According to the Quang Ngai Department of Construction, the province currently has about 50,000 workers working in economic zones and industrial parks of the province. The demand for social housing is very large, however, currently there is no completed social housing project in the province. In the past, the province has not issued investment support policies for this field, so it is not attractive enough to attract investors to implement social housing projects in the province.

In Decision No. 338/QD-TTg dated April 3, 2023, the Prime Minister approved the "Project to invest in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030", assigning the target to Quang Ngai to deploy the investment in the construction of 6,300 social housing apartments, of which 1,500 apartments will be in the period of 2022-2025 and 4,800 apartments in the period of 2026-2030.

In order to enhance the ability to attract investment in social housing projects in the province in order to complete the tasks assigned by the Prime Minister in Decision No. 338/QD-TTg dated April 3, 2023, it is necessary to issue a Resolution stipulating the support mechanism for implementing social housing construction investment projects in the province.

Regarding the implementation of social housing construction investment projects in the province, Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien assigned the Department of Construction to fully absorb comments from departments, branches, sectors and localities to complete the draft Resolution to ensure legality, feasibility and suitability with the actual situation of the locality.

In addition, the Vice Chairman of the Provincial People's Committee also noted that in the process of completing the draft, it is necessary to study and consult with other provinces in the region; review the possibility of a part of the residential land area invested in building technical infrastructure systems in commercial housing construction investment projects in the province to encourage investment in social housing development; estimate the ability to allocate resources for implementation in each stage, especially in the initial stage of implementing the Resolution.
