On the morning of January 26, Prime Minister Pham Minh Chinh visited, inspected combat readiness work and wished a Happy New Year to officers and soldiers of General Department II, Ministry of National Defense.
Speaking at the meeting, Prime Minister Pham Minh Chinh said that 2023 has just passed with many complicated fluctuations.
The Prime Minister acknowledged and commended the efforts, endeavors, achievements and feats that General Department II has achieved in recent times, including many excellently completed tasks, contributing to the overall achievements of the country.
The Prime Minister affirmed that under the leadership of the Party and the management of the State, which is regularly and directly under the Central Military Commission, the Secretary of the Central Military Commission, the Government, the Ministry of National Defense... General Department II has grown and matured, increasingly proving its important position and role, and successfully completing assigned tasks...
In 2024 and the coming time, the world and regional situation is forecast to continue to develop in a complicated and unpredictable manner. Overall, there will be peace but some areas will have war; overall, there will be reconciliation but some areas will have conflict; there will be stability but some areas will be tense.
Prime Minister Pham Minh Chinh requested that the Defense Intelligence Service must prepare better and be ready to receive and excellently complete all tasks assigned by the Party and State.
The Prime Minister directed General Department II to continue to improve its strategic forecasting capacity, grasp the situation, look far and wide, advise the Party and State on appropriate policies to firmly protect the Fatherland "early and from afar", absolutely not to be passive or surprised in terms of strategy, maintain a peaceful and stable environment for national development; with the motto "think deeply, grasp promptly, always innovate".
The Prime Minister requested to proactively implement measures to improve the leadership capacity and fighting strength of Party committees and organizations at all levels, comprehensively lead all aspects of the unit's work; focus on building the General Department's Party Committee to be clean and strong in politics, ideology and ethics. Synchronously deploy solutions to build the organization, apparatus and structure of the Defense Intelligence force in the direction of "refined, compact, strong, professional, effective and functional".
Building a team of Defense Intelligence officers with strong political will, innovative thinking, strategic vision, sharp professional perspective and thinking, and professional knowledge commensurate with their duties and tasks. Building a disciplined, standardized, modern unit that effectively serves ministries, branches, and localities.
Defense Intelligence is a special force of the armed forces, the Prime Minister stated, the development orientation and all activities of Defense Intelligence are always under the absolute and direct leadership of the Party; imbued with the viewpoints according to Resolution 8 of the Central Committee (13th tenure) on the strategy of protecting the Fatherland in the new situation, correctly assessing partners and subjects to have appropriate and effective countermeasures.
The Prime Minister requested to continue to thoroughly grasp and seriously implement the instructions and requests of General Secretary Nguyen Phu Trong: "... Regardless of the circumstances, our National Defense Intelligence Service must only be allowed to become stronger and stronger..."; to be absolutely loyal and always have firm faith in the Party; to wholeheartedly serve the Party's goals and ideals, to serve the Fatherland, and to serve the people.
