On the afternoon of June 29, at the Government headquarters, Prime Minister Pham Minh Chinh received the Article IV Consultation Delegation of the International Monetary Fund (IMF) led by Mr. Sanjaya Panth, Deputy Director of the IMF's Asia-Pacific Department, who is on a regular assessment mission to Vietnam.
Expressing satisfaction with the results of cooperation between Vietnam and the IMF, Prime Minister Pham Minh Chinh said that the Vietnamese Government always listens to and highly appreciates the assessments and policy advice from the IMF. The report of the Article IV Consultation Team is always one of the important inputs for the policy planning and implementation of the Government and ministries and sectors of Vietnam.
Emphasizing that the IMF's support is important to Vietnam's development process, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the IMF's policy consultation and dialogue activities, which have contributed to supporting the Government in formulating effective and in-line socio-economic stability and development policies, especially during the current Covid-19 crisis and global instability.
Discussing with the IMF delegation about the world economic situation and the role of this organization in world development, Prime Minister Pham Minh Chinh said that at the recent World Economic Forum in Tianjin (China), the Prime Minister mentioned the "headwinds" for the world economy in the current context; at the same time, he raised a number of key directions to respond, the most important of which is to strengthen global cooperation and solidarity, end conflicts soon, and promote growth drivers such as investment, export, and consumption.
In that spirit, the Prime Minister said that international organizations and international financial institutions, including the IMF, need to participate in promoting production, business, trade, investment, creating market capital flows and products, and need to have priority policies on capital flows; have appropriate solutions to promote aggregate supply and aggregate demand.
For Vietnam, in the context of global difficulties, Vietnam has still achieved important and quite comprehensive results in all areas: stable macro-economy, controlled inflation, recovered growth, major balances are ensured; in particular, public debt, government debt and budget deficit all still have large room.
Sharing the same opinion with Prime Minister Pham Minh Chinh, members of the Article IV Consultation Delegation expressed satisfaction with the results of effective cooperation with Vietnam; congratulated Vietnam on its many positive achievements in socio-economic development, especially after the Covid-19 pandemic.
Responding to Prime Minister Pham Minh Chinh's question about the assessment of the world economic situation, members of the Article IV Consultation Delegation said that the IMF assessed the global growth outlook as relatively weak, but in the Asian region, including Vietnam, it is assessed to have better prospects and be the driving force for global growth.
Currently and in the short term, the market and export situation is declining, affecting production. In addition, the adjustment of monetary policies by many countries will affect Vietnam's economic development.
However, the IMF believes that with Vietnam's flexible and effective economic management policies such as: Balancing growth with inflation, growth with economic and financial stability; consistently aiming to maintain macroeconomic stability, control inflation, promote growth, ensure major balances of the economy..., in the last months of 2023, Vietnam's economy will grow better. This growth momentum will be maintained and promoted in the following years.
The Head of Government said that after many years of being affected by war, siege and embargo, Vietnam is a developing country; the economy is in transition so there are difficulties, limitations, and weak resistance to external "shocks".
Informing the IMF delegation about Vietnam's economic development path and economic management policies, the Prime Minister hoped that the IMF would continue to provide training programs and technical assistance in the fields of economic management, finance, currency, statistics, etc. for Vietnamese agencies.
The Prime Minister asked the Article IV Delegation and the IMF Representative Office in Vietnam to continue to strengthen policy consulting activities for the Government and agencies of Vietnam; he hoped and believed that the existing good relationship between Vietnam and the IMF would continue to be strengthened and further promoted.
