By the time he was discovered, Thanh - the mastermind - had been working for six months, making an average of 600 fake documents of all kinds each month, illegally profiting from about 720 million VND to 900 million VND.

On June 9, Ho Chi Minh City Police announced that they had just dismantled a large-scale ring of counterfeiting seals and documents of organizations. This gang had forged many vehicle registration papers, inspection certificates, road vehicle inspection stamps, etc.
After a period of surveillance, at around 3:30 p.m. on May 29, in front of the gate of an apartment building on Do Xuan Hop Street, Phuoc Long B Ward, Thu Duc City, the police arrested and seized from Luong Trieu Vy (born in 2001, registered residence in Ba Ria-Vung Tau province) a box of suspected fake documents.
At the same time, on Bui Huu Nghia Street (Ward 2, Binh Thanh District), a working group arrested and seized from Nguyen Van Hung (born in 1996, registered in Hai Phong) a box of suspected fake documents.
Continuing to investigate and expand the case, the Task Force arrested related subjects, including: Tran Tien Thanh (also known as "Tin," born in 1988), Tran Tien Dat (born in 1995, Thanh's younger brother), Nguyen Thi Thanh Xuan (born in 1985, Thanh's girlfriend), Nguyen Minh Hai (born in 1992), Luu Truong Giang (born in 2002), Bui Pham Yen Nhi (born in 1997), Bui Thi Ngoc Hieu (born in 1996), Nguyen Ngoc Son (born in 1992), Nguyen Van Quyet (born in 1994) and Ngo Van Tung (born in 1996).
During an emergency search of the suspects' residences, the police seized more than 450 documents of various types, including identity cards, various degrees, training and practice certificates, motorcycle and car driving licenses, certificates of professional competence for inland waterway captains, road vehicle registration papers, inspection certificates, road vehicle inspection stamps, documents that are criminal records... and many other related documents and exhibits.
According to the investigation, this is an organized criminal gang, with roles and tasks assigned to each group and each individual. In particular, Tran Tien Thanh is the mastermind, leader, hired and recruited many accomplices to participate in the crime, including: Luu Truong Giang, Luong Trieu Vy, Nguyen Thi Thanh Xuan, Bui Pham Yen Nhi, Bui Thi Ngoc Hieu, Nguyen Van Quyet, Nguyen Van Hung and Ngo Van Tung. In addition, these individuals also colluded with Nguyen Ngoc Son and Nguyen Minh Hai to commit forgery of various documents.
Tran Tien Thanh went online to order fake driver's licenses and found that counterfeiting was profitable, so he came up with the idea of forging documents to sell for money. Around December 2022, Thanh and Tran Tien Dat rented an apartment on Do Xuan Hop Street, Phuoc Long B Ward, Thu Duc City as a place to store and package fake documents; and rented a house on 79 Street, Phuoc Long B Ward as a place to produce fake documents.
Thanh bought equipment for forging documents such as: computers, printers, laminators, photocopiers...; hired Nguyen Thi Thanh Xuan, Luong Trieu Vy, Luu Truong Giang, Bui Pham Yen Nhi, Bui Thi Ngoc Hieu to help Thanh in forging documents, packaging, and delivering fake documents.
Thanh bought online a set of files containing information and documents such as diplomas, certificates, land use right certificates, registration papers, bank savings books, etc. for 15 million VND, and transferred this set of files to Nhi to save on a USB to use as fake documents.
To find customers, Thanh posts information about making all kinds of degrees on social networks or through brokers to receive orders for fake documents. When the broker transfers information about customers ordering fake documents via social networking applications such as Zalo, Telegram..., Thanh informs Nhi so that Nhi can use a computer, get the corresponding degree file, edit the customer's information, and then use a color printer to print it out. Bui Thi Ngoc Hieu helps Nhi photocopy the fake documents into many copies, then stamp them with fake notary seals, and put the fake documents in nylon bags...
On average, Thanh and his accomplices forged about 20 documents of various types every day, each forged document earning between 200,000 and 250,000 VND. By the time he was discovered, Thanh had been working for about six months, making an average of 600 forged documents of various types every month, illegally earning between 720 million and 900 million VND.
The case is currently under investigation.
