Rural parents rejoice as public school students are exempted from all tuition fees

Many parents, especially in rural areas, have expressed their joy at the Politburo’s decision to exempt all tuition fees for students from kindergarten to high school nationwide. They consider this a very humane and superior policy, directly reducing the burden of raising children, as well as expanding opportunities and conditions for their children to study.

In the meeting on February 28, the Politburo unanimously decided to exempt all tuition fees for students from kindergarten to high school nationwide, starting from September 2025, the time of the new school year 2025 - 2026. This is a decision that has delighted the people of the whole country.

In An Nhan village (Tan Tien commune, Hung Ha district, Thai Binh province), on the third day after the above Decision, people could not hide their joy and happiness. Mr. Pham Van Chung, Head of An Nhan village, said that in the area there are 832 households, mainly engaged in agricultural production, with unstable income, people are often worried about paying school fees for their children.

An Nhan village (Tan Tien commune, Hung Ha district, Thai Binh province) is home to 832 households, mainly engaged in agricultural production.

"In that context, the Politburo's Decision has helped many parents, especially in rural areas, solve the difficult problem of paying tuition fees for their children. Thanks to that, it has given equal access to education, especially students from disadvantaged families can study at higher levels (up to high school)," Mr. Chung expressed.

For Mr. Dang Van Hai (50 years old), one of the households with difficult circumstances in the village, this decision demonstrates the humanity and concern for education of the Party and State, considering education as the top national policy of the country.

Mr. Dang Van Hai (50 years old, living in An Nhan village) has 2 children in grade 11 and grade 3.

"My family has 3 children, currently 2 are of school age. One is in 11th grade, the other is in 3rd grade. My job is freelance, my income is very unstable, every time the new school year comes, I have to run around to pay for my children's tuition. Now that the Party and State have decided to exempt tuition fees, I am very excited and happy, no longer worried about my children dropping out of school," Mr. Hai said emotionally.

Ms. Nguyen Thi Hinh, Head of the Women's Association of An Nhan Village, said that there are more than 400 female members in the village. "On average, each member has 2-3 children of school age, with an income from agriculture ranging from 300,000-500,000 VND/month. After deducting daily living expenses, members often have difficulty paying school fees for their children," Ms. Hinh explained.

Children in An Nhan village

Currently, the tuition fees for the 2024-2025 school year approved by localities range from 7,000 to more than 340,000 VND/month. Most localities divide the collection level by level of education, 3 regions (including urban, rural, mountainous areas) and based on Decree 81 on public tuition fees. Tuition fees for preschool are about 50,000-540,000 VND/month, for secondary school is 50,000-650,000 VND/month and for high school is 100,000-650,000 VND/month.

With income from agricultural production and making votive paper, member Nguyen Thi Ly (42 years old, residing in hamlet 7, An Nhan village) often faces many difficulties in taking care of her 3 children of school age (one in grade 9, one in grade 8, one in grade 3).

Member Nguyen Thi Ly (42 years old, residing in hamlet 7, An Nhan village) has 3 children of school age.

"Since Friday (February 28), the school and homeroom teachers have shared information about this Decision on Zalo groups. We, the parents, are very happy. During meals and tea, everyone praised the wise decision of the Party and the State. Especially when the country is entering a new era, an era of national growth, we have more confidence in the leadership of the Party," Ms. Ly shared.

Nguyen Thi Minh Nguyet, a 9th grade student at Tan Tien Primary and Secondary School (Tan Tien Commune), the eldest daughter of Ms. Ly, is worried every time she asks her parents for money to pay her tuition fees.

Nguyen Thi Minh Nguyet, Ly's eldest daughter, will be in 10th grade in the 2025-2026 school year.

"I find this a very progressive and humane policy that directly helps reduce the burden on my parents. Thanks to that, I am more excited about studying these days and I am determined to strive to pass the entrance exam to a public high school in the 2025-2026 school year. I will try my best to study well!", Nguyet happily said.

For member Bui Thi Nguyen (37 years old, living in An Nhan village), recently due to "unplanned pregnancy" she had a third child. With a worker's salary, Ms. Nguyen had many difficulties in balancing to pay tuition fees for her children.

Member Bui Thi Nguyen (37 years old, residing in An Nhan village) has 3 children.

"Therefore, I find this policy very superior, and it has removed the worries for my family. As the country is changing to enter a new era, an era of national growth, I hope that the Party and the State will have better policies, creating conditions for us to send our children to school, thereby stimulating their creativity, qualities and abilities," Ms. Nguyen expressed.

According to statistics from the Ministry of Education and Training, the country currently has 23.2 million students (not including students at vocational education and continuing education centers), including 3.1 million preschool children under 5 years old; 1.7 million preschool children 5 years old; 8.9 million primary school students; 6.5 million secondary school students and 3 million high school students.

Previously, according to the current Law on Education, primary school students in public educational institutions did not have to pay tuition fees. From September 1, 2024, preschool children will be exempted from tuition fees, according to the provisions of Decree No. 81 of the Government. Currently, many provinces and cities across the country have implemented 100% tuition exemption from preschool to high school for students in public educational institutions.
