The draft resolution clearly states that the Government strictly prohibits any acts of intervention or influence in the handling of traffic law violations by competent authorities.

The Ministry of Transport has just submitted to the Prime Minister a draft Resolution of the Government implementing Directive 23/2023 of the Central Party Secretariat on strengthening the Party's leadership in ensuring traffic order and safety in the new situation.

Accordingly, the draft aims to tighten order and discipline, and strictly handle all traffic law violations by traffic participants and those in charge of State traffic management.

Promptly prosecute traffic accidents with signs of crime, investigate and strictly handle them, and clearly identify the causes of traffic accidents to have effective prevention solutions.

Most notably in this draft is that the Government strictly prohibits any intervention or influence in the handling of traffic law violations by authorities.

The draft resolution assigns the Ministry of Transport and the Ministry of Public Security to preside over the drafting of the Road Law and the draft Law on Road Traffic Order and Safety (separated from the Road Traffic Law).

Accordingly, the Government will submit these two bills to the National Assembly at the 6th Session and is expected to pass them at the 7th Session.

In particular, the Road Law project is built in the direction of promoting decentralization, delegation of authority, and assignment of responsibilities in investment, construction, and development of transport infrastructure from the central to local levels.

The People's Committees of provinces and cities are allowed to decide on investment from local budgets and investment in the form of public-private partnerships for expressways according to the planning of Vietnam's road network; investment in expanding existing national highways according to the planning and meeting the requirements of local socio-economic development, combined with ensuring traffic order and safety.

In addition to completing the Road Law, the Ministry of Transport must complete the legal policy on decentralization and delegation of authority in road transport and training, testing, and granting of driving licenses. Amend Decree 10 in the direction of thoroughly decentralizing and delegating the management of the list of inter-provincial fixed routes to the Departments of Transport...

Regarding the draft Law on Road Traffic Order and Safety, the draft resolution clearly states the need to clearly define the responsibilities of the police force in traffic command and control; coordination mechanism in providing information to identify and handle black spots of traffic accidents and potential traffic safety risks.

The report of the National Traffic Safety Committee shows that in the first 6 months of the year, there were 4,970 traffic accidents nationwide, killing 2,865 people and injuring 3,471 people.

Of which, 17 localities have an increase in the number of deaths due to traffic accidents compared to the same period in 2022, of which 7 provinces have an increase of over 20%: Lao Cai, Dong Nai, Thanh Hoa, Son La, Tay Ninh, Lang Son and Ha Tinh.

Also in the first 6 months of the year, the Traffic Police force inspected and handled over 1.6 million cases of traffic safety violations, fined over 3,200 billion VND, revoked over 328,000 driving licenses, certificates, and professional certificates, and detained nearly 530,000 vehicles of all kinds.

Compared to the same period in 2022, violations were handled by more than 300,000 cases (+22.2%), fines increased by more than VND 1,600 billion (+98.9%). Of which, 373,931 cases were handled for drivers violating alcohol concentration; 325,635 cases were handled for drivers violating speed.
