On the morning of March 25, the State Audit Office (SA) coordinated with the Hanoi People's Committee to organize a conference to announce the decision and deploy audit activities.

This year, the State Audit Office will conduct an audit of the 2024 local budget of Hanoi and a thematic audit on compliance with legal regulations on land management and use in the city.

Accordingly, the content of the 2024 local budget audit of Hanoi City is to audit the management and use of budget revenues, expenditures, money and state assets; compliance with laws, policies, financial management regimes, accounting and state investment and construction regimes in the area.

In addition, Chief Auditor of State Audit Office Region I Ngo Minh Kiem said that in 2024, this agency received a request from the Hanoi People's Committee to audit the compliance with legal regulations on land management and use of 27 projects in the city.

However, due to limited resources, the State Audit Office of Region I has researched and selected to audit 12 projects in 5 districts including Tay Ho, Hoan Kiem, Bac Tu Liem, Dong Anh, Gia Lam. These are key areas for real estate in recent times.

The audit objective is to assess compliance with the law, effectiveness and efficiency in land management and use; recommend competent authorities to improve inadequate mechanisms and policies; promptly detect violations, acts of corruption, waste and negativity and clearly identify the responsibilities of collectives and individuals for recommendations on handling.

With this audit topic, the Hanoi People's Committee hopes that this will not only assess compliance with the law, effectiveness and efficiency in land management and use, but also help the city determine land prices and calculate correctly and fully the collection of land use fees.

Therefore, the audit team will evaluate the compliance, effectiveness and efficiency of large projects, encroached land and land that is slow to be put into use. From there, build an overall picture, assess the current situation of waste and point out the causes. In addition, when auditing at the tax office, the audit team will review the records and revenues related to land and point out the remaining problems - Mr. Ngo Minh Kiem shared.

According to Director of Hanoi Department of Finance Nguyen Xuan Luu, this is the first time Hanoi has requested the State Audit Office to audit land content and the amount of work to be carried out is very large.

Therefore, departments, branches, districts and counties will closely coordinate with the State Audit Office to provide documents, carry out accountability, and ensure timely and effective audits.

Mr. Nguyen Trong Dong, Vice Chairman of Hanoi People's Committee, emphasized that in the context of the city streamlining its apparatus and rearranging administrative units, the information of the State Audit Office is the basis for the city, especially districts, to review and complete procedures and review management and operation work.

Regarding the audit of compliance with legal regulations on land management and use, the city has proposed auditing 27 projects to evaluate the process, procedures, correct and sufficient calculation of land use fees, especially projects such as the Smart City Project, New Urban Area Project (Dong Anh district)...

These are large-scale projects, the driving force for the development of the city and the northern region, so the State Audit Office's information is needed for the city to re-evaluate resources, promptly overcome shortcomings, remove and resolve backlogs of slow-moving projects and avoid wasting land resources.
