One man can make weapons of mass destruction
According to the draft law on Prevention and Combating the Proliferation of Weapons of Mass Destruction, weapons of mass destruction are weapons capable of causing great damage to the enemy in terms of manpower, technical means, economic facilities, national defense, security, ecological environment and causing strong impacts on human psychology and spirit.

Weapons of mass destruction include biological weapons, chemical weapons, nuclear weapons, and radiological weapons. They can become dangerous weapons for malicious states, terrorists, or other non-state actors.
The Ministry of Defense assesses that it is now easier to research and manufacture weapons of mass destruction. A person with basic knowledge of chemistry or biology can also know how to manufacture these weapons. They can explode right on a crowded street or in a trash can by remote control.
Meanwhile, their ability to spread is very difficult to control, and there are not enough effective measures to protect a crowded city from a small-scale attack, let alone large-scale attacks. Due to the particularly dangerous nature of weapons of mass destruction, the United Nations has issued many international legal documents to prevent and combat the proliferation of such weapons such as: Biological Weapons Convention, Chemical Weapons Convention, Nuclear Non-Proliferation Treaty and most countries in the world have participated and committed to implement.
Proposing 5 policies to build the Law on Prevention and Control of Weapons of Mass Destruction
Vietnam is a member of many international treaties related to preventing and combating the proliferation of weapons of mass destruction and has Decree 81 dated November 11, 2019 of the Government on preventing and combating the proliferation of weapons of mass destruction.
During the implementation of Decree 81, the Ministry of National Defense has advised the Government and guided ministries, branches and localities to carry out their tasks in accordance with regulations and effectively. To date, there have not been any incidents related to the proliferation and financing of weapons of mass destruction.
The Ministry of National Defense believes that in addition to the achieved results, the implementation of Decree 81 still has certain limitations that need to be overcome. Therefore, the promulgation of the Law on Prevention and Combating the Proliferation of Weapons of Mass Destruction is very necessary.
The Ministry of National Defense proposed to develop a law on preventing and combating the proliferation of weapons of mass destruction with five policies: perfecting general regulations on preventing and combating the proliferation of weapons of mass destruction; improving the effectiveness of preventing and combating the proliferation of each type of weapons of mass destruction; strengthening the prevention and combat of weapons of mass destruction through border control and control of dual-use goods; perfecting regulations on preventing and combating the financing of the proliferation of weapons of mass destruction; improving the capacity and perfecting the functions and tasks of competent agencies on preventing and combating the proliferation of weapons of mass destruction.
