 shifts", and work on Saturdays and Sundays" to speed up the construction progress.
The Prime Minister commended local authorities at all levels for their efforts in implementing site clearance and infrastructure relocation; speeding up the progress of procedures in investment preparation; directing contractors to overcome difficulties and obstacles, taking advantage of favorable weather conditions to accelerate the construction of projects assigned to them as the managing agencies; promptly resolving procedures for granting mines to contractors according to special mechanisms; Ministries, branches, and state management agencies have promptly guided and supported localities, investors, and contractors in the process of implementing the tasks assigned by the Prime Minister.
In particular, the Ministry of Planning and Investment has completed the appraisal of investment projects, the Ministry of Natural Resources and Environment has completed the preparation of the Submission to the National Assembly Standing Committee to adjust Resolution No. 273 on the policy of changing the purpose of using forests, forest land and rice land from two crops or more of the North-South Expressway Construction Project in the East phase 2021 - 2025...
The projects are basically on schedule, of which the Vinh Hao - Phan Thiet and Dien Chau - Bai Vot projects are striving to be completed by April 30, 2024; the Long Thanh International Airport Project and the Tan Son Nhat International Airport Passenger Terminal Project continue to accelerate construction progress.

The Prime Minister commended the efforts of the transport sector, engineers, workers and labourers in the transport sector to join hands in building a modern and synchronous transport infrastructure system, contributing to the successful implementation of the Resolution of the 13th Party Congress.
The Prime Minister emphasized that the workload to be implemented in 2024 is very large, requiring ministries, branches and localities to be more proactive and determined, focusing on removing difficulties and obstacles.
The Prime Minister requested the Ministry of Transport to direct investors to request contractors to coordinate with localities to promptly complete procedures to ensure sufficient reserves and capacity to exploit mines under the North-South Eastern Expressway project in the 2021-2025 period to meet the required schedule;
Directing project enterprises and contractors to focus on completing procedures, performing "3 shifts and 4 shifts" to ensure the completion of 02 DATPs, Dien Chau - Bai Vot section (section meeting technical requirements), Cam Lam - Vinh Hao according to the Prime Minister's direction, urging contractors to complete work to exploit construction material mines, taking advantage of favorable weather conditions, speeding up construction of DATPs of the North - South expressway in the 2021 - 2025 period, Khanh Hoa - Buon Ma Thuot and Bien Hoa - Vung Tau; Complete the feasibility study report of Dau Giay - Tan Phu project to submit to the Prime Minister for early approval; speed up progress to soon start construction of the Ho Chi Minh road project, Cho Chu - Trung Son intersection section, My An - Cao Lanh project.

Preside over and coordinate with ministries and Dong Nai Provincial People's Committee to prepare documents to report to the National Assembly on the resettlement of households affected by the Bien Hoa - Vung Tau Expressway Construction Project and traffic routes T1, T2 to the Loc An - Binh Son resettlement area of the Long Thanh International Airport Project.
Preside over and coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment, and the Ministry of Construction, based on the results of the pilot project on using sea sand as roadbed, urgently conclude relevant contents according to the direction of Deputy Prime Minister Tran Hong Ha in Official Letter No. 88/TB-VPCP dated March 22, 2023, on that basis, develop standards and norms for mass implementation; Direct investors and contractors to draw common experiences in organizing construction for areas with weak ground (due to the loading time waiting for settlement and consolidation, affecting the overall completion progress of the entire project), accordingly, focus on prioritizing construction and pre-treatment for areas with weak ground to ensure loading time.

Urgently conduct a comprehensive study on the traffic connection between Tan Son Nhat International Airport and Long Thanh International Airport, including investment in a connecting railway (elevated or underground) as directed by the Prime Minister in Notice No. 70/TB-VPCP dated February 28, 2024; Urgently deploy the work of building an information system, digitizing data to monitor the situation and implementation results of key projects and works in the transport sector.
The Prime Minister requested the Ministry of Natural Resources and Environment to urgently and proactively strictly implement the Prime Minister's instructions according to the directive documents to remove obstacles to complete the North-South Eastern Expressway project in the 2021-2025 period on schedule required by the Government and the National Assembly; be responsible for reviewing the sand supply capacity in the Mekong Delta region to allocate and ensure sufficient supply and capacity in accordance with the progress of projects in the Southern region.

Regarding site clearance, the Prime Minister requested localities to identify site clearance as a key task, mobilizing the entire political system to completely resolve site clearance for the North-South Expressway Project in the 2021-2025 period (especially the provinces of Quang Binh, Quang Tri, Quang Ngai, Binh Dinh, Phu Yen, Kien Giang, Phu Yen); 03 East-West expressway projects and 02 belt projects in the second quarter of 2024; coordinate with investors to determine the priority level of handover of the site in advance for the critical section.
Speed up the construction of resettlement areas, stabilize people's lives (Dong Nai, Quang Tri provinces, etc.); coordinate with EVN and the Ministry of Industry and Trade to relocate high-voltage power lines, prioritizing locations that affect construction.
Dong Nai province increases human resources to speed up the progress of site clearance for the projects of Ho Chi Minh City Ring Road 3, Tan Van - Nhon Trach, Bien Hoa - Vung Tau, and the road connecting Long Thanh International Airport; closely coordinates with the Ministry of Planning and Investment to soon approve the adjustment of the site clearance project for Long Thanh International Airport.

Regarding the use of sea sand, based on the results of the pilot use of sea sand as roadbed, localities directed investors to proactively research and expand in suitable areas; Soc Trang and Tra Vinh provinces continued to direct agencies to coordinate with investors to hand over sea sand mines to contractors to carry out exploitation procedures according to the instructions of the Ministry of Natural Resources and Environment.
An Giang, Vinh Long and Dong Thap provinces allow contractors to exploit the maximum operating capacity of equipment, vehicles and daily exploitation time to ensure exploitation output, and at the same time, based on the actual exploitation situation of the mines granted to the Project, evaluate the approved EIA content to have a plan to increase the exploitation capacity of the mines (if qualified); review the mines in operation, new mine areas (especially An Giang and Vinh Long provinces), prioritize mines to extend, increase capacity to supply the project and assign new mines to contractors to carry out exploitation procedures to provide enough sand volume assigned by the Prime Minister to the construction site by June 30, 2024; Provinces with sources of sand filling materials such as Tien Giang, Soc Trang, Tra Vinh, Ben Tre... support investors and contractors to access and survey sand mines in the province.
Regarding investment procedures and project implementation, the Prime Minister requested Ho Chi Minh City and Binh Phuoc province to coordinate with relevant parties to soon approve the Pre-Feasibility Study Report of the Ho Chi Minh City - Moc Bai, Gia Nghia - Chon Thanh projects.
The provinces of Son La, Thai Binh, Ninh Binh, Lam Dong, and Binh Duong reviewed investment procedures and accelerated the progress of establishing, appraising, and approving the feasibility studies for the Hoa Binh - Moc Chau, Ninh Binh - Hai Phong, Tan Phu - Bao Loc, Bao Loc - Lien Khuong, and Ho Chi Minh City - Thu Dau Mot - Chon Thanh projects.
Lang Son, Hoa Binh and Tien Giang provinces are speeding up the progress of technical design, selecting contractors and investors for the Huu Nghi - Chi Lang, Hoa Binh - Moc Chau and Cao Lanh - An Huu projects to start construction soon.
Hanoi City speeds up the selection of investors for DATP 3 of Hanoi Ring Road 4; urgently completes the review of some contents on capital sources for the Nam Thang Long - Tran Hung Dao urban railway project to meet the conditions for approval of investment policy adjustment.
Ho Chi Minh City and Hanoi focus on directing investors and contractors and closely coordinating with relevant agencies to soon complete procedures to qualify for the Ben Thanh - Suoi Tien and Nhon - Hanoi Railway Station elevated sections to meet the needs of the people of the capital and Ho Chi Minh City.
The Prime Minister requested that provinces and cities urge contractors to mobilize sufficient human and material resources for construction, closely control progress and quality, and promptly remove difficulties and obstacles to meet the set plan.
The Prime Minister pointed out 6 issues that need to be implemented in the coming time, emphasizing: "First, the sense of responsibility of ministries, branches, and localities must be higher and more effective. Second, the progress must be more timely. Third, the quality of construction projects must be better; fourth, the high-tech art must be more suitable to the actual situation. Fifth, localities must handle issues related to site clearance, materials related to logistics routes, and technical works more quickly and effectively. Sixth, environmental treatment, stability for people, and better social security in areas where people are affected by projects passing through."
