(HBĐT) - The high-end ecological urban area, resort and entertainment project of Kha Lake and Doi Thung in Quy Hoa Commune (Lac Son) are two key projects expected to create high-quality tourism and service products, contributing to the economic restructuring of the province. The province and relevant agencies, together with Lac Son district, are focusing on directing solutions to remove difficulties in site clearance (GPMB) and implementing related procedures so that the project can start construction as planned.

Lac Son district has established a steering committee and assigned tasks to its members. Up to now, the steps of announcing the zoning plan and deciding on the project investment policy have been carried out in accordance with regulations. The district has strengthened propaganda, mobilization, grasped the thoughts and aspirations of the people and organized meetings and dialogues to implement the steps of land acquisition, site clearance, resettlement area construction, public planning, and community consultation... in accordance with regulations.
In early March 2023, the People's Committee of Lac Son district organized a conference to support the promotion and creation of jobs for people in Quy Hoa commune. Next, the investor (Hoa Binh Sun Company Limited) organized for 37 students from Kha and Doi hamlets to study and train in tourism in Hanoi. In early June 2023, continued to organize for 50 students who are women's union members to take cooking and baking classes right in the commune. Sun Group sponsored all tuition, food and accommodation costs. After graduation, Sun Group will hire them to work at tourist areas under the system.
Regarding the work of land acquisition and clearance for the cemetery construction, the People's Committee of Quy Hoa commune is currently surveying and selecting a location for implementation. Regarding the results of land and property review for land acquisition and clearance for the Kha lake project, 84 households with houses must be relocated; to date, all 84 households have been reviewed and counted and are preparing an estimate for compensation. The district has completed the counting of agricultural land area but there is not enough basis to publish the data.
For the project in Doi Thung, the households have not yet agreed or coordinated to review and inventory land and assets, so it has not been implemented. For the households in the Kha Lake project area, they have basically agreed on the land acquisition and clearance to implement the project, but they request to consider adjusting the unit price to be equal to the unit price of Tan Lap and Tuan Dao communes.
According to Mr. Bui Van Khanh, Vice Chairman of Lac Son District People's Committee, the district is continuing to dialogue with cadres, party members, and people to propagate and mobilize support for the project. However, there are still difficulties and problems. Although the Provincial People's Committee has specified detailed and specific compensation prices for assets, in reality, many types of people's assets are larger than the prescribed standards. Many asset categories still do not have unit prices for compensation, such as yellow apricot blossom trees, sim trees, and wild tea trees; there are types of trees that are both harvested for wood and fruit, but the new unit price list only considers them for harvesting wood, such as dracontomelon, tram, doi, etc.
For households that do not agree with the project implementation policy in Doi Thung due to limited legal knowledge of the people, leading to some bad elements taking advantage and inciting opposition; the district continues to propagate so that people better understand the role and significance of the project for the people of Quy Hoa commune in particular and Lac Son district in general. Consider measures to handle subjects propagating and inciting people to oppose the project implementation policy. Regarding the unit price, volume, and type of compensation assets, after completing the declaration and counting, the District People's Committee will synthesize and classify for handling, in cases exceeding the authority, it will report to ask for direction.
Lac Son district requested departments and branches to speed up the work of consulting and appraising to submit to the Provincial People's Committee for approval of the investment policy and soon deploy bidding to select investors to build technical infrastructure for the resettlement area according to the approved planning content; competent authorities to convert the purpose of using rice land to implement the project.
