Started in 2010, the Hanoi Highway expansion project with a budget of over VND4,900 billion under the BOT (build-operate-transfer) form was invested by Ho Chi Minh City Infrastructure Investment Joint Stock Company (CII). This project has a length of 15.7km, a cross-section of 12-16 lanes divided into 3 construction sections.

Of which, section 1 is from Saigon bridge to Binh Thai intersection (6.2km long, 153m wide); section 2 is from Binh Thai to station 2 intersection (5.3km long, 113m wide) and section 3 is from station 2 intersection to Tan Van (4.2km long, 113m wide).

According to the original plan, the project would be completed within 36 months from the handover of the site. However, to date, the project has only basically completed phases 1 and 2. Phase 3 is still unfinished.

According to the Ho Chi Minh City Department of Transport and Public Works (GTCC), up to this point, the Hanoi Highway expansion project has completed more than 91% of the work volume. Some locations cannot be constructed due to land clearance problems.

Specifically, the section through Thu Duc City, on the right parallel road (from Ho Chi Minh City to Dong Nai), still has not yet handed over the land of 28 households in Tan Phu ward (with about 4,150m2) and 1 household of Doan Thi Thu Nga (about 800m2) in Phuoc Long A ward.

On the left parallel road (from Dong Nai to Ho Chi Minh City), there is still 1 household within the branch to An Suong intersection at Tram 2 intersection (about 260m2).

For the above section in Binh Duong province, the compensation and site clearance project is currently invested by the Ho Chi Minh City Traffic Works Management Board (Traffic Board).

The total number of affected households is 201 households (area of ​​about 17ha), 55 households (area of ​​about 5.5ha) have been paid, the remaining 146 households (area of ​​about 11.5ha). Currently, the compensation payment for land acquisition has stopped due to the difference in compensation prices between Ho Chi Minh City and Binh Duong.

From April 2021, Hanoi Highway BOT station has officially started collecting fees.

To resolve the above problems, the Department of Transport recommends that the City People's Committee direct the Department of Finance to promptly complete the work of monitoring, evaluating and adjusting the project, reporting to the City People's Committee, as a basis for implementing the following procedures in accordance with regulations.

For the People's Committee of Thu Duc City, the Department of Transport recommends speeding up and resolving compensation for the remaining cases, handing over the vacant land to the investor to continue construction and complete the project.

The Traffic Department coordinates with relevant units to promptly report to the City People's Committee on difficulties and problems; propose solutions to resolve them thoroughly, speed up compensation and site clearance procedures in Binh Duong province.

The Department of Natural Resources and Environment will work with CII Company - the project implementation unit, to review and propose solutions to resolve the problems. At the same time, the Department needs to prepare the content of the meeting between the leaders of the Ho Chi Minh City People's Committee and the Binh Duong Provincial People's Committee to completely resolve the compensation and site clearance work for the project.
