Which license plates will be labeled?
Circular No. 79/2024 of the Ministry of Public Security replaces Circular 24/2023 regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes, which will take effect from January 1, 2025.

In Article 37 of the new circular, the authorities have set out many new contents regarding the form, color, size and arrangement of numbers, letters... on license plates to apply to vehicles registered after the effective date of the circular.
Specifically, car registrants are issued two license plates, including a short license plate measuring 330x165mm and a long license plate measuring 520x110mm. For motorbikes and scooters, vehicle owners are issued a license plate measuring 190x140mm.
Notably, from 2025, auctioned license plates will be fitted with a unique identification stamp. This stamp is circular, 30mm in diameter, printed with fade-resistant ink and equipped with security and anti-counterfeiting technologies; the stamp has a red and yellow background, with blue letters and numbers.

Regarding the color and series of license plates, Circular No. 79/2024 states that car license plates with a blue background, white letters and numbers, and a series using letters (including A, B, C, D, E, F, G, H, K, L, M) are issued to vehicles of Party agencies, the Office of the President; the Office of the National Assembly and agencies of the National Assembly; the Office of the National Assembly Delegation, People's Councils at all levels; Central Steering Committees; the People's Public Security, the People's Court, the People's Procuracy; ministries, ministerial-level agencies, agencies under the Government...
Car license plates with white background, black letters and numbers, and series using letters are issued to vehicles of domestic organizations and individuals. Meanwhile, car license plates with yellow background, black letters and numbers are issued to vehicles operating in the transportation business.
Some cases have their own series, including: License plate "CD" issued for specialized motorbikes; license plate with series "RM" issued for trailers, semi-trailers; license plate "HC" issued for cars with limited operating range, 4-wheeled motorized passenger vehicles, 4-wheeled motorized cargo vehicles; license plate "KT" issued for vehicles of military enterprises proposed for registration by the Ministry of National Defense.
In addition, license plates with a white background, red letters, black numbers, and the red symbol "NG" are issued to vehicles of diplomatic missions, consular offices, and foreign staff carrying diplomatic identification cards of those agencies.
"In particular, the license plates of ambassadors and consuls general have the registration number 1 and an additional red line across the middle of the groups of numbers indicating nationality and registration order," Circular No. 79/2024 stipulates.
Motorcycle license plates consisting of 2 letters are issued after August 25, 2023.
License plate types used until 2025
Also according to the new circular, motorcycle license plates with serial numbers not mentioned in this circular will continue to be used until December 31, 2025.
Specifically, before August 15, 2023, white motorbike license plates will have a series of 1 letter combined with 1 number. After August 15, 2023, white motorbike license plates regardless of engine capacity will be issued with a series of numbers and 2 letters.
Thus, according to the new regulations, license plates issued before August 15, 2023 (including motorcycle license plates with a series of 1 letter and 1 number) can only be used until December 31, 2025.
Regarding the procedure for changing old license plates to identification plates, Circular 79/2024 stipulates that citizens can do it through partially online public services or do the procedure directly at the vehicle registration agency.
After checking the vehicle records to ensure they are valid, the vehicle registration office will change the vehicle registration certificate and license plate. The vehicle owner can receive the results at the vehicle registration office or from the public postal service.
In case of changing the vehicle registration certificate, the license plate number will remain the same. For registered vehicles with 3-digit or 4-digit license plates, a new license plate number will be issued according to regulations (the vehicle registration certificate, 3-digit or 4-digit license plate will be revoked).
