Identify artificial intelligence as the cutting edge, breakthrough

This afternoon (March 4), at the Party Central Committee Headquarters, General Secretary To Lam - Head of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation (Steering Committee) - chaired the second meeting of the Steering Committee. After listening to opinions at the meeting, General Secretary To Lam assessed that the second meeting of the Steering Committee had many frank and serious opinions, the agencies had made urgent preparations and agreed on many important contents. According to General Secretary To Lam, since the first meeting of the Steering Committee, many tasks related to Resolution 57-NQ/TW have been immediately implemented.

The National Assembly promptly issued Resolution 193 with many groups of mechanisms and policies to initially institutionalize Resolution 57 into practice. The utilities of Project 06 bring many management efficiencies, which are the premise for building a national population data center.

Referring to some key tasks, General Secretary To Lam mentioned the implementation of Resolution 57 with Resolution 18-NQ/TW of the Central Committee to restructure the system from the central to the grassroots level.

The General Secretary requested to focus on building digital platforms, digital infrastructure, establishing a national database on enterprises and land; developing high-tech zones, establishing science and technology exchanges, and disseminating information to people and businesses for their knowledge and application.

Regarding specific tasks, General Secretary To Lam mentioned that relevant agencies should study and adjust the state budget estimate for 2025 to allocate at least 3% of total budget expenditure for science, technology development, innovation, national digital transformation and gradually increase in the following years.

The Government builds and completes digital infrastructure, ensures 5G bandwidth nationwide; and soon puts the national data center into operation.

The General Secretary also requested the development of artificial intelligence (AI), identifying AI as a spearhead and breakthrough; providing tax incentives for chip and semiconductor production, and actively supporting research and development (R&D). Continuing to attract high-tech foreign direct investment (FDI).

Establish provincial steering committees to implement Resolution 57

General Secretary To Lam also requested to complete utilities on the VNeID application; open automatic immigration gates; deploy non-stop toll collection at bus stations and parking lots in urban areas, promote traffic civilization; promote digitalization, process restructuring, and simplify administrative procedures, especially public services related to land and enterprises.

The General Secretary requested the Central Propaganda and Mass Mobilization Commission to organize and implement propaganda activities, raise awareness for leaders at all levels and the whole society in enhancing the role of science and technology, innovation, digital transformation, creating positive spread; take the lead in coordinating with the Ministry of Public Security and relevant agencies to deploy the digital literacy movement, popularize basic knowledge about digital transformation for all people on the VNeID platform.

General Secretary To Lam also said that in the near future, the Provincial/Municipal Party Committees will establish a Provincial/Municipal Steering Committee on Science and Technology Development, Innovation and Digital Transformation, headed by the Provincial/Municipal Party Committee Secretary. The Central Party Office will soon put into operation a set of indicators to evaluate the implementation of Resolution 57-NQ/TW.

According to General Secretary To Lam, we are facing a great opportunity to promote innovation, digital transformation, and develop the country.

The General Secretary requested members of the Steering Committee, supporting agencies and relevant agencies to continue promoting a sense of responsibility, turning the goals of Resolution 57 into concrete results.

"If these contents are completed, it will make a very important contribution to the country's development in 2025 and the coming period," General Secretary To Lam emphasized.
