(LĐ online) - On the afternoon of March 2, Comrade Nguyen Hoa Binh - Politburo member, Permanent Deputy Prime Minister and Comrade Mai Van Chinh - Member of the Party Central Committee, Deputy Prime Minister and the Government's working delegation visited the Nuclear Research Institute (under the Atomic Energy Institute, Ministry of Science and Technology, located in Da Lat City) and worked with leaders and scientists of the Institute.

With the advantage of being the only place that owns a Nuclear Reactor (NRR) and the strongest nuclear research human resources in the country, the Nuclear Research Institute has made many great contributions to the country's scientific research activities over the years.

Reporting on the outstanding results of the Institute over 40 years of construction and development, Comrade Cao Nguyen Vu - Party Secretary, Director of the Institute of Nuclear Research, said: The Institute of Nuclear Research has fully mastered the Dalat Nuclear Reactor, ensuring safe operation and effective exploitation; contributing to training high-quality human resources for the Vietnamese atomic energy industry.
The Institute has also provided many products and services to serve the socio-economic development of the country. In particular, during the Covid-19 pandemic (2020 - 2022), the Nuclear Research Institute has contributed to ensuring the security of domestic radioactive drug supply when the import of radioactive drugs is not possible.

In addition, the Institute has also successfully implemented the Project of Converting Fuel from High Enrichment to Low Enrichment for the Dalat Nuclear Reactor and is internationally recognized as "the most efficient reactor among low-power reactors in the world".
In the context of Resolution 57-NQ/TW of the Politburo on science, technology and innovation development, the Nuclear Research Institute has set the goal of becoming a leading multidisciplinary science and technology organization in the Asia-Pacific region.

Speaking at the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh acknowledged and highly appreciated the contributions of scientists from the Nuclear Research Institute in the context of limited state investment.
"Although the Institute has not yet received much systematic investment, there have been efforts in recent times, especially in operating reactors very safely and effectively. The Institute's research is also being applied more and more widely in today's life in many fields such as agriculture, medicine, environment... The Institute is both performing basic research and applied scientific research. These two research fields can completely complement each other" - the Deputy Prime Minister noted.

The Deputy Prime Minister emphasized: Resolution 57, which has just been issued, is "paving the way" for scientists, removing "bottlenecks" in administrative procedures and commercializing research results.
“The birth of Resolution 57 has been highly appreciated by public opinion, especially by scientists and researchers, as a boost to the economy and a driving force for the development of science and technology. Many major policies and guidelines have removed bottlenecks that have existed for many years and that scientists have been concerned about. Scientists are mostly very good at research but very bad at procedures, but have to spend too much time on procedures. Research results are sometimes only 1/3 as thick as procedural documents, taking a lot of effort from scientists. This is a big bottleneck,” the Deputy Prime Minister shared.

Another bottleneck, the Deputy Prime Minister gave an example, is that the distance from research results to the market for commercialization is still too far.
“I think that no one is as passionate, dedicated and effective in translating their research into real life as scientists. However, for a long time, we have not allowed scientists to experiment, do business and produce from their own research results. Now, we have removed this with Resolution 57. In the future, there will be further steps to remove difficulties and create a legal corridor for science to take off. If the country wants to rise, science must take off.”

The Deputy Prime Minister also emphasized that the Government is currently targeting double-digit growth. If we want to achieve double-digit growth, for example 10% in the coming time, energy must increase by 15%. Up to now, we have accumulated about 80 thousand megawatts, from now on we need to reach 70 thousand megawatts. So from now to the next 5 years we must create energy equal to the past decades. And the only way out of this story is renewable energy and the base energy is nuclear energy. When reaching nuclear energy, there are high expectations for nuclear science, including the contribution of the Nuclear Research Institute.
"Real life is demanding that scientists' position rise even stronger in social life. A nuclear energy industry will be formed, along with a nuclear science industry. The country relies on scientists here and elsewhere as well," the Deputy Prime Minister expected.
The Deputy Prime Minister also acknowledged and shared the difficulties that the Nuclear Research Institute in particular and scientists are facing, and at the same time believed that the upcoming difficulties will be resolved. “When we have affirmed our very important position in social life, these difficulties will certainly be resolved. With the orientations of the Institute, I completely agree, but I also want the leaders and scientists to have a greater vision and aspiration, to make more breakthroughs, not just stopping at this development orientation”.

Deputy Prime Minister Nguyen Hoa Binh also asked a suggestive question to scientists at the Institute of Nuclear Research: can we think of a new generation 3+, 4+ technology for nuclear reactors?
“In order for us to approach the international level. An aspiration to reach the regional level, technology must meet. The country currently has enough conditions, enough potential and we are having a policy to develop nuclear science. So we, not anyone else, must affirm the role of nuclear science. The Institute has made contributions in agriculture, monitoring, environment, and health; but at this stage, we must think of our stature as being even greater” – Deputy Prime Minister Nguyen Hoa Binh requested.
Finally, the Deputy Prime Minister once again acknowledged the contributions of scientists, and expressed that the country is looking forward to a better future with more achievements from scientists.

Currently, the Nuclear Research Institute is the only place that owns a nuclear reactor and is also the place with the strongest nuclear research human resources in Vietnam.
