Attending the Conference were Comrade Dinh Tien Dung, Politburo member, Secretary of the Hanoi Party Committee; Minister of Planning and Investment Nguyen Chi Dung, Permanent Vice Chairman of the Council; leaders of ministries, central agencies, leaders of 11 provinces and cities in the Red River Delta region; and members of the Council.
The second conference was held after the first conference (July 20) to announce the establishment of the Red River Delta Coordination Council according to Decision No. 826/QD-TTg.
The Red River Delta is a particularly important strategic area in terms of politics, economy, culture, society, environment, national defense, security and foreign affairs; a place that preserves many unique cultural and historical values of the nation; and is the growth pole of the whole country.
The region includes 11 provinces and centrally run cities: Hanoi, Hai Phong, Quang Ninh, Vinh Phuc, Bac Ninh, Hai Duong, Hung Yen, Thai Binh, Ha Nam, Nam Dinh, Ninh Binh (including 2 centrally run cities: Hanoi and Hai Phong).
The region has a natural area of 21,253 km2, accounting for 6.42% of the country's area; a population of 22.92 million people, accounting for 23.49% of the country's population; a population density of 1,087 people/km2, the highest compared to other regions and 3.66 times higher than the average density of the whole country.
The region has a central location, considered the northern gateway of our country and ASEAN in terms of connecting economic and trade development with China - the largest market in the world and vice versa.
The region with Hanoi Capital as the national political-administrative nerve center with a history of thousands of years; has the largest population in the country with a highly qualified workforce; has the most synchronous and best transport infrastructure system in the country in terms of roads - the longest highway system in the country, sea routes, rivers, airways, railways; has a relatively strong urban system and economic establishments, in which the core is Hanoi Capital - a special-class urban area.
The region has a fairly positive economic structure, with the industrial-construction and service sectors playing a pivotal role; attracting many foreign investment projects. Since 2015, the region has had an impressive growth rate, 1.37 times higher than the national average growth rate.

However, the Red River Delta has many limitations, difficulties and major challenges, such as the economic growth of the region in recent times has not been really stable and uneven among localities in the region. The industrial structure is not modern, the foundation for the industrialization and modernization process is not solid, the technological level is still low, the development efficiency is not high, enterprises are mainly small-scale, and the competitiveness is low. The organization of space and territorial arrangement still shows many unreasonable things, especially the overload in urban areas, especially in the inner city of Hanoi and Hai Phong. Along with that are the objective impacts of climate change, high-intensity exploitation and use of resources, unsustainability, causing environmental pollution, etc.
Resolution 30 of the Politburo has defined the vision to 2045: "The Red River Delta is a modern, civilized, ecological development region; a major economic and financial center of regional and world stature...".
The implementation of the establishment and completion of the planning of the Red River Delta region at this time has many advantages to concretize the vision, viewpoints and goals identified in the Resolution on regional development and national planning for the region, concretize the arrangement of development space for national sectors in the area, resolve conflicts between sectors and fields in the region; deploy research on important connecting projects between provinces in the region, inter-regional and inter-sectoral.
Prime Minister Pham Minh Chinh asked delegates to discuss and contribute ideas to the content of the Plan with the goal of exploiting and maximizing the potential differences, outstanding opportunities, and competitive advantages, while resolving difficulties, limitations, and overcoming challenges for the region to develop quickly and sustainably.
