The Dong Ha City Eastern Bypass Project, when completed, will help divert large vehicles from passing through Dong Ha City, ensure traffic safety, gradually complete the traffic infrastructure system, and contribute to promoting the province's socio-economic development. Site clearance for the project is being accelerated, but there are still many obstacles, requiring more drastic participation from localities so that the project can be completed on schedule.

The Eastern bypass project of Dong Ha City, from km 741+179 on National Highway 1 (Phong Binh Commune, Gio Linh District) to km 10+187 on National Highway 9, in Dong Giang Ward, Dong Ha City, has been invested with more than 399.9 billion VND from the state budget in the medium-term public investment plan for the period 2021-2025. Currently, localities have handed over 11.68/13.29km of construction site for the project, reaching 88%.
According to the Department of Transport of Quang Tri province, this project only has Gio Mai commune of Gio Linh district and Dong Giang ward of Dong Ha city completed the land acquisition and clearance work. Gio Linh town has so far paid compensation for land acquisition and clearance for 55/56 cases; Gio Chau commune has paid for 12/15 cases; Gio My commune has paid for 14/25 cases, Phong Binh commune has paid for 122 cases.
Despite the efforts of the localities, the site clearance work for this section still faces many difficulties and obstacles. In Phong Binh commune, the area at the beginning of the intersection with National Highway 1, about 0.4 km long, is currently facing 6 households building houses on agricultural land and 5 households whose houses are located lower than the road surface, potentially causing traffic safety problems, and 4 households that are subject to resettlement for the project.
Currently, the Department of Transport is coordinating with the People's Committee of Gio Linh district to conduct a price inventory and dialogue with households before submitting to the Provincial People's Committee for approval of the compensation policy for households. In Gio Chau and Gio Quang communes, some households have not agreed on the land acquisition and clearance support plan.
The section from Nguyen Hoang intersection to the south of Hieu River Bridge in Dong Ha City was approved by the Provincial People's Council for investment policy; the Provincial People's Committee approved the project with a total investment of 230 billion VND from the central budget under the Socio-Economic Recovery and Development Program and the provincial budget. Currently, localities have handed over the construction site for 3.54/4.26km, reaching 83%.
Accordingly, to serve the project implementation, Dong Luong Ward has 120 affected cases. The Dong Ha City Land Fund Development Center is pricing land plots with known origins. Dong Luong Ward People's Committee is confirming the origin of land use at the intersection of Nguyen Hoang Street and cases of affected agricultural land. Currently, support and compensation for land acquisition have been paid to 70 cases. Dong Le Ward has completed the first compensation payment for 14/19 cases related to residential land and has paid compensation for agricultural land acquisition for 100 cases.
The difficulty that this project section is facing is that the time of implementing the site clearance work for the project overlaps between the 2024 Land Law and the 2013 Land Law, so the policies are not yet synchronized, making it difficult to carry out the site clearance work. Some households whose houses and land are affected have not yet agreed on the compensation plan, so the section from the beginning of the route to Con Co Street, Dong Ha City cannot be implemented.
Along with that, some shrimp farming cases in Dong Luong ward have requested to reclaim all shrimp ponds outside the project scope, because the ponds are interconnected including: farming ponds, water reservoirs and settling ponds for treatment.
In response to this issue, the Department of Transport has chaired and invited the Departments of Agriculture and Rural Development, Finance, Construction, Natural Resources and Environment, and the People's Committee of Dong Ha City to inspect the site and unanimously report to the Provincial People's Committee to allow the recovery of all shrimp pond areas outside the project scope; the People's Committee of Dong Ha City has sent a written report to the Provincial People's Committee and the Department of Natural Resources and Environment.
According to the Department of Transport, in order to speed up the progress of site clearance, construction and disbursement of allocated project capital, it is requested that the Standing Committee of the District Party Committee, the People's Committee of Gio Linh District and the Management Board of the Land Fund Development Project and Gio Linh District Industrial Cluster urgently approve the compensation plan, support the water pipeline system, telecommunications system; complete the selection of contractors to relocate the electrical system.
Complete the approval of compensation plans for households affected by traffic safety within the road corridor that have been inspected and approved by the Department of Transport and relevant agencies. Direct the People's Committees of Gio Chau and Gio Quang communes to complete the confirmation of the land use origin of the remaining households as a basis for approving compensation and support plans. Speed up the construction of resettlement areas in Phong Binh and Gio My communes to promptly relocate affected households to stabilize their lives.
For the Eastern Bypass Project of Dong Ha City, from the intersection of Nguyen Hoang Street to the South of Hieu River Bridge, the People's Committees of Dong Luong and Dong Le wards are requested to urgently confirm the origin of land use for the remaining plots of land. In particular, the Department of Natural Resources and Environment urgently advises the Provincial People's Committee to approve the policy of reclaiming all shrimp ponds outside the project area to have a site for construction of the last 400m section of the route. The People's Committee of Dong Ha City has completed the approval of the compensation and support plan for households whose rice-growing land has been reclaimed.
The Eastern bypass of Dong Ha City is over 22 km long, started in July 2018 and has only completed over 5 km since October 2019. In recent times, large trucks and containers have been running through Dong Ha City day and night. There have been many accidents causing casualties to people on this road.
Recently, thanks to additional funding sources, the Eastern Bypass Project of Dong Ha City has continued to be implemented with a plan to complete in 2025. The hope of many Quang Tri residents is that this bypass will be completed as soon as possible, large vehicles will be diverted to the bypass, and National Highway 1 passing through Dong Ha City will no longer be a "road of death".
Therefore, more than ever, the site clearance work for this project requires the entire political system to get involved, promptly remove obstacles and difficulties to speed up construction, and soon complete the bypass according to the plan.
