On the afternoon of February 24, Prime Minister Pham Minh Chinh attended activities to celebrate the 70th anniversary of Vietnamese Doctors' Day (February 27, 1955 - February 27, 2025); visited, congratulated and encouraged the team of doctors and medical staff at Bach Mai Hospital, Military Medical Academy and Military Hospital 103.
Also attending were: Minister of Health Dao Hong Lan; Minister of Education and Training Nguyen Kim Son; Senior Lieutenant General Vu Hai San, Deputy Minister of National Defense; leaders of relevant ministries, departments and branches.
Fortress to care for and protect the health and lives of the people
Attending the 70th anniversary of Vietnamese Doctors' Day at Bach Mai Hospital, the Prime Minister, on behalf of the Party and State leaders, awarded the title of "Excellent Doctor" to 25 individuals and the Third Class Labor Medal to 2 individuals from the Hospital. Prime Minister Pham Minh Chinh sent his best wishes to all Vietnamese doctors and Bach Mai Hospital in particular - the Hospital is the pride of the health sector, always a fortress to care for and protect the health and lives of the people in the fight to protect the Fatherland and in peace.
Recalling the 70th anniversary of Vietnam Doctors' Day, the development and growth of the Vietnamese healthcare sector, the Prime Minister recalled the feats of generations of Vietnamese physicians in the struggle for national independence and reunification, the contributions of "white-coat soldiers" in peacetime, and most recently the silent sacrifices of physicians in the fight against the COVID-19 pandemic, for the health and lives of the people, contributing to the whole country overcoming all challenges and difficulties.
Affirming that Bach Mai Hospital plays a very important role in contributing to the glorious history of the health sector, the Prime Minister said that, established in 1911, formerly known as Cong Vong Hospital, after more than a century of construction, striving and development, Bach Mai Hospital has now become the largest medical examination and treatment facility in the country, a complete general hospital, a specialized medical center, high technology, training leading medical human resources and is honored to become the first special-class hospital in Vietnam.
During the two resistance wars against French colonialism and American imperialism, generations of doctors and medical staff of Bach Mai Hospital fought together with the people and soldiers of Hanoi city to defend the capital; enthusiastically volunteered to support the southern battlefield and fulfill international obligations.
When peace was restored, especially since the country's renovation, Bach Mai Hospital has developed with increasingly diverse medical services, applying many new technologies and techniques on par with countries with advanced medicine in the region and the world. Among them, many people with serious illnesses have been saved, without having to go abroad for treatment. Many scientific research projects on examination and treatment of cardiovascular diseases, tumors, infectious diseases, resuscitation, emergency, anti-poisoning, disease prevention and control, etc. have been deployed and applied in practice.
The hospital is a trusted address for domestic and international doctors and researchers in high-quality research, training, study and practice.
Recalling the words of beloved President Ho Chi Minh: “Patients entrust their lives to you. The Government entrusts you to treat illnesses and maintain the health of our people. That is a very glorious task…”, the Prime Minister said that although important and proud achievements have been made, the medical sector still has much to do to better meet the requirements of medical examination, treatment, and health care and the expectations of the people, as well as affirm the country’s medical capacity in the era of national development.
Therefore, in the coming time, the Prime Minister requested the Ministry of Health to direct the entire health sector, including Bach Mai Hospital, to thoroughly grasp and concretize the policies of the Central Committee, the Politburo, the Secretariat, and the National Assembly, which clearly state: Medicine is a special profession; medical personnel must meet professional and ethical requirements; and need to be selected, trained, used, and treated specially.
Along with that, urgently review and amend legal regulations to continue to remove obstacles and shortcomings in procurement, bidding, and drug price negotiations, ensuring publicity and transparency; urgently propose to issue specific policies for medical staff; innovate policies on selection, training, use and treatment; encourage staff to work in remote, isolated and disadvantaged areas...
In particular, it is necessary to improve the work of protecting people's lives and taking care of their health, ensuring that all people have annual medical examinations, especially in remote, border and island areas; improve the quality of specialized medical examination and treatment, enhance the capacity and effectiveness of preventive medicine and grassroots health care; strongly develop the pharmaceutical industry, medical equipment production, and the capacity to self-guarantee medicines, medical equipment and supplies of the country; strengthen the training of medical human resources, especially high-quality human resources in the direction of "Deep medical theory - rich medical ethics - good medical skills"; apply science and technology, promote innovation, digital transformation associated with international integration of the health sector.
Noting that the Ministry of Health focuses on directing the completion of the Viet Duc Hospital and Bach Mai Hospital 2 projects to put them into operation in 2025, striving to complete them in November 2025, the Prime Minister requested Bach Mai and Viet Duc Hospitals to proactively prepare human resources and necessary conditions to immediately deploy medical examination and treatment for people when the 2nd facility is completed by the end of this year.
The Prime Minister wishes the health sector and Bach Mai Hospital in particular to do 6 things: Effectively treat patients; actively train human resources, especially high-quality human resources; conduct good in-depth research, especially on serious diseases and common diseases in Vietnam, tropical diseases; constantly innovate; promote digital transformation in medical examination, treatment, care and protection of people's health; be dedicated and not cause trouble for patients and their families.
The Prime Minister welcomed and basically agreed to resolve the proposal of Bach Mai Hospital on funding for 3 projects to invest in new construction and renovation of some buildings of the Hospital that have degraded after more than 100 years of use; support and funding for purchasing modern equipment and machinery; building facilities and infrastructure; sending experts for training and receiving technology transfer abroad; approving the policy of establishing Bach Mai University of Medicine and Pharmacy; supporting Bach Mai Hospital in comprehensive digital transformation... At the same time, the Hospital was required to prepare a project and submit it to competent authorities for consideration and decision no later than the second quarter of 2025.
Director of Bach Mai Hospital, Associate Professor, Doctor Dao Xuan Co, Bach Mai Hospital was established in 1911, going through many stages of development, currently Bach Mai Hospital 1 in Hanoi with a planned scale of 3,600 beds, with 57 units, including 4 Institutes, 20 Centers, 14 Clinical Departments, 4 Paraclinical Departments, 12 Functional Departments, Bach Mai Medical College. The hospital has a plan to be ready to receive Bach Mai Hospital 2 in Ha Nam with a scale of 1,000 beds.
The hospital has built a human resource of more than 4,500 employees, with nearly 1,000 staff with postgraduate qualifications; it is a gathering place for many leading experts with a high-quality medical staff, a trusted address for people nationwide and international friends. Many advanced and modern techniques on par with advanced countries in the region and the world have been deployed in diagnosis and treatment, contributing to saving the lives of many patients with serious illnesses. On average, the hospital receives 2 million outpatients and nearly 200,000 inpatients every year.
The hospital has been awarded many noble prizes by the Party and the State such as: Ho Chi Minh Medal, Hero of the Armed Forces, Hero of Labor. Many groups and individuals have been awarded the title of Hero of Labor and other noble titles. The hospital strives to build Bach Mai Hospital into a leading Medical Center of Vietnam on par with advanced countries in the region and internationally.

On the same afternoon, the Prime Minister visited the Military Medical Academy; sent his warmest feelings, deep gratitude and best wishes to the leaders, generals, officers, cadres, staff, students, soldiers and workers of the Military Medical sector nationwide, the Military Medical Academy and Military Hospital 103.
The Director of the Military Medical Academy said that after 76 years of establishment and development, the Academy has trained more than 100,000 medical staff, including many ethnic minority children from the Central Highlands, Northwest, and Mekong Delta provinces; in particular, it has trained more than 1,200 general practitioners, specialists, masters, doctors, physicians, and pharmacists for Laos and Cambodia.
The Academy focuses on investing and developing key specialties, successfully researching and applying the quintessence of traditional medicine and many advanced, modern techniques of world medicine such as organ transplantation, transfer of organ transplantation techniques... In which, many scientific research topics at all levels have been completed, technical initiatives have been granted dozens of exclusive patents and many useful solutions have been protected...
The Military Medical Academy constantly improves the quality and effectiveness of medical examination and treatment. The treatment and clinical practice facilities of the Academy always fulfill their tasks of medical examination, treatment, care and protection of the health of soldiers and people. Of which, on average, each year, they provide medical examination and treatment for about 800,000 people and admit and treat nearly 85,000 patients. In particular, kidney transplantation has become a routine technique with the largest number of transplanted patients in the country, with 1,650 pairs.
The Academy has performed well the role of Military Physicians, participating in the glorious missions of the Vietnam People's Army. Every year, the Academy has sent officers and employees to perform military medical duties on Nam Yet Island, Truong Sa area; organized medical examinations, treatment, and provided free medicine at nursing centers for seriously wounded soldiers and in remote areas, revolutionary bases, and areas with difficult economic conditions; effectively implemented international cooperation activities; and participated in world medical work.
In particular, the Academy has organized the construction and training of Level 2 Field Hospitals to participate in the United Nations peacekeeping force in South Sudan and to participate in the earthquake disaster rescue force in Türkiye, which has been recognized and highly appreciated by the people, governments of the host countries and the United Nations.
In particular, during the COVID-19 pandemic, with the spirit of "fighting the epidemic like fighting the enemy", the medical team of the Military Medical Academy, together with the medical force nationwide, did not hesitate to face difficulties and hardships, ready to go to the epidemic center, accepting risks to serve, care for, and protect the health and lives of the people.
Pleased to visit the Military Medical Academy and Military Hospital 103 - a leading training, scientific research, treatment and health care center of the Army and the health sector nationwide - a unit awarded the title of Hero of the People's Armed Forces three times, the Prime Minister emphasized that after 76 years of establishment and development, the Military Medical Academy has affirmed its role as one of the leading medical and pharmaceutical universities, especially in training high-quality medical human resources, military medical and pharmaceutical research, transferring medical and pharmaceutical techniques and being a high-quality treatment center with treatment facilities and clinical practice for the Army and the whole country.
“The Military Medical Sector, the Military Medical Academy and the 103 Military Hospital, with their talent, enthusiasm and dedication, have made an important contribution to the cause of protecting and taking care of the health of officers, soldiers and people of the Army, especially in remote areas, border areas, islands and during natural disasters and dangerous epidemics; enhancing the image of Uncle Ho's soldiers, contributing to the achievements of the heroic Vietnamese Army and the heroic Vietnamese nation,” the Prime Minister affirmed.
Warmly congratulating and praising the outstanding achievements of generations of leaders, generals, officers, cadres, staff, students and soldiers of the Military Medical Academy and Hospital 103, contributing to further enhancing the tradition of the heroic Vietnam People's Army; fostering the noble image of the Military Physician and the qualities of "Uncle Ho's Soldiers", making important contributions to the overall achievements of the entire health sector, the Prime Minister said that in the coming time, the tasks set for the health sector, the military medicine sector in general and the Military Medical Academy in particular are very heavy but extremely glorious.
Considering that the Military Medical Academy is constantly developing as one of the leading medical universities in Vietnam, a key national university; becoming a center for training, scientific research, development and application of advanced techniques in the fields of military medicine and general medicine of the country and the world, the Prime Minister requested the Military Medical Academy and Hospital 103 to continue to innovate, improve the quality of education and training, build a comprehensive, high-quality and prestigious Academy, reaching regional and international levels; build a team of prestigious and experienced cadres, lecturers and scientists to become leading experts in the field; train high-quality medical human resources.
Emphasizing that the Military Medical Academy must focus on developing techniques, especially cutting-edge techniques, developing modern military medicine to meet high-tech warfare, the Prime Minister pointed out that the Academy must build a model of "University Hospital", "Modern Hospital" associated with digital transformation, becoming a model, advanced, modern medical examination and treatment center to meet the requirements of protecting and caring for the health of soldiers and people; actively transferring techniques to lower levels.
The Academy must constantly improve professional qualifications, focus on training medical ethics, sense of responsibility, and service attitude for students, cadres, and medical staff; continue to effectively implement the Army's rear policy and policy for people with meritorious services; constantly improve and enhance the material and spiritual life of cadres, students, soldiers, and workers; strengthen and expand international cooperation in training and scientific research; continue to actively and effectively participate in the United Nations peacekeeping mission; focus on building a clean, strong, and exemplary model Party Committee of the Academy...
The Prime Minister wishes the Military Medical Academy to be an excellent pioneer in: protecting and caring for the health and lives of soldiers and people; scientific research, especially endemic diseases that often appear among people and soldiers in difficult areas, remote areas, border areas, islands, and ethnic minority areas.
At the same time, scientific research and examination, treatment and disease prevention for the specific task of performing international duties; training high-quality human resources, associated with the combat readiness of officers and soldiers; doing well in mass mobilization work; maintaining solidarity, unity, strictly implementing discipline, order and military strength.
The Prime Minister recounted his feeling of joy when Uncle Ho's soldiers appeared, the image of soldiers in the hearts of the people in both wartime and peacetime; he said that the journey of curing and saving lives, taking care of the health of soldiers and people is a journey without end, with many hardships and difficulties but extremely glorious for the medical profession - the profession of a doctor - a noble profession among noble professions.
At the same time, we hope and believe that the collective leadership, cadres, staff, students, soldiers and workers of the Military Medical Academy and Hospital 103 will continue to promote the glorious tradition of solidarity, unity, joint efforts, and efforts to overcome difficulties and challenges, and excellently complete all assigned tasks; in any circumstance, we will always strive to "have complete knowledge, complete virtue, exemplary behavior, and discipline is the strength of the Army".
