Quoting US President Joe Biden's speech at the 78th session of the United Nations General Assembly in New York in September 2023, the Prime Minister reaffirmed that Vietnam is a model of restoring and healing the wounds of war. Regarding the Vietnam - Hungary relationship, Prime Minister Pham Minh Chinh mentioned the milestone in 2008, when General Secretary Nguyen Phu Trong visited Hungary and laid the foundation for the Vietnam - Hungary Comprehensive Partnership. The Prime Minister also reiterated what General Secretary Nguyen Phu Trong has said many times: Vietnam has never had the foundation, position, potential and international prestige it has today.

"That is a source of pride, but we still have many difficulties, and the most difficult is the low starting point, limited economic scale, large economic openness and limited resilience to external shocks," the Prime Minister shared and said that strategic competition is still difficult so we must find a suitable way. To the students, the Prime Minister said that in addition to studying hard, they must have patriotism, aspiration and dream of building a strong and prosperous country. The Prime Minister hopes to increase exchanges between the two countries' young generations, strengthen people-to-people exchanges, so that the Vietnam - Hungary friendship will be forever green, forever sustainable, so that the two countries will become stronger and more prosperous. Vietnam has attracted more than 500 billion USD in foreign investment. Sharing about the world situation, the Prime Minister summarized that in general, the world is peaceful, but locally there is war; in general, there is peace, but locally there is tension; in general, there is stability, but locally there is conflict. In addition, the world is facing the problem of population aging, including China.

He also advised not to be pessimistic when the situation worsens, and not to be too optimistic when conditions are favorable. "The world always has challenges intertwined with advantages, but it is necessary to identify difficulties and challenges more than opportunities and advantages to prepare for response, not to be surprised or passive," the Prime Minister said. Referring to the issue of military thinking, the Prime Minister said that in times of peace, we must think about the possibility of war to train and improve military potential. On the contrary, when there is a war, we need to think about when it will end so we can start building peace. The Prime Minister cited Vietnam's practical lessons on national defense, security, and military to make it clear that we must always be prepared for everything that may happen so as not to be passive or surprised. Providing more information about the situation in Vietnam, the Prime Minister emphasized that the country is always determined not to sacrifice progress and social justice to pursue simple economic growth. To date, Vietnam has attracted more than 500 billion USD in foreign investment, disbursing more than 300 billion USD in investment capital. "Vietnam is not building an isolated economy but an independent, self-reliant economy that actively integrates internationally," according to Prime Minister Pham Minh Chinh. He also emphasized that Vietnam is determined to develop culture on par with economics, politics, and society, and develop cultural industries to turn heritage into resources with the goal and vision of mobilizing all resources to develop the country quickly and sustainably. On this occasion, Prime Minister Pham Minh Chinh and leaders of ministries and sectors of the two countries witnessed the signing of 9 cooperation agreements in the field of education and training by agencies and units of the two countries.
