At the conference, senior leaders of the Ministry of National Defense gave their opinions on the draft project on organizing a "lean, compact, and strong" local military to meet mission requirements in the new situation.
Opinions focused on proposing plans to arrange organization, staffing, and determine specific functions and tasks for each level of local military bloc and the organization and staffing of provincial border guards.

Based on the draft content and the discussion opinions of the delegates, General Phan Van Giang requested the agency in charge of developing a project on the organization of the local military to be "refined, compact, and strong", adjusting the structure in the direction of focusing on key issues, ensuring tightness, succinctness, conciseness, and ease of follow-up, avoiding duplication and dispersion. At the same time, he pointed out a number of contents that need to be adjusted and supplemented to emphasize, affirm, and clarify the characteristics of each local military level and provincial border guard force.
In addition, the General Staff of the Vietnam People's Army and relevant agencies are required to continue reviewing the functions and tasks of the district military command to study, arrange, and transfer to a new force to ensure suitability, practicality, and maximum effectiveness after abolishing the district-level military command model.
General Phan Van Giang also suggested that the General Staff of the Vietnam People's Army add members from a number of sectors and fields to participate in the development and contribute ideas to maximize collective intelligence. After completion, the project will be sent to delegates for comments according to regulations. During the process of sending comments, it is necessary to specifically suggest a number of key issues to ensure that the comments are focused and of high quality.
Along with completing and submitting the project for approval, the General Staff of the Vietnam People's Army needs to proactively coordinate with relevant agencies and units to prepare the content; direct research agencies to adjust and supplement related content, especially on the art of people's war, defense zone operations, and training document systems suitable for the new organization and staffing; research, propose, amend, and supplement the system of legal documents related to the military and defense fields to ensure the operation of the new local military model is smooth, unified, effective, and efficient.
