Ninh Co Economic Zone is oriented to be built and developed into a coastal economic zone, a breakthrough development focus of Nam Dinh.

Methodical planning - Solid foundation for development

Ninh Co Economic Zone is located in the South of the province, an area with great potential and advantages to develop into a dynamic economic zone in the province in particular and the Southern Red River Delta in general. In particular, with natural conditions adjacent to the sea, most of the river sections flowing through the province are planned with technical levels of inland waterways at level I and special level and have the advantage of convenient waterway traffic connection to the main transport routes of the Red River Delta such as Lach Giang - Hanoi, Cua Day - Ninh Binh, Ninh Co Economic Zone has the ability to develop economic sectors associated with advantages and potentials from the sea such as: general ports, industrial zones and clusters to produce labor-intensive industries (ensuring employment for a large number of workers) such as textiles; energy development (thermal power and renewable energy...). Taking advantage of the coastline to form and develop seaport services, coastal tourism with marine tourism products such as mangrove forests and alluvial flats; Thinh Long and Rang Dong beach resort... This is an important foundation for Nam Dinh province to fully exploit the potential of the marine economy, create spillover effects, connect with other coastal economic zones of Thanh Hoa, Thai Binh, Hai Phong, Quang Ninh, form a production and supply chain, create development momentum for the Red River Delta region, the economic belt of the Gulf of Tonkin in particular and develop the marine economy of the whole country in general.

Ninh Co Economic Zone is located in the southernmost part of the province with an area of ​​13,950 hectares, including 9 administrative units and coastal alluvial areas in Nghia Hung and Hai Hau districts. In particular, in Nghia Hung district, it includes the entire town of Rang Dong, the communes of Phuc Thang, Nghia Loi, Nam Dien, part of Quy Nhat town (formerly Nghia Binh commune) and the alluvial area. In Hai Hau district, it includes the entire town of Thinh Long and the communes of Hai Ninh, Hai Chau, Hai Hoa. According to Decision No. 88/QD-TTg, the Prime Minister requested that the establishment of Ninh Co Economic Zone must be carried out with a strategic vision: Maximizing the advantages of high-quality human resources, location advantages in connecting economy, trade, and services with neighboring areas; closely combining investment attraction, economic development with ensuring national defense, security, preserving and promoting the value of marine ecosystems, historical and cultural relics in the Economic Zone. Build and develop into a comprehensive, multi-industry, multi-functional coastal economic zone, a breakthrough development focus of the province with synchronous infrastructure, a favorable investment and business environment; a developed marine economic center with the function of supporting and supplementing other coastal economic zones, creating development momentum for the Red River Delta region, the economic belt of the Gulf of Tonkin. Create jobs, train and improve the quality of human resources, increase income for people.

The development of Ninh Co Economic Zone is carried out in 3 phases. Phase I (from 2024 to 2026): Completing construction planning and implementing investment in important projects. Phase II (from 2026 to 2030): Synchronizing technical and social infrastructure, especially focusing on industry, services and urban areas. Phase III (after 2030): Comprehensively developing a modern economic and social infrastructure system, creating a solid foundation for sustainable development.

More and more large, high-tech enterprises have been investing in Rang Dong Textile Industrial Park (Nghia Hung), contributing to the formation and development of Ninh Co Economic Zone into a comprehensive, multi-industry, multi-functional coastal economic zone.

Resolutely direct the implementation of key tasks

Immediately after approving the Decision to establish Ninh Co Economic Zone, the province took drastic steps to ensure the progress and quality of key tasks. Departments, branches and localities were mobilized synchronously and urgently to implement according to the set roadmap. According to comrade Tran Anh Dung, member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, the Provincial People's Committee has instructed departments, branches and localities to closely follow the roadmap and development plan of the Economic Zone as required by the Prime Minister as stipulated in Decision No. 88/QD-TTg, taking action with a spirit of urgency, synchronization and efficiency. It is required to focus highly and resolutely and effectively implement all tasks; in the immediate future, priority is given to ensuring the progress and quality of key tasks of phase I (from 2024-2026). Specifically: Establish the Management Board of Economic Zones and Industrial Parks (IZs) of Nam Dinh province on the basis of the Management Board of Industrial Parks of Nam Dinh province to effectively manage and develop Ninh Co EZ and IZs in the province. Establish, submit for approval and implement the general planning of the EZ and the 1/2000 construction planning for functional sub-zones in the EZ (IZs and industrial production zones, port and port service zones, tourist and service areas, new urban areas) to create conditions for rapid development of the EZ in the following period. Build and start construction of a number of large infrastructures, prioritizing the construction of important infrastructure inside and outside the functional areas of the EZ; focus on completing connecting traffic infrastructure, especially the coastal road system, provincial roads and seaports. Complete the driving force projects being invested and implemented such as completing and putting into operation the green steel complex projects of Xuan Thien Group and the first phase of the general seaport. Strongly promote the attraction of domestic and foreign investment projects, focusing on attracting basic investment to fill up Rang Dong Textile Industrial Park. Develop urban residential areas, gradually forming modern and civilized urban areas and sea tourism services suitable for the dynamic economic zone. Complete compensation and site clearance, land recovery to proactively prepare clean land to attract strategic investors to industrial parks and commercial - service areas. Build resettlement areas and complete resettlement work in the economic zone according to the plan, ensuring the lives of people in the planning area, creating high consensus in society. Pay attention to issuing preferential policies, improving the investment environment, supporting businesses to quickly access necessary infrastructure and services.

As the unit assigned to preside over the task and master plan for the construction of Ninh Co Economic Zone, the Provincial Industrial Park Management Board determined that this is an important task, requiring the highest progress and quality. Comrade Nguyen Hoang Anh, Member of the Provincial Party Committee, Head of the Provincial Industrial Park Management Board affirmed: “We are determined to speed up the implementation of the task of master planning for the construction of Ninh Co Economic Zone and ensure high quality, meeting the criteria for attracting investment and sustainable development; in which, we pay special attention to ensuring the inheritance of the plans currently being implemented”.

Before being approved, Ninh Co Economic Zone received special attention from all levels of government from the central to local levels, gradually creating and shaping the initial appearance of a modern economic zone. Up to now, within the economic zone, a number of key infrastructure projects have been and are being implemented, such as: The Lach Giang estuary renovation project (Hai Hau) has been put into operation by the Ministry of Transport since 2016, helping river-sea ships with a tonnage of 1,000-3,000 tons to go from the sea through Lach Giang estuary deep inland. At the end of July 2023, the Day - Ninh Co (Nghia Hung) canal project worth 2,300 billion VND was also put into operation, maximizing the investment efficiency of the Lach Giang estuary renovation project. Maritime transport in Nam Dinh in particular and the Northern Delta economic region in general has flourished with the forecast that the volume of transported goods will increase rapidly in the near future as the province is welcoming a large wave of investment with a series of enterprises and FDI projects already in operation. In addition, a number of important arterial road projects connecting the regional center and the economic centers of coastal districts have been invested in to create a traffic network that conveniently connects the maritime economic region with localities inside and outside the province, with key national traffic axes, creating an important premise for the development of the general infrastructure of Ninh Co Economic Zone. Rang Dong Textile Industrial Park - the largest industrial park in the province with a total investment of VND 4.92 trillion (equivalent to USD 203 million) in the coastal alluvial area of ​​Nghia Hung district; the project to build Nam Dinh 1 BOT Thermal Power Plant in Hai Hau district invested by Teakwang Power Group (Korea) with a total investment of VND 46.98 trillion (equivalent to more than USD 2 billion); The Green Steel project group of Xuan Thien Group with an investment capital of tens of thousands of billions of VND... contributes to promoting the development of industry, urban areas, and services of the two districts, and is also a fundamental project, helping to form a modern economic ecosystem, creating a premise for the strong development of Ninh Co Economic Zone.

Head of the Provincial Industrial Zone Management Board Nguyen Hoang Anh added: “Right after the Prime Minister decided to establish Ninh Co Economic Zone, more and more potential investors have approached, learned about and promoted projects according to the province's planning orientation. In particular, many businesses are interested in areas such as processing industry, supporting industry, logistics, and resort tourism”. Together with the provincial leaders and departments, branches and sectors, leaders of localities within Ninh Co Economic Zone have been closely coordinating and actively preparing the best infrastructure, land fund, policy mechanisms and are ready to welcome the new wave of investment, actively supporting businesses to access investment procedures conveniently and quickly.

In the coming time, the province will continue to thoroughly grasp the policies, orientations, viewpoints, goals and solutions for socio-economic development of Nam Dinh province in general and Ninh Co Economic Zone in particular according to documents of the central and local levels. Strengthen propaganda, raise awareness and responsibility of departments, branches, sectors and localities about the important role of Ninh Co Economic Zone, put development goals into resolutions and action plans. Quickly develop and complete detailed plans for functional zoning in Ninh Co Economic Zone. Focus on improving the effectiveness of State management, building a streamlined and flexible executive apparatus, promoting digitalization, avoiding overlapping functions. At the same time, the province's functional agencies will closely coordinate in the development of the Economic Zone and issue support policies, prioritizing investment attraction in strategic sectors. Take advantage of and effectively use capital from the State budget in combination with maximizing capital from target programs and national projects, while focusing on mobilizing investment capital from many other sources to accelerate the progress of investment in developing infrastructure works to serve socio-economic development in Ninh Co Economic Zone. In particular, projects that purely serve public interests, serve the community, and do not generate profits can initially use the State budget, while other projects will actively call for investment in the form of PPP. Focus on implementing many training and vocational training programs and solutions for workers to meet the requirements of industrialization and modernization...

With a strategic vision, the drastic participation of authorities at all levels and the support of large enterprises, the province will certainly achieve more valuable achievements in the journey of realizing the construction and development of Ninh Co Economic Zone to soon transform into a dynamic coastal economic center, creating a strong pull, promoting the breakthrough development of the coastal economy of the Red River Delta.
