Develop multiple payment methods
With the drastic direction and efforts of departments, branches and sectors in the province in general and the local banking system in particular, cashless payment is increasingly developing.
The use of non-cash payment methods in society has gradually become a habit of people in urban areas and gradually developed in rural areas; reducing social costs related to cash. Up to now, most of the State budget revenues are made by non-cash payment methods.
The ATM/POS systems of credit institutions in the area ensure that they fully meet the prescribed conditions; operate stably, smoothly, safely, and well meet the payment needs of people and businesses.
To date, credit institutions in the province have 233 ATMs and 932 POS, an increase of 9 ATMs and 4 POS. Commercial bank branches regularly monitor card acceptance units to take preventive measures, promptly stop and handle fraudulent acts in payment; strengthen inspection and review of transaction documents when providing products with potential risks of money laundering and terrorist financing in the banking sector.
Credit institutions in the area develop a network of financial service points, ATM and POS networks suitable for rural, remote and isolated areas; promote the application of payment products and services on mobile devices; coordinate with businesses providing goods and services to provide exemptions, reductions in fees, promotions, discounts... for customers when using non-cash payment methods to pay for goods and services.
Ms. Nguyen Tuyet Mai, owner of a coffee shop in Ward 3 (Tay Ninh City) said: “My shop has equipped QR codes for customers to pay; thereby, managing revenue and expenditure activities at the shop is also much more convenient. Payment by bank transfer helps me reduce the risk of losing cash or receiving counterfeit money.”
In addition to implementing solutions to promote payment of public services through banks; local banks have actively approached businesses, shopping centers, supermarkets... to pay salaries to employees and pay for goods and services through banks.
Commercial banks in the area and the provincial branch of the Social Policy Bank have deployed the use of chip-embedded CCCD cards and VNelD accounts to clean data, authenticate customers transacting online and at the counter; open accounts using the electronic eKYC method; focus on applying facial biometric measures from population data sources for online payment transactions, card payments over 10 million VND/transaction or value over 20 million VND/day from July 1, 2024.
Consumers respond positively
Currently, supermarkets, shopping malls, Bach Hoa Xanh stores and some convenience stores and markets in the province apply cashless payments through applications such as: E-wallets, Mobile Money, MPOS...
On the other hand, to implement cashless payments in markets in rural, remote and isolated areas, the Department of Industry and Trade continues to direct the Economic and Infrastructure Departments of districts, the Economic Departments of towns and cities, market management boards, market cooperatives and market exploitation businesses to strengthen communication work on mass media.
The State Bank is interested in promoting security and safety to create peace of mind for people in rural areas to choose and trust online payments. At the same time, it continues to research and deploy solutions to exploit national databases on population, to help provide more convenient products for people; promote non-cash payments in rural, remote and isolated areas; and create more convenience for customers when accessing and using banking services.
Shopping at Cho Lon Electronics and Furniture Supermarket (Tay Ninh City), Mr. Tran Minh Thong, residing in Hoa Thanh town, said: “I have a habit of not using cash when making shopping transactions, mainly paying by bank transfer, scanning QR codes. I find cashless payment very convenient, fast, limiting the risk of not dropping money while moving and not having to wait for change.”
Cho Lon Electronics and Furniture Supermarket is applying cash payment methods; online payment by credit card, international debit card via Payoo, bank account (domestic/international ATM) with internet banking via Payoo linked with 44 banks, online payment via Smartpay.
At Cho Lon Electronics and Furniture Supermarket, we also provide convenient collection services such as: payment of electricity, water, telephone, television, internet bills, installment payments/consumer loans, purchase of airline and train tickets, payment of tuition fees, hospital fees, etc.
In the education sector, educational institutions proactively coordinate with banks and payment intermediary service providers to collect tuition fees and other fees as prescribed by non-cash payment methods. To date, 412 educational institutions accept non-cash payments, of which 119 educational institutions in urban areas accept non-cash payments, accounting for 100%.
In the health sector, the number of public medical examination and treatment facilities in the area is 14, including: Provincial Center for Disease Control, 4 provincial hospitals and 9 district, town and city medical centers.
Currently, 14/14 units collect hospital fees using non-cash payment methods. However, the source of non-cash medical examination and treatment revenue from individuals is not much, the reason is that most medical examination and treatment costs are paid by health insurance, then Social Insurance pays to the units through the State Treasury.
Non-public medical facilities in the province achieve a 100% rate of collecting hospital fees by non-cash payment methods.
Hong Hung General Hospital also applies cashless payment of hospital fees. Ms. Nguyen Ngoc Bao Han, residing in Chau Thanh district, shared: “I do not use cash when paying hospital fees or buying medicine at the hospital pharmacy, just need a phone with internet connection to be able to transfer money easily. However, I find that cashless transactions are only suitable for young people, while older people like my parents hardly know how to use it.”
