Despite being very determined in compensation and site clearance, many key projects in Thu Duc City, Ho Chi Minh City have not yet brought about the expected results. There are projects with many construction items that have had to be temporarily suspended due to lack of land.
Promised and then missed
These days, taking advantage of the sunny weather, contractors working on the Beltway 3 project through Thu Duc are speeding up to open the technical traffic by the end of the year. This is a 14km long section of the route that is completely elevated.
Nearly 15km of overpasses at the Ho Chi Minh City Ring Road 3 project are at risk of falling behind schedule due to lack of land.
From the intersection with Ho Chi Minh City - Long Thanh Expressway, the bidding packages have accelerated, some sections of packages XL01, XL02, XL03 have started installing beams and constructing the bridge deck. Packages XL04, XL05 are also constructing piers, pier bases, casting beams for installation in the coming months.
However, in the XL05 package, there is a location that is stuck with the site, preventing the contractor from constructing. The stuck site is within the construction scope of pillars T288, T289, T290, leading from below to the elevated road.
A representative of the contractor Delta Construction and Trading Joint Stock Company - one of the contractors of the XL05 package said: "We have made many requests, and the locality has committed to handing over the site three times in 2024, but so far they have all missed the deadline. These pillars are the access roads to the elevated road. If the access roads cannot be constructed, even if the elevated road is completed, vehicles will not be able to go up."
Land acquisition issues greatly affect the construction progress as well as the contractor’s plan to mobilize personnel and equipment. When land is available, the contractor must mobilize additional construction teams, work overtime, etc. to make up for the progress.
"If by March 15, the contractor still does not receive enough land, there is a risk of missing the technical traffic opening schedule of the overpass on December 31 as directed by the Prime Minister," said the contractor's representative.
Construction stopped due to lack of land
Similarly, at the My Thuy intersection project, the Traffic Construction Investment Project Management Board (Traffic Board, investor) said that many important items of the project are currently having to temporarily stop construction due to site clearance problems.
My Thuy intersection is a complex traffic point, the construction of the next items requires adequate land to both construct and ensure reasonable traffic flow. If the entire project land is not handed over before March 31, the project will hardly be able to ensure progress and completion in 2026.
With the goal of finishing in 2025, the An Phu intersection mega project is being accelerated, working day and night. To date, the project has reached over 60%, but site clearance is still a difficult problem.
The project is still stuck with a land area of about 22,000m2 on Luong Dinh Cua Street (belonging to the An Phu urban development project). This is the land that will be used to build a flyover branch from Luong Dinh Cua Street to Long Thanh - Dau Giay Expressway. Due to the lack of land, the exact completion time cannot be determined.
Enforcement will be held in March
Recently, the leaders of the Ho Chi Minh City People's Committee have held many meetings and issued many documents requesting Thu Duc City to speed up compensation and site clearance to ensure the progress of key projects.
Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong directly reminded the leaders of Thu Duc City for not seriously implementing the direction of Ho Chi Minh City People's Committee, leading to slow progress in completing compensation and site clearance work.
The leaders of the Ho Chi Minh City People's Committee requested Thu Duc City to learn from experience and not let this situation happen again, and to report on the results of the implementation of the task before March 10.
Currently, Thu Duc City is continuously urging and mobilizing people, even implementing coercive measures to reclaim land. In particular, for the Ring Road 3 project, Thu Duc City plans to organize coercive measures for cases that have not yet handed over land in March 2025.
With 22,000m2 of land at the An Phu intersection project, Thu Duc City is urgently coordinating with the Department of Natural Resources and Environment of Ho Chi Minh City and other units to review the financial obligations of enterprises related to the land; develop a detailed plan to clarify the responsibilities and obligations of enterprises (compensated land area, uncompensated land area, price level...).
In the coming time, Thu Duc City will continue to complete procedures for compensation, support, and resettlement for projects; at the same time, organize campaigns, propaganda, and persuade people to agree and hand over the site. At the same time, resolutely apply administrative measures to reclaim land for those who do not agree to hand over the site, ensuring the handover of the site for key projects.
