Regulations on vehicle license plates from August 15, 2023
On July 1, 2023, the Ministry of Public Security issued Circular 24/2023/TT-BCA regulating the issuance and revocation of registration and license plates of motor vehicles (effective from August 15, 2023), which stipulates the following license plates:
(1) Regarding the material of the license plate: The license plate is made of metal, has a reflective film, and the Public Security security symbol is embossed according to the technical standards for motor vehicle license plates of the Ministry of Public Security; for temporarily registered license plates specified in Appendix No. 02 issued with Circular 24/2023/TT-BCA, they are printed on paper.
(2) Symbols, license plate series, size of letters and numbers on license plates of all types of vehicles shall comply with the provisions in appendices 02, 03 and 04 issued with Circular 24/2023/TT-BCA.
(3) Cars are equipped with 02 license plates, 01 short license plate: Height 165 mm, length 330 mm; 01 long license plate: Height 110 mm, length 520 mm.
- Arrangement of letters and numbers on license plates of domestic agencies, organizations and individuals: The first two numbers are the locality code of vehicle registration, followed by the registration series (letters); the second group of numbers is the vehicle registration order consisting of 05 natural numbers from 000.01 to 999.99;
- Arrangement of letters and numbers on license plates of foreign agencies, organizations and individuals: The first two numbers are the symbols of the locality where the vehicle is registered, followed by the second group of numbers is the symbol of the name of the country, territory, international organization consisting of 03 natural numbers and the third group is the license plate series indicating the group of foreign organizations and individuals, the fourth group is the order of vehicle registration consisting of 02 natural numbers from 01 to 99;
- License plates of tractors, trailers, semi-trailers include 1 plate attached to the rear of the vehicle, dimensions: Height 165 mm, length 330 mm; the arrangement of letters and numbers on the license plate is the same as that of domestic car license plates.
(4) Motorcycles are issued with a license plate attached to the rear of the vehicle, dimensions: Height 140 mm, length 190 mm.
- Arrangement of letters and numbers on motorbike license plates of domestic agencies, organizations and individuals: The first group of numbers is the symbol of the locality where the vehicle is registered and the registration series. The second group of numbers is the vehicle registration order consisting of 05 natural numbers, from 000.01 to 999.99;
- Arrangement of letters and numbers on the license plates of foreign organizations and individuals: The first group is the symbol of the locality where the vehicle is registered, the second group is the symbol of the name of the country, territory, or international organization of the vehicle owner, the third group is the registration series, and the fourth group is the order of the vehicle registration, consisting of 3 natural numbers from 001 to 999.
(5) Color and license plate series of domestic agencies, organizations and individuals:
- Car license plates have a blue background, white letters and numbers, the license plate series uses one of the following 11 letters: A, B, C, D, E, F, G, H, K, L, M issued to vehicles of Party agencies; Office of the President; Office of the National Assembly and agencies of the National Assembly; Office of the National Assembly Delegation, People's Councils at all levels; Central Steering Committees; People's Public Security, People's Court, People's Procuracy; ministries, ministerial-level agencies, agencies under the Government; National Traffic Safety Committee; People's Committees at all levels and specialized agencies under the People's Committees at provincial and district levels; socio-political organizations (including the Vietnam Fatherland Front, Vietnam Trade Union, Ho Chi Minh Communist Youth Union, Vietnam Women's Union, Vietnam Veterans Association, Vietnam Farmers' Association); public service units, except for public driving training and testing centers; The project management board has the function of state management;
- Motorcycle license plates have a blue background, white letters and numbers, the license plate series uses one of the following 11 letters: A, B, C, D, E, F, G, H, K, L, M combined with a natural number from 1 to 9, issued to vehicles of subjects specified in Point a of this Clause;
- Car license plates have a white background, black letters and numbers, the license plate series uses one of the following 20 letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z issued to vehicles of domestic organizations and individuals, not subject to the provisions of Point a of this Clause;
- Motorcycle license plates have a white background, black letters and numbers, the license plate series uses one of the following 20 letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z combined with one of the 20 letters A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z issued to vehicles of domestic organizations and individuals, not subject to the provisions of Point a of this Clause;
- Car license plates with yellow background, black letters and numbers issued to vehicles operating in the automobile transportation business, using one of the following 20 letters in turn: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z;
- License plates for cars and motorbikes have a yellow background, red letters and numbers, with the local registration symbol and two letters abbreviating the economic zone according to Government regulations;
- Some cases have their own serial number, including:
+ License plates with the symbol "CD" are issued to specialized cars, including specialized motorbikes of the People's Public Security force used for security purposes;
+ License plates with the symbol "KT" are issued to vehicles of military enterprises, at the request of the Department of Vehicles and Machinery;
+ License plates with the symbol “RM” are issued to trailers and semi-trailers;
+ License plate with symbol “MK” issued to tractors;
+ License plates with the symbol "TĐ" are issued to domestically manufactured and assembled vehicles, which are permitted by the Prime Minister for pilot implementation, including 4-wheeled motorized passenger vehicles and 4-wheeled motorized cargo vehicles;
+ License plates with the symbol "HC" are issued to cars with limited operating range;
+ Vehicles with similar structures to any type of vehicle will be issued with the registration number of that type of vehicle.
+ The color of the license plate of the series shall comply with the provisions in Point a and Point c, Clause 5 of this Article.
(6) Color and license plate series of foreign agencies, organizations and individuals
- License plates with white background, red letters, black numbers, and red series of symbols "NG" are issued to vehicles of diplomatic missions, consulates and foreign staff carrying diplomatic identity cards of those agencies. License plates of Ambassadors and Consulates General have registration number 01 and an additional red line across the middle of the groups of numbers indicating nationality and registration number (license plate number 01 is reissued when registering a new vehicle);
- License plates with a white background, red letters, black numbers, and a red series of symbols “QT” are issued to vehicles of representative offices of international organizations and foreign employees holding diplomatic identification cards of such organizations. License plates of heads of representative offices of United Nations organizations have an additional red horizontal line between the numbers indicating nationality and registration order;
- License plates with white background, black letters and numbers, with the series symbol "CV" issued to vehicles of administrative and technical staff with official identity cards of diplomatic missions, consular offices, and international organizations;
- License plates with white background, black letters and numbers, with the symbol "NN" issued to vehicles of foreign organizations, representative offices and individuals, except for the subjects specified in points a, b and c of this clause.
(7) The issuance of license plate series by local police must be carried out in order of license plate symbols from low to high and all 20 series of a license plate symbol must be used up before switching to a new symbol.
(8) For all types of cars (except cars with 9 seats or less), the car owner must draw or stick the license plate number on the back wall and both sides of the car; write the name of the agency, unit, the volume of goods transported, and the weight of the vehicle on both sides of the car door (except for personal cars).
(9) License plates must be produced at enterprises and license plate manufacturing facilities of the Ministry of Public Security. The production and supply of license plates are carried out according to the requirements of the vehicle registration agency. The initial sample license plate products (size, quality, security) must be inspected and accepted for product quality by the Traffic Police Department before being allowed to produce and supply license plates to the vehicle registration agency; during the process of producing and supplying license plates, enterprises and license plate manufacturing facilities must have statistics, update data and connect and share this data with the vehicle registration and management system.
Issuing license plates according to vehicle owner's identification code from August 15
Pursuant to Article 3 of Circular 24/2023/TT-BCA, from August 15, 2023, vehicle license plates will be issued and managed according to the vehicle owner's identification code (hereinafter referred to as identification license plates). Identification license plates are license plates with symbols, license plate series, size of letters and numbers, and license plate color according to the provisions of Circular 24/2023/TT-BCA. In which:
- For vehicle owners who are Vietnamese citizens, the license plate is managed according to the personal identification number.
- For foreign vehicle owners, the license plate is managed according to the foreigner's identification number established by the electronic identification and authentication system or the permanent residence card number, temporary residence card number or other identity card number issued by the competent authority.
In case the vehicle expires, is damaged or ownership is transferred, the vehicle owner's identification plate will be revoked by the vehicle registration authority and reissued when the vehicle owner registers another vehicle under his/her ownership. The identification plate number will be retained for the vehicle owner for a period of 05 years from the date of revocation; after the above period, if the vehicle owner has not registered, the identification plate number will be transferred to the license plate warehouse for registration and issuance to organizations and individuals according to regulations.
In case the vehicle owner changes his/her headquarters or residence from one province or centrally-run city to another, he/she can keep the identification number plate (no need to change the vehicle number plate).
