Along with Thai Nien commune, Phong Hai Farm town leads Bao Thang district with 5 extremely disadvantaged villages that are benefiting from the Gender Equality Project (Project 8) under the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas.
Phong Hai Farm Town currently has 15 villages and residential groups, of which 5 villages belong to region 3: Quy Ke, Tong Gia, Sin Chai, Ai Nam and Vi Ma, where the majority of households are ethnic minorities and are the majority of poor households in the town.
In early 2023, Phong Hai Farm town still had 423 poor households, accounting for 15.6% and 263 near-poor households, accounting for 9.7% of the total number of households in the area.
Implementing Project 8, up to now, Phong Hai Farm Town has established 5 community communication teams in extremely disadvantaged villages, and established 1 "Leader of Change" club in the town's Secondary School. Through the community communication teams, the Women's Union of Phong Hai Farm Town has sent 58 cadres to attend training courses, update information for propagandists and deploy models and projects organized by the Women's Union at higher levels.
Most prominently in the media, up to now, the Women's Union of Phong Hai Farm town has organized a propaganda session on eliminating gender prejudice and stereotypes, building a safe living environment for women and children in Sin Chai village with 45 members, women, mainly Mong people participating.
Bao Thang district currently has 31 extremely difficult villages in 9 communes and 3 towns, of which Thai Nien commune and Phong Hai Farm town have 10 extremely difficult villages.
