Exactly 50 years ago today - March 24, 1975, in the spirit of the rapid revolutionary offensive of the whole country, the flag of the Liberation Front flew high above the roof of Quang Tin province in the completely liberated South! Also in this historic March, 95 years ago, on March 28, 1930, the Quang Nam Provincial Party Committee was established, the second Party Committee in the whole country (after the Hanoi City Party Committee) to be established after the establishment of the Communist Party of Vietnam - February 3, 1930! These are important events, special milestones in the revolutionary career of the Quang Nam Party Committee and People.
For nearly a century, under the leadership and guidance of the glorious Party and great Uncle Ho, the Party Committee, army and people of Quang Nam have highly promoted the tradition of patriotism, cultural identity and good qualities of the people of Quang, creating glorious feats of arms, shining with revolutionary heroism, with great victories and enormous achievements throughout the journey of building and developing Quang Nam province!

In this sacred and emotional moment, we respectfully remember and are eternally grateful to the great President Ho Chi Minh - the genius leader, national liberation hero, world cultural celebrity - the founder and trainer of our Party, the one who has made our nation and our country glorious!
We will forever be grateful and remember the predecessor leaders of the Party and the nation; the heroic Vietnamese mothers, heroic martyrs, wounded and sick soldiers who sacrificed their blood and bones for the independence of the nation and the cause of protecting and building the homeland. Through the revolutionary periods under the leadership of the Party, Quang Nam has had more than 65,400 martyrs; tens of thousands of wounded and sick soldiers; more than 15,300 heroic Vietnamese mothers; the locality with the largest number of martyrs, wounded and heroic Vietnamese mothers in the country. This is a vivid proof of the patriotism and heroic spirit of the people of Quang; a source of pride and also a great source of strength, encouragement and motivation for today's and future generations to continue to step firmly on the journey to the future.
We affirm the significance, role, mission and pride in the birth, leadership, fighting and growth process of the Provincial Party Committee; associated with the historical milestones and glorious achievements of our homeland Quang Nam through the revolutionary stages.
As one of the cradles of patriotic movements before the Communist Party of Vietnam was founded, such as the Can Vuong, Dong Du, Duy Tan movements, the anti-tax movement with typical patriotic scholars such as Phan Chau Trinh, Huynh Thuc Khang, Tran Van Du, Nguyen Thanh, Tran Quy Cap, Tran Cao Van, Thai Phien...; the outstanding children of Quang Nam homeland that followed such as Cao Hong Lanh, Phan Boi, Le Quang Sung, Thai Thi Boi, Le Van Hien... soon absorbed the progressive thoughts and doctrines of the times, especially the revolutionary theory of our Party taught by President Ho Chi Minh, and then the Quang Nam Provincial Party Committee was established on March 28, 1930 with comrade Phan Van Dinh as Secretary of the Provincial Party Committee.
Over the past 95 years, in all circumstances and revolutionary stages, even during the most brutal times of enemy terror, or the collapse of the Soviet Union and socialist countries in Eastern Europe, the Quang Nam Party Committee has remained absolutely loyal to the Party's ideal goals; not afraid of hardships and sacrifices; thoroughly grasped and strictly implemented the Party's viewpoints, policies and guidelines; relied on the people, closely followed reality, was flexible, creative, dynamic and sharp in leading and directing revolutionary movements.
From a Party Committee with only 80 members at the end of 1930, over the years, the Provincial Party Committee has continuously grown in strength; experienced and matured in intelligence, mettle, and will; leadership capacity and fighting strength have been constantly improved. By the end of 2024, the Quang Nam Party Committee had 1,119 grassroots party organizations with 73,495 party members; it was the leading force and the center of solidarity, gathering, and mobilizing the combined strength of the army and people of the whole province to successfully carry out revolutionary movements during the resistance war and after the day of peace.
Under the leadership of the Provincial Party Committee, the movement for "democracy and people's livelihood" in the years 1936 - 1939 in Quang Nam developed vigorously, throughout all regions. Quang Nam became one of the five localities that gained power the earliest in the country in the historic autumn of August 1945, established a revolutionary government and then continued the long march against the French; creatively and flexibly applied the Central Party's line of all-people, comprehensive, long-term resistance, relying mainly on its own strength, leading the army and people of Quang Nam to contribute to defeating the French colonialists' plot of "quick fight, quick victory" , firmly maintaining the free zone of Inter-zone 5, destroying the enemy's plot of "recruiting peace" and "herding people" , establishing the Bo Bo Victory - a "Dien Bien Phu" in Quang Nam, contributing to bringing the Vietnamese people's resistance war against the French colonialists to final victory.
With the plot of invasion, aiming to permanently divide our country, the US imperialists sabotaged the Geneva Agreement; set up a puppet government, turned South Vietnam into a new type of colony and a US military base in Indochina. The Party, government and people of Quang Nam, together with the whole country, entered the resistance war against the US to save the country, full of difficulties, hardships and extremely glorious. The spirit of fighting the US was initiated with a resounding victory in the battle of Nui Thanh - the first battle to destroy the US (May 26, 1965), Quang Nam was honored to receive the glorious title "Quang Nam is brave, resilient, leading the way to destroy the US" .
With a clear military line, skillful war leadership, bold offensive spirit, flexible application of the motto " three prongs of attack", "three strategic areas" , the army and people of Quang Nam fought steadfastly, achieving many resounding victories such as the victory at Xa Doc fort (1971), the victory at Cam Doi (1972), the victory at Nong Son - Trung Phuoc (July 18, 1974), the victory at Thuong Duc (July 29, 1974)... leading to the liberation of Tien Phuoc (March 10, 1975) and the liberation of Quang Nam on March 24, 1975, opening a glorious page in the history of the heroic homeland of Quang Nam; contributing significantly with the whole country to the great victory of Spring 1975, completely liberating the South, and unifying the country.
Peace was restored, and the people of Quang Nam quickly carried out the work of rebuilding and developing their homeland after the country's reunification. The movements and slogans of action on mine clearance, land reclamation and expansion, land reclamation, irrigation, increased production, cooperative economic development, etc. initiated and led by the Provincial Party Committee were quickly responded to by the people, unanimously and enthusiastically emulated. The strong impression in the early period after the liberation of the homeland was the rapid construction of large irrigation and hydroelectric works such as Phu Ninh and Khe Tan, or Duy Son hydroelectric plant associated with the name of labor hero Luu Ban; famous cooperatives nationwide such as Dai Phuoc, Quyet Thang, Dien Tho, etc.
In the process of national renewal, especially after 28 years of re-establishment of the province, the Quang Nam Party Committee continues to affirm its leadership role and dynamism and creativity in the efforts to overcome difficulties and develop the province. Thoroughly grasping and applying the Party's renewal policy; closely following reality; analyzing, evaluating, clearly recognizing the position, potential, strengths, and development opportunities in the new period, the Quang Nam Provincial Party Committee has issued and led the implementation of many bold, timely and effective policies; especially the policy of shifting the economic structure from mainly agriculture to industry - services, focusing on investment in the Eastern region, creating a driving force for the development of the whole province, focusing on the cultural heritage of Hoi An and the Chu Lai Open Economic Zone - the first open economic zone in the country; strengthening forest protection and management associated with the development of medicinal herbs in the Western region. The Party Committee and people of the province have overcome numerous difficulties and challenges, continuing and promoting the tradition of "innovation" to gradually "identify" Quang Nam on the development map of the Central Coast - Central Highlands region and the whole country.
From a desolate, ruined land after the war; from the pain and loss through two wars against French colonialism and American imperialism; from one of the poorest provinces in the country when Quang Nam was re-established in 1997, throughout the past 50 years, the Party Committee, government and people of Quang Nam have always persevered in overcoming difficulties, united in mind and heart, strongly promoted the tradition of patriotism and revolution, the unique cultural identity of Quang Nam; mobilized human and material resources, took advantage of all resources to build and develop the homeland, firmly ensure national defense, security and social order and safety, and protect the peaceful life of the people.
From a predominantly agricultural economy with fragmented and backward agricultural production, more than 50% of the population living in poverty; industry and tourism were almost insignificant; budget revenue was only over 150 billion VND in the first year of re-establishing the province (1997), Quang Nam has continuously grown with impressive development steps. Since 2017, Quang Nam has officially regulated domestic revenue sources to the Central Government; in 2024, the total economic revenue in the area reached over 27,600 billion VND (217 times higher than in 1997), the economic scale was over 129 trillion VND, and the average income per capita was over 84 million VND. The economic structure has shifted strongly towards industry - services. People's lives have been constantly improved, the poverty rate has decreased rapidly, by the end of 2024 it was only 4.56%. The whole province has 149/193 communes recognized as meeting new rural standards, 5 district-level units meeting new rural standards. The appearance of urban, rural, mountainous, island and border areas has completely changed compared to the early days of the homeland's liberation.
Quang Nam province has 14 industrial parks and more than 50 industrial clusters in operation, attracting many large investors, attracting more than 6.2 billion USD in foreign investment and hundreds of thousands of billions of VND in domestic investment.
In particular, from a purely agricultural province, Quang Nam now has Chu Lai Open Economic Zone with the largest automobile manufacturing and assembly center and mechanical industry in the country; Chu Lai airport has been put into effective operation and is planned to become a 4F international airport, and a seaport planned to be class 1 to receive 50,000-ton ships. The whole province has 14 industrial parks and more than 50 industrial clusters in operation with many large investors, attracting more than 6.2 billion USD in foreign investment and hundreds of thousands of billions of VND in domestic investment, creating jobs for more than 113,000 workers.
Infrastructure, especially transport infrastructure, is developed synchronously, including airports, seaports, railways, roads, and international border gates connecting regions. Tourism and services are developing rapidly, making Hoi An one of the leading tourist centers in the country and a prominent destination brand on the world tourism map. The total number of visitors staying in Quang Nam in 2024 will reach more than 8 million, including more than 5.5 million international visitors. The start-up and innovation movement is spreading widely. There are more than 480 OCOP products classified as 3 stars or higher, including many products from Ngoc Linh ginseng, affirming the diversity, richness and strong vitality of Quang Nam's rural economy.
Along with economic development, Quang Nam focuses on ensuring social security, welfare, progress and equity; harmony between urban and rural areas, between plains and mountains. Education - training, health care, and people's health care have achieved many outstanding achievements. Quang Nam is a land of heritage with hundreds of tangible and intangible cultural heritages preserved, embellished and promoted; in particular, 2 world cultural heritages are Hoi An Ancient Town and My Son Sanctuary and Cu Lao Cham - Hoi An World Biosphere Reserve.
The work of repaying gratitude, supporting heroic Vietnamese mothers, building and renovating martyrs' cemeteries, heroic Vietnamese mothers' monuments, taking care of families with preferential policies, poor households, and social protection beneficiaries has always been of interest to the Party, the State, and the whole society. Quang Nam has well implemented the policy of planning and arranging residential areas, preventing and overcoming natural disasters, determined to strive to have no more temporary or dilapidated houses for all households in the province by 2025; implementing the policy of exempting tuition fees for students; supporting the construction and repair of martyrs' graves, heroic Vietnamese mothers' graves outside cemeteries...
Party building and political system building are focused on; the effectiveness and efficiency of state management are increasingly improved. Attention is paid to the work of streamlining the organizational apparatus. Democracy is promoted, the great national unity bloc is increasingly consolidated and strengthened. Foreign affairs are constantly expanded.
With great contributions in the resistance war as well as in peace, Quang Nam was honored to be awarded many noble titles by the Party and State, such as: Gold Star Medal (for Quang Nam - Da Nang province in 1985), Ho Chi Minh Medal in 2010, First Class Independence Medal in 2017, Third Class Labor Medal in 2020... and many other noble awards and titles.
The historical milestones and achievements in the 95th anniversary of the establishment of the Provincial Party Committee and 50 years of the liberation of the homeland are the premise, foundation, motivation and valuable luggage for the Party Committee and the People of Quang Nam to be excited, proud and confident on the journey ahead...

Time does not wait! Quang Nam must resolutely accelerate, break through, and accompany the whole country. The spirit of overcoming difficulties, creativity, "Innovation - Renovation" and proactiveness in international integration and trade, inherent in the blood of Quang Nam people, must continue to be promoted! The spirit of patriotism, the sacrifice of blood and bones of countless comrades and compatriots for the independence and freedom of the homeland, further urges us to feel responsible towards previous generations and look towards future development!
During the war, Quang Nam never surrendered to the enemy, never accepted the humiliation of losing the country. Today, should Quang Nam retreat in the face of difficulties, should it not worry about falling behind? We have many advantages and potentials, but the scale and speed of economic development are not commensurate with those potential advantages. The lives of a segment of the population are still difficult. There are still many limitations, weaknesses, and even shortcomings that are barriers to development, requiring us to make greater efforts and determination in thinking and action! All for the goal of rapid and sustainable development of Quang Nam, for the increasingly prosperous and happy lives of the people of Quang Nam!
With new responsibility, spirit and momentum, in the coming time, the entire political system and people of Quang Nam are determined to carry out well a number of key tasks as follows:
Firstly , strongly implement patriotic emulation movements, widely spread positive inspiration and aspirations for development. The heroic tradition must truly become a driving force, an endogenous strength, an aspiration of the people of Quang Nam in every work and action. The immediate journey requires efforts and striving to complete all development targets, especially economic growth of 10% or more and soon complete the program to eliminate temporary and dilapidated houses for policy households and poor households. Focus on implementing planning orientations according to the provincial planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister; including urban planning, rural planning and planning of functional areas, focusing on the Nam Giang International Border Gate Economic Zone, Chu Lai Open Economic Zone and the coastal tourism strip in the East of the province . Actively prepare procedures and promote investment to soon start key projects such as Chu Lai International Airport, associated with the airport urban area; Cua Lo channel project and Chu Lai logistics center, high-tech agricultural zone project; projects to upgrade national highways 14D, 14B, 14E; silicate product deep processing centers, medicinal plant industry center with Ngoc Linh ginseng as the main crop... Urge and accelerate the implementation of the 2025 public investment plan, completely resolve problems related to compensation, site clearance, and resettlement. Simplify procedures, improve the investment environment, create favorable conditions to support businesses to stabilize production and business, and develop sustainably. Quang Nam is determined to do its best to truly be a good and attractive land for domestic and foreign investors.
Second , continue to find ways to strongly promote all the different potentials, outstanding opportunities, and competitive advantages of the province, especially in industry, energy, trade, logistics, tourism, and services. Review and have specific solutions to remove stuck, slow-progressing, and wasteful projects to free up and mobilize all social resources for development. Renewing traditional growth drivers such as mechanical industry, tourism, agriculture, and researching and quickly adding new growth drivers such as digital economy, green economy, and circular economy. Making better use of opportunities and conditions from regional linkages, placing the development of Quang Nam in the vision of regional linkages and international integration. Promoting strong economic restructuring; increasing investment in developing the Eastern region - the province's driving force - into a chain of urban areas, service centers, tourism, clean industry, and high-tech agriculture; At the same time, pay due attention to the work of creating stable jobs, arranging the population, production and life of the people in the Western region. Strongly develop tourism - services, diversify tourism products, exploit the strengths of agricultural tourism; build a modern agricultural economy in the direction of food agriculture, high-tech agriculture, organic and ecological agriculture. Implement well the new rural program. Focus on protecting the environment and biodiversity.
Third , effectively implement the Action Program of the Provincial Party Standing Committee to implement Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; considering this as a top important breakthrough, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate management methods, develop socio-economy, bring Quang Nam together with the whole country to be able to "catch up, progress together, accelerate, break through and surpass" . In particular, it is necessary to clearly define specific goals, tasks, solutions, products and implementation progress, bearing the mark and identity of Quang Nam and associated with the reality of the province, worthy of the tradition of "Reform - Innovation" of the land and people of Quang Nam!
Fourthly , comprehensively develop cultural and social fields; increase the investment rate for culture, education, health and human development. All policies and strategies must truly originate from the needs and demands of the people, for the people's lives. Continue to care for the material and spiritual lives of policy families, Vietnamese Heroic Mothers, poor households, social protection beneficiaries, ethnic minorities, border areas and islands. Strive to deeply reduce the rate of poor and near-poor households. Improve the effectiveness of national target programs, movements and campaigns to build new rural areas, civilized urban areas, and build cultural life in residential areas. Pay attention to investing in and restoring national and provincial relics.
