The working session focused on public investment disbursement, budget collection, implementation of three national target programs, forest protection and management, and natural disaster prevention.
Also attending were leaders of a number of relevant departments and the Provincial People's Committee Office. On the side of Lac Duong district, there were comrade Bui The - Deputy Secretary of the District Party Committee, Chairman of the District People's Committee; Vice Chairmen of the District People's Committee and leaders of specialized departments and offices.

Reporting at the meeting, Vice Chairman of Lac Duong District People's Committee Le Chi Quang Minh said: In the first 8 months of 2023, there were 24 violations of the Forestry Law in the district, a decrease of 14 cases, a decrease of nearly 37%; the damaged forest area was more than 13,000 m2, a decrease of nearly 79,000 m2, a decrease of more than 85%; damaged forest products decreased by 66% compared to the same period in 2022. Nearly 92% of the cases identified violators for handling.
In the past 8 months, the district has forcibly cleared 77 hectares of illegally encroached forestry land and restored forests to prevent re-encroachment according to regulations; dismantled nearly 4.5 hectares of net houses and greenhouses on forestry land. The locality has also prepared more than 900,000 trees of various types to plant trees in the area.

Up to this point, the total state budget revenue in the district has reached nearly 54% of the plan with nearly 200 billion VND; total budget expenditure has reached more than 51% of the plan with 186 billion VND. The locality has disbursed more than 31% of public investment capital in 2023. With more than 12 billion VND of public investment capital and nearly 17 billion 800 million VND of career capital allocated to implement the National Target Programs on New Rural Construction and the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas, up to now, more than 31% of public investment capital and more than 8% of career capital have been disbursed.
Regarding natural disaster prevention, the district has directed the review and handling of 11 locations at risk of landslides and flooding, ensuring traffic safety and people's lives; evacuating 3 households at risk of landslides; preparing forces and means to promptly respond to rescue and relief operations...

Lac Duong district also proposed a number of solutions in the coming time such as: Focusing on propaganda, thoroughly implementing the work of forest management, protection and development, focusing on completing the Land Use Planning for the period 2021-2030; monitoring and reviewing the disbursement progress of projects and works, striving to achieve the disbursement progress of the public investment capital plan in 2023; effectively implementing the contents and tasks of the national target program in 2023; preparing forces and means to promptly respond to rescue when natural disasters occur...
At the meeting, the leaders of Lac Duong District People's Committee raised a number of difficulties, especially in the implementation of 3 national target programs in the area. In particular, the locality does not have land funds to directly support residential land, production land and there are no beneficiaries of scattered domestic water. The contents and job conversion have not been implemented because the Provincial People's Committee has not issued the standards for lack of production land to implement the conversion to job support.

For the livelihood diversification project, poverty reduction model development and production development support project, due to the high counterpart rate, the beneficiaries are poor households, near-poor households, etc., so it is difficult to implement. For the National Target Program on New Rural Development, especially the New Rural District Criteria, some of the prescribed criteria are difficult to implement in areas with a large number of ethnic minorities and some difficult areas of the district, etc.
The leaders of the District People's Committee also made a number of recommendations and proposals, including a request to the Provincial People's Committee to agree to terminate the construction contract for package 2 of construction of the road section and lighting system of the Project to Upgrade and Expand 19/5 Street in Lac Duong Town according to the provisions of Decree 63/2014/ND-CP because the construction unit requested to terminate the construction contract due to many difficulties in construction conditions...; a request to the Provincial People's Committee to direct departments and branches to inspect and request Long Hoi Power Investment and Construction Joint Stock Company to implement the Da Dang Dachomo Hydropower Project in Lat Commune to completely handle the work of compensation, site clearance, construction of resettlement areas, construction of bypass roads across the hydropower dam... for the people.
Regarding the budget for the implementation of the investment project proposal for the Dankia - Suoi Vang National Tourist Area Project, the People's Committee of Lac Duong district requested the Provincial People's Committee and the Department of Finance to consider and arrange funding sources to hire consultants to perform some tasks serving the preparation of the project investment proposal dossier; consider and arrange funding for the People's Committee of Lac Duong district to organize the implementation of overcoming landslides at some locations in the district...
In response to the recommendations and proposals of Lac Duong district, Vice Chairman of Lam Dong Provincial People's Committee Vo Ngoc Hiep requested leaders of relevant departments and branches to provide specific answers and solutions in the coming time.
Concluding the working session, Vice Chairman of Lam Dong Provincial People's Committee Vo Ngoc Hiep acknowledged and highly appreciated the results achieved by Lac Duong district in the past time. Especially the solidarity, unity, efforts in leadership, direction, and determination to carry out the tasks. In particular, forest protection and management work has had positive changes, reducing all 3 aspects; budget collection achieved good results; disbursement progress of capital for national target programs, especially the National Target Program on New Rural Construction, achieved high results...
From the achieved results as well as some remaining shortcomings and limitations, the Vice Chairman of the Provincial People's Committee requested Lac Duong district to promote the achieved results, overcome difficulties, clearly identify the responsibilities of each agency, unit, and individual to deploy, urge, inspect, and supervise the effective implementation of tasks. In particular, continue to do a good job of budget collection to complete the plan; carry out administrative procedures well; transfer capital allocated for construction of projects under the 2022 public investment plan to 2023 to speed up the disbursement of public investment capital, assign leaders of the District People's Committee to monitor the construction progress of each project.
In addition, we continue to focus on doing a good job in forest management and protection. At the same time, there are many solutions to effectively implement the three national target programs to develop the economy - society, ensure national defense - security, support the poor to escape poverty, especially poor households of ethnic minorities, especially support livelihoods so that poor households have stable incomes and improve their lives.
For natural disaster prevention, it is necessary to proactively grasp the situation of areas at risk of flooding and landslides to have plans to ensure the safety of people's lives...
Regarding the recommendations and proposals of Lac Duong district, the Vice Chairman of the Provincial People's Committee directed relevant departments and branches to continue to remove difficulties and obstacles as well as have specific solutions for coordination in the coming time.
