Inspect and examine the implementation of regulations on extra teaching and learning: No compromise with violations

Currently, many localities have established inspection teams to inspect the implementation of regulations on extra teaching and learning after Circular 29 of the Ministry of Education and Training took effect. Notably, the Department of Education and Training of Ho Chi Minh City has established 5 inspection teams to inspect the implementation of Circular 29 on extra teaching and learning at public secondary and high schools, and extra teaching facilities in 22 districts.

These inspection teams will also check whether the life skills center is implementing the licensed content or not. The Department of Education and Training of Hai Phong City has also established 3 teams to conduct surprise inspections of schools in all districts regarding compliance with the regulations on extra teaching and learning according to Circular 29. Two deputy directors of the Department of Education and Training of Hai Phong and a head of a department under the department are the leaders of the teams, responsible for organizing surprise inspections of schools in the assigned districts.

The People's Committees of some provinces such as Nam Dinh, Thanh Hoa, Nghe An, Vinh Phuc... also requested the Department of Education and Training to strengthen information work, regularly review, grasp, inspect, check, and supervise the implementation of regulations on secondary and high school enrollment and regulations on extra teaching and learning; request strict handling and public disclosure of violations according to regulations...

In particular, last week, the working group of the Ministry of Education and Training led by Deputy Minister Pham Ngoc Thuong also had a working session with a number of localities such as Hanoi and Quang Tri on the implementation of Circular 29. At the working session with the working group of the Ministry of Education and Training, Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training said: Hanoi is the locality with the largest number of students and schools in the country, so immediately after Circular 29 took effect, the Department of Education and Training directed schools in the city to inform and propagate to students and parents to grasp the implementation.

Schools have also found solutions to provide training and support for groups of students, especially review for final year students before the transfer exam and high school graduation exam under the new regulation that does not allow collecting fees from parents. Currently, Hanoi city has a roadmap to support funding for schools.

The leader of the Department of Education and Training of Quang Tri province also informed that the unit has proposed the Provincial People's Committee to direct the Department of Finance to allocate funds for educational institutions to conduct extra teaching and learning in schools for the subjects specified in Circular 29; provide guidance on business registration and licensing of extra teaching and learning in accordance with regulations. At the same time, request the Ministry of Education and Training to issue appropriate sanctions for violations of regulations on extra teaching and learning...

Sharing at the working session with the Department of Education and Training of localities, Deputy Minister of Education and Training Pham Ngoc Thuong emphasized: Extra teaching and learning is a real and ongoing need. With Circular 29, the Ministry of Education and Training does not prohibit extra teaching and learning, but it must be active extra teaching and learning in accordance with regulations.

Deputy Minister Pham Ngoc Thuong also analyzed some of the reasons for extra teaching and learning, such as lack of schools, lack of teachers, large class sizes; parents' desire for their children to attend quality schools; the relationship between family and school has not been well resolved; although there have been draft directives, innovation in testing and evaluation still needs to be done better.

The leaders of the Ministry of Education and Training also frankly mentioned the consequences of extra teaching and learning that education managers at all levels and teachers need to clearly recognize in order to implement Circular 29. In particular, strengthening the management of extra teaching and learning is not new, nor is it only now that management regulations have been issued, but it is necessary to continue to be more drastic. The spirit is to be united, unanimous, decisive, effective, towards students, towards protecting genuine teachers; to resolutely overcome the consequences of rampant extra teaching and learning.

To resolutely and effectively implement and soon end the rampant situation of extra teaching and learning, Deputy Minister Pham Ngoc Thuong requested that all levels of management thoroughly grasp the "5 no's" viewpoint and effectively implement the "4 upholds". The 5 no's are: No "beating the drum and abandoning the stick", no compromise, no tolerance, no distortion, no saying it's difficult but not doing it. The 4 upholds are: Upholding the role of education management staff at all levels; upholding the spirit of self-respect, self-esteem, and devotion to students of teachers; upholding the self-awareness and self-study of students; upholding the role of the relationship between school - family - society.

Along with that, synchronously implement solutions such as strengthening communication to raise awareness, clearly analyzing the consequences and harms of extra teaching and learning; forming self-study capacity for students, teachers guiding self-study; limiting the disease of achievements, scores, pressure on school rankings...
