Urgent need in the context of hospital overload
In the context of central hospitals such as Bach Mai Hospital and Viet Duc Hospital always being overloaded, completing and putting into operation the second facilities of these two hospitals in Phu Ly City (Ha Nam) has become a priority of the Ministry of Health.
Bach Mai Hospital currently receives more than 7,000 outpatients every day, with more than 4,000 inpatient beds always full. This overload situation is not uncommon at end-line hospitals, when seriously ill patients from all over the provinces and cities flock here for treatment.
Similarly, Viet Duc Hospital receives more than 1,000 medical examinations and treatments every day, with more than 70,000 surgeries each year. In particular, this hospital specializes in treating severe, complex and multiple trauma cases, making the need for medical care here even more urgent.
At the meeting, Mr. Dang Van Dung, Deputy Head of the Central Internal Affairs Commission, said that General Secretary To Lam requested to conduct inspections and conclude inspections of the two construction projects of Viet Duc Hospital and Bach Mai Hospital in Ha Nam and complete the inspection conclusions before March 31, 2025, then immediately deploy measures to put them into operation.
To reduce the load on end-line hospitals and improve the quality of health care for the people, in 2014, the Bach Mai Hospital and Viet Duc Hospital 2 projects in Phu Ly City were started to be built with a scale of 1,000 beds each.
However, these projects encountered many difficulties during the construction and implementation process. Designed based on foreign hospital prototypes, these projects required many technical adjustments and changes in construction items, such as air conditioning systems, machinery, elevators, and inpatient areas for doctors and nurses. These changes extended the construction time and increased costs.
In particular, issues with administrative procedures, contract signing, and compliance with regulations of decrees and circulars have caused the project to stall. Although by 2020, the two hospitals had completed more than 90% of the project, they still could not be completed due to lack of handover procedures and problems arising during the construction process. Although the Ministry of Health has requested an extension, to date, these hospitals have not been able to be put into operation.
Need special mechanism
The Ministry of Health is proposing a special mechanism to resolve problems ranging from administrative procedures to the implementation of construction contracts. According to Deputy Minister of Health Le Duc Luan, this mechanism will help remove difficulties for projects and ensure the progress of hospital completion. The application of a special mechanism is necessary to quickly handle arising problems and put hospitals into operation.
The Ministry of Health has coordinated with relevant ministries and branches to review difficulties and propose appropriate solutions to speed up construction progress. Difficulties related to contract signing, administrative procedures and bidding regulations will be resolved quickly through the application of special mechanisms. Specifically, the two hospitals have basically completed most of the construction items. Bach Mai Hospital, Facility 2, has completed about 97%. Meanwhile, Viet Duc Hospital, Facility 2, has achieved 85% progress and has resumed construction. The Ministry of Health hopes that, with the removal of difficulties, these two hospitals can be completed and put into operation in 2025.
When completed and put into operation, Bach Mai Hospital and Viet Duc Hospital 2 will play a very important role in reducing the load on central hospitals. At the same time, these two hospitals will contribute to improving the quality of medical services for people, especially people in the Northern region and neighboring provinces.
Bach Mai Hospital 2 has the capacity to receive about 5,000 visits per day, while Viet Duc Hospital 2 can receive about 3,500 visits per day. With a scale of 1,000 beds, these two hospitals will help reduce the overload at the end-line hospitals, while helping to improve the quality of treatment for patients.
The Ministry of Health's proposal of a specific mechanism to resolve difficulties in the project implementation process is a necessary step to ensure that hospitals can operate on schedule to serve the increasing medical examination and treatment needs of the people.
