On March 19, the People's Committee of Quang Ngai province announced the conclusion of the review of responsibilities related to the disbursement of public investment capital. The Chairman of the Provincial People's Committee requested investors to be highly determined, make great efforts, and eliminate the mentality of hesitation, fear of mistakes, shirking responsibility, and fear of responsibility to speed up disbursement.
Low disbursement is due to investors' hesitation and fear of making mistakes.
Accordingly, in 2024, the total public investment capital plan assigned to Quang Ngai province is 6,903 billion VND. As of January 31, disbursement only reached 57.41% of the capital plan.
With this result, Quang Ngai is one of the "bottom" localities in disbursement nationwide.
Although the People's Committee of Quang Ngai province has continuously given detailed and specific instructions; proactively and flexibly adjusted capital sources and plans; established 3 working groups headed by the provincial People's Committee leader to urge and speed up disbursement progress... the results are still unprecedentedly low.
In addition to objective reasons such as: changes in key leadership personnel (vacancy of the Provincial People's Committee Chairman from March to August 2024); difficulties in site clearance compensation due to law adjustments...
Mr. Nguyen Hoang Giang, Chairman of Quang Ngai Provincial People's Committee, pointed out subjective reasons affecting disbursement results, such as: the management and operation capacity of some investors is still weak, not up to the level of assigned responsibilities; the coordination between investors and related entities is not close, still delayed, and not very effective, especially in compensation and site clearance.
Some localities, units and investors are not really determined, make efforts, lack decisiveness, are still hesitant, afraid of making mistakes, shirking responsibility and are afraid of responsibility, so they are not bold enough to remove obstacles in implementing projects and supporting disbursement work...

Replace personnel whose capacity is not up to the task.
With the disbursement results being too low, the People's Committee of Quang Ngai province severely criticized the investors who did not complete their tasks. They required the investors to seriously review, learn from experience and recognize the limitations and shortcomings of the collective and individuals, especially the responsibility of the leaders in 2024.
At the same time, it is committed to having specific solutions and measures to overcome limitations, shortcomings, and subjective causes to focus on drastically accelerating the disbursement progress of the 2025 public investment capital plan according to the disbursement target set by the province.

"In case of continued delays and inefficiencies in project implementation and capital disbursement (by May 30, the disbursement rate according to the plan issued by the Provincial People's Committee is not achieved), the Quang Ngai Provincial People's Committee will submit to competent authorities for consideration and replacement of the heads of investors, so as not to affect the disbursement tasks assigned by the Prime Minister," the document stated.
