Highway 6 expansion project faces major obstacles in terms of land

Problems in site clearance are hindering the progress of the project to expand National Highway 6, which is over 21km long and has an investment capital of VND8,100 billion.


Regarding the project progress, the Hanoi Traffic Works Investment Project Management Board said: After more than 2 years of construction, Ha Dong district has yet to proceed with land acquisition. Chuong My district alone has only handed over about 46% of the land volume to be acquired, most of which is agricultural land, land of management agencies, and public land.

National Highway 6, Ba La - Xuan Mai section, is facing problems with site clearance.

Regarding the site clearance for Highway 6, the leader of the People's Committee of Chuong My district said: To implement the project, the locality will have to reclaim about 85.36 hectares, 3,379 affected land plots, through 7 communes and 2 towns including: Chuc Son, Xuan Mai, Tien Phuong, Phu Nghia, Truong Yen, Dong Phuong Yen, Thanh Binh, Dong Son, Thuy Xuan Tien.

Up to now, the District People's Committee has handed over the site to the Hanoi Traffic Construction Investment Project Management Board and the contractor with an area of ​​about 57.58 hectares, reaching 67.45% (public land and agricultural land) to implement the project.

However, according to the People's Committee of Chuong My district, the project in the area is still facing problems in confirming the origin of land, applying the land clearance policy mechanism in the transition from the 2013 Land Law to the 2014 Land Law, from Decision No. 10 of the City People's Committee to Decision No. 56 of the City People's Committee regulating a number of contents on compensation, support, and resettlement when the State reclaims land in Hanoi.

In addition, within the scope of site clearance for project implementation, there are underground and above-ground infrastructure works that must be relocated, national defense land must be recovered and its purpose of use changed to serve socio-economic development purposes, and graves must be relocated at the cemetery in Xuan Mai town.

Regarding the above problems, the People's Committee of Chuong My district said that it has reported to the City People's Committee, departments and branches to ask for instructions to remove the problems and try to complete site clearance in the first quarter of 2026.

In Ha Dong district, the project to expand National Highway 6, nearly 6km long, is also being accelerated by relevant parties to clear the land for handover to the project contractor.

Project to renovate 21.7 km, section from Ba La intersection in Ha Dong district to Xuan Mai town in Chuong My district. The project is upgraded to 4 - 6 lanes, design speed of 80km/h, roadbed width is expanded to 50m - 60m, contributing to completing the radial axis connecting National Highway 21A, Ho Chi Minh road and Ring Road 4 of the Capital region. The project started in December 2022, with a total investment of 8.1 trillion VND from the City budget, of which over 5.1 trillion VND is for site clearance; 2.9 trillion VND for construction costs and equipment purchases. To date, the project has disbursed 10.1% of the capital plan.

According to the design, the expanded section has a cross-section of 50-60m, with a design speed of 80km/h. On the route, there is a box culvert (Tuan culvert) and seven bridges: Mai Linh, Dong Tru, Tan Truong, Quan Lat, Xuan Mai, Song Bui and Nam Lu.

The project has four main intersections, including grade-separated intersections (where two or more roads intersect at different elevations) with Highway 21A, the North-South axis road and Ring Road 4.
