Participating in the contest were 4 teams (Battalion 4, Battalion 5, Battalion 6, 8 affiliated companies and twinned units) competing in 3 contents: Contest to introduce the agency, unit, and area; contest to know and handle situations; introduce and propagate effective operating models in carrying out mass mobilization work.

The content throughout the contest focused on Ho Chi Minh's ideology, the Party's viewpoints and guidelines, the State's policies and laws on mass mobilization work, security protection work at grassroots units; raising awareness and responsibility of Party committees, commanders at all levels and officers and soldiers in the regiment regarding the unit's mass mobilization tasks, contributing to the good performance of military tasks in the new situation. Through the forms of dramatization, the contest teams coordinated with their sister units to flexibly and creatively apply knowledge and experience in practice to effectively solve problems arising in daily work and life at the unit.

The teams have closely followed the direction and guidance from above, applied and concretized them in many different forms in an effective and practical manner; many performances were elaborately staged, with many typical themes, having profound value in the practice of mass mobilization work. The "Skilled Mass Mobilization" contest is an opportunity for cadres and soldiers to exchange experiences, improve knowledge, practice propaganda skills, mobilize participation in handling complicated situations and incidents arising during the implementation of tasks in the locality.

Through the contest, the aim is to disseminate and propagate the activities of mass mobilization; exchange experiences, good, creative and effective ways of doing things in implementing the emulation movement "Skilled mass mobilization", building "Good mass mobilization unit" and the model of mass mobilization work according to "Military and people link to ensure security and order" between Regiment 148 and Luong Vuong commune, Tuyen Quang city.
