On the morning of March 5, Vietnam Cement Corporation (Vicem) and the Contractor started to clear the site, prepare warehouses, supplies, materials, workers, machinery and equipment to resume construction of package No. 23, installing the facade system of the building belonging to the Vicem Operation and Transaction Center project.
To restart the project that had been abandoned for many years, immediately after the Prime Minister agreed to resume construction, Vicem urgently reviewed and worked with the project's contractors and completed legal procedures, removing existing problems and difficulties of the project.

"Following the direction of the Prime Minister and the Ministry of Construction, Vicem has reviewed and estimated the project completion schedule for use in the fourth quarter of 2026, striving to complete it in the second quarter of 2026 to serve Vicem's necessary need for workplaces," said a Vicem representative.
Once the project is completed and put into operation, it will meet the needs of development scale and working space of Vicem staff and member units.
In addition, Vicem will take advantage of a part of the unused area for lease with the purpose of optimally exploiting the function, having additional revenue to maintain operations, maintain the building and make optimal use of the State's investment capital.
The Vicem Operations and Trading Center was invested in 2010, with the goal of building the headquarters of Vicem, its member units, conference halls and commercial services. The total initial investment capital of the project was nearly 2,000 billion VND, which was later adjusted to over 2,700 billion VND. However, to date, the tower has only completed the rough part and has been abandoned for many years.
To avoid wasting state assets, over the years, Vicem has repeatedly requested the Ministry of Construction to allow it to develop a plan and find a partner to transfer the tower to recover investment capital. This also stems from the urgent need for the Corporation's headquarters.
Previously, on November 6, 2024, the Prime Minister issued Official Dispatch No. 112/CD-TTg on focusing on resolving backlog projects, stopping construction, urgently implementing, completing, putting into use, preventing waste and loss, including the Vicem Operation and Transaction Center project, Lot 10E6, Cau Giay New Urban Area, Hanoi.
