The People's Committee of Quang Ngai province has drafted a resolution to submit to the Standing Committee of the Provincial Party Committee for comments, so that the Provincial People's Council can approve 100% support for site clearance costs for investors to build social housing.
This issue will be discussed and approved by the People's Council of Quang Ngai province at the upcoming session.
Social housing is urgent
In addition to the great support from site clearance, Quang Ngai also calculates to support up to 10 billion VND for each social housing project, to build technical infrastructure such as: traffic, public lighting, water supply and drainage, waste management...
Quang Ngai Provincial People’s Committee believes that this is necessary to attract investors to social housing projects. This large support will help stabilize selling and renting prices for low-income earners.
According to statistics from the People's Committee of Quang Ngai province, there are currently about 50,000 workers directly working in the province's economic zones and industrial parks. This number will increase in the coming time when major projects such as VISIP 2, Hoa Phat Dung Quat Steel Complex (phase 2) ... are completed and put into operation.
Despite being the industrial capital of the Central region, attracting many large domestic and foreign investors to set up long-term factories, up to now Quang Ngai has not had any social housing projects built.
In fact, there have been investors who have proposed to build social housing in Quang Ngai. However, after calculating the construction costs and the selling price for workers, investors are cautious. Because selling at a high price will cause difficulties for low-income people, and selling at a suitable price will not cover the investment costs.
The attraction of social housing projects in Quang Ngai has therefore slowed down.

Prime Minister assigns Quang Ngai to build 6,300 social housing units
On February 9, Prime Minister Pham Minh Chinh had a working session with Quang Ngai province and emphasized that building social housing in Quang Ngai is very necessary, to create the best conditions for low-income workers to continue working in the province.
At the same time, the Prime Minister assigned the target that by 2030, the province must attract and build 6,300 social housing units, including 1,500 units in the 2022-2025 period and 4,800 units in the 2026-2030 period.
Faced with the important task assigned, Quang Ngai has yet to issue specific documents on policies to support investors in social housing. Submitting a draft to support investors in this field is very necessary to increase attractiveness.

First in 2021, the Housing and Urban Development Corporation (HUD), under the Ministry of Construction, proposed to implement the HUD - Phu My social housing project in the new urban area of Phu My, Quang Ngai city with an area of about 15,600m2 , with a total estimated investment of 150 billion VND to build a 9-storey building with 130 apartments and 27 low-rise commercial houses.
By mid-2022, the consortium of Hop Nghia Investment Corporation and Tan Thai Binh Duong Urban Development and Construction Investment Joint Stock Company also proposed investing in a social housing project in Dung Quat Economic Zone.
However, up to now, both projects have stopped at the survey and planning stage, and have not been implemented in the field.
The government encourages support for the development of social housing.
The policy of developing social housing is one of the top priorities of the Government, aiming to ensure social security and promote sustainable economic development.
With the goal of building 1 million social housing units nationwide by 2030, the Government has introduced a series of preferential policies such as exempting land use fees, supporting low-interest loans, and reducing taxes for investors...
At the same time, the Government encourages localities to support infrastructure and site clearance so that investors can soon implement projects.
