In recent years, the Party Committees, authorities and mass organizations at all levels in Quang Lap commune have focused on taking care of the material and spiritual life of the people with many effective social security policies and many practical activities promoting social democracy. The people's democratic freedoms have been increasingly promoted, and the people's rights to information and participation in state management have been better guaranteed.
However, the complexity of state management as well as the leadership of local Party committees in the strong development of the market economy and the diverse changes of the social situation along with the rapid changes of the legal system have made the gap between people's understanding of the work of local Party committees, authorities and organizations increasingly wide. People want to reflect their difficulties and concerns but are afraid to go to the agency, afraid to meet officials, afraid to have conflicts. The situation of disputes among the people, people petitioning beyond the level also comes from the fact that their petitions and concerns have not been considered and resolved promptly. Faced with this reality, the Commune Party Committee has decided to build the model "Returning to the residential area on the last Friday of the month - listening to people speak" with the motto that commune officials and civil servants must proactively go to the village to listen to people speak.
On March 29, 2024, the Party Committee of Quang Lap commune organized a conference to launch the model. In the form of a direct dialogue and discussion conference. Periodically once a month on the last Friday of the month in the villages in Quang Lap commune, rotating all the villages. The subjects of contact and dialogue are the people living in the residential area. At the dialogue sessions, the people participate in giving opinions or contributions to the Party Committee and the government, including issues: the organization and implementation of resolutions of the Party, the State, resolutions of the People's Council; State management in the fields of economy, basic construction investment, culture, society, national defense, security and order... in the area; the implementation of administrative reform, the implementation of the Law on Grassroots Democracy; new rural construction; the work of preventing and combating corruption, waste and other negative behaviors; the work of receiving people and handling complaints and denunciations of citizens. Listening to people's opinions reflecting on political qualities, ethics, lifestyle, exemplary responsibility, and responsibility for performing public duties of cadres and civil servants, especially leaders of Party committees and authorities in the process of performing their duties, issues that people suggest need to be focused on directing and organizing implementation.
In addition, the representative of the Commune People's Committee briefly reported on the local socio-economic situation in the past time and the direction for the coming month, and at the same time disseminated a number of new policies and laws that are practically related to people's lives. After that, people contributed their opinions to the commune officials and civil servants or questioned about pressing issues in the village and commune.
Up to now, Quang Lap commune has met, contacted and had 10 dialogue sessions with the people in 5 villages, with more than 245 people representing households attending, with 50 speaking. The people's recommendations focus on the management of construction order, investment in building rural traffic infrastructure, lighting, environmental sanitation, political security, social order and safety, and administrative procedure settlement.
Based on the opinions of the People at the conference, the local Party Committee and government will directly respond, clarify, and direct the Commune People's Committee and relevant departments to resolve them right at the conference so that the Fatherland Front, socio-political organizations and the People can understand; for opinions that need to be verified and clarified, the Party Committee and government will assign relevant departments to study, report and will have a written response and notification to the People. After the conference, the Party Committee issued a conclusion, assigning tasks to specialized departments to implement the People's recommendations. Thereby, it directed the Commune People's Committee and relevant departments to resolve within their authority, which was highly appreciated by the People.
One of the highlights was on August 16, 2024, the Standing Committee of the Party Committee organized a meeting with the heads of Party committees and authorities with the people in all 5 villages in the whole commune to listen to their thoughts and aspirations; discuss the content of the plan to arrange administrative units at the commune level for the period 2023 - 2025, thereby propagating and mobilizing the people to agree in collecting voters' opinions on the commune merger plan. The result of collecting voters' opinions reached 100% agreement.
Secretary of the Quang Lap Commune Party Committee Vo Thi Thu Huong shared: The implementation of the model has so far brought about practical results, creating a change in the awareness of cadres and civil servants in the commune. The cadres and civil servants have improved their working capacity, professional expertise, and better performed their assigned duties and tasks; listened to people's opinions, innovated their working style, practiced their style and ethics when interacting with people, enhanced their sense of responsibility in serving the people, promptly resolved pressing issues of the people more quickly, without hassle and administrative procedures were resolved before the prescribed time. The model is truly a place for the people to boldly speak up.
At the same time, it clearly demonstrates the connection between the leaders of the Party Committee and the communal government with the people, further enhancing the responsibility of the leaders in the process of performing tasks; helping the leaders of the Party Committee and the government grasp and understand better the situation, life, thoughts and aspirations of the people. More importantly, listening to the people, directly dialogue and exchange with the people will help the Party Committees and the government absorb and overcome the limitations in the leadership and direction of the implementation of tasks at the local level, thereby having innovative methods to do better, creating prestige and trust of the people for the Party Committee and the government. In the coming time, the Party Committee of the commune will continue to maintain and implement the model, creating a spreading effect, as well as promoting democracy, helping the Party and the people get closer.
