Continuously behind schedule
In recent days, at package 3, component project 3, Khanh Hoa - Buon Ma Thuot expressway, the section undertaken by the contractor Construction Corporation No. 01 (CC1) , although the weather was sunny and favorable for construction, the unit organized sparse construction teams, with small groups of workers and few operating equipment.

At the construction site, at the intersection with the Eastern bypass of Buon Ma Thuot City, there were a few vehicles starting their engines to construct the roadbed. It was only 10:35 a.m. on March 5, but 5 road rollers had stopped their engines and were lying still at the construction site.
At other locations, the construction atmosphere was very quiet, at many bridges only the foundation had been constructed and there was not a single worker working. On the road surface, many locations had only constructed the K95 aggregate layer, some sections had constructed the K98 layer and the entire road surface had not yet been deployed with aggregate stone.

According to the Dak Lak Province Traffic Construction and Rural Development Project Management Board (PMU, representative of the investor of component project 3), currently, contractor CC1 is behind schedule compared to the plan of August 30, 2025 to open the route by 25.45%, equivalent to a value of 122.92 billion VND.
"The contractor is very slow and lacks initiative in construction work and deployment of input materials, and has no specific measures to speed up construction progress even though the investor has repeatedly urged and reminded at meetings.
However, up to now, the unit has not yet overcome the problem, the construction is very slow, the human resources on the construction site are not arranged to meet the progress requirements. The machinery, equipment, and materials arranged by the contractor on the construction site are not guaranteed to meet the committed mobilization progress.
In addition, the contractor's organization of construction teams is seriously lacking, overtime is almost never implemented, leading to the overall progress of the contract package being delayed," the investor reflected.
Meanwhile, according to Mr. Nguyen Dinh Loi, the commander of CC1 contractor, the unit has about 28 workers still working at the entire construction site. Currently, the reason for the project's slow progress is that some locations are waiting for K98 fill. In the coming time, the unit is still trying to overcome difficulties to continue construction.
Will transfer 2km to another contractor to ensure progress.
Mr. Dang Tho Dan, Executive Director of Project Component 3, Khanh Hoa - Buon Ma Thuot Expressway said: "According to the direction, as well as the commitment to the Prime Minister to open the route by August 30. We have determined that from now until June is the golden time to focus and accelerate the project's progress. However, currently, contractor CC1 is working on package 3, the progress is very slow, although the investor has continuously sent documents urging and reminding".

According to Mr. Dan, CC1 unit is 23% behind schedule, equivalent to 120 billion VND. The investor has sent many documents urging, especially inviting those who directly signed the construction contract to work, but the construction is still slow, the lack of human resources and machinery causes the construction to be slow, affecting the overall progress of the project.
"The investor has changed the management and commander, but the progress is still slow and getting slower. It is expected that on March 10, in the monthly meeting, we will report to the competent authority to cut and transfer 2km of contractor CC1 to another unit to ensure the project's progress. There is no other way," Mr. Dan affirmed.

According to Mr. Dan, CC1 is one of the contractors with very favorable construction conditions, and is the unit that was handed over the project site the earliest. In particular, the construction site of 4 bridges was handed over by the investor to the contractor in November 2023, but until now it is still unfinished.
Meanwhile, many contractors have just received the site at the end of 2024, but many bridges have already collapsed.
Currently, to ensure project progress, the investor has issued a document requesting all contractors to focus on human resources and machinery to work overtime and increase night work to speed up project progress according to the committed plan to open the route by August 30.
As for contractor CC1, the investor requested to focus on speeding up the progress, increasing the construction teams, working "3 shifts and 4 teams" to speed up the progress and make up for the delayed progress.
Mr. Nguyen Hoang Hung, Head of Communications Department of CC1 said: "Currently, the project has some backlogs, but the contractor is trying its best to complete the project according to the contract. The contractor may not be able to meet the schedule at this time, but in the coming time, the contractor will focus on construction, make up for the unmet schedule and commit to implementing the spirit of the Prime Minister", said Mr. Nguyen Hoang Hung.
The Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1 has a total investment of VND21,935 billion. The project has a total length of about 116.577km.
The project is divided into three component projects: component project 1 is invested by Khanh Hoa Provincial People's Committee, component project 2 is invested by the Ministry of Transport and component 3 is invested by Dak Lak Provincial People's Committee.
Of which, component project 3 has a total route length of about 48.093km, with a total investment of more than 6,165 billion VND; component project 2 is about 37.5km through the two provinces of Khanh Hoa and Dak Lak, with a total investment of more than 10,436 billion VND.
