Philippines and Indonesia expected to increase rice imports, opportunity for Vietnam

At the International Conference on “Global Rice Market and Future Trends” jointly organized by the Ministry of Agriculture and Rural Development and the People's Committee of Hau Giang Province on December 13, Mr. Aziz Arya, Specialist in charge of South-South Cooperation and Triangular Cooperation, FAO Regional Office for Asia and the Pacific, stated that: Rice is the main food source for more than 3.5 billion people/half of the world's population and provides about 20% of the energy supply in the global diet. "In Asia, rice consumption can account for up to 70% of daily calorie intake," said Mr. Arya.

However, according to Mr. Arya, the rice value chain is currently facing certain challenges such as the double burden of demographic changes leading to a demand for more, more diverse, and higher quality food. In addition, climate change also affects the quantity and quality of water, soil degradation, conversion of agricultural land to other uses, and increased frequency and severity of natural disasters and pests.

Adding to this opinion, Mr. Subramanian from SSRESOURCE MEDIA Company (Singapore) said that the rice market is a synthesis of political and climate situations.

According to Mr. Subramanian, in terms of supply, India's restriction on rice exports will cause the market in 2024 to react favorably to Vietnamese rice.

However, businesses must have a firm grasp of market information. Accordingly, to update information, Vietnam can collect information from many open sources on the internet, thereby understanding the supply-demand relationship in the coming time, understanding the price trend of rice.

For example, right now, amid tight supplies, the pre-Christmas and pre-Ramadan (Muslim fasting month) market will boost rice demand in Asian countries. Meanwhile, Asian demand is mainly from Indonesia, the Philippines and Malaysia.

In fact, since India issued a ban on the export of common white rice, Vietnamese rice businesses have quickly taken advantage of this opportunity. Data from the General Department of Customs shows that in the first 11 months of 2023, rice exports reached 7.638 million tons, with a turnover of 4.33 billion USD, an increase of 14.5% in volume and 34.1% in turnover over the same period last year. The average export price of rice in the 11 months is estimated at 568 USD/ton, an increase of 17.3% over the same period.

Notably, Vietnam's rice exports to all three markets of the Philippines, Indonesia, and Malaysia increased sharply. Of which, exports to Indonesia in 11 months reached 1,123,357 tons, with a turnover of 614.676 million USD, up 16.32 times over the same period in 2022 and 18.07 times in turnover. With the Malaysian market, in 11 months, it reached 391,209 tons, worth 201.599 million USD, down 6.26% in volume but up 6.28% in turnover compared to the same period in 2022.

The Philippines market alone remains Vietnam's main rice export market, accounting for 37.62% in volume and 36.28% in value. It is forecasted that in 2023, this country will import more than 2.8 million tons of rice, of which 90% will be imported from Vietnam.

Over the years, Vietnam has achieved many great achievements in rice production, contributing significantly to ensuring national food security and currently maintaining its position as one of the world's leading rice exporting countries. However, many limitations of the rice industry have not been completely overcome, such as small-scale production and high production costs. The volume of exported rice is large, but the value is not high, and the income of rice farmers is still low.

For example, in the Mekong Delta, rice production is facing the challenge of water resources when floods no longer occur according to the law and the process of salinity intrusion is increasing. Therefore, it is necessary to invest more in infrastructure, apply synchronous technical solutions to reduce emissions and sell carbon credits to have more resources to invest in rice production for farmers.

Mr. Tung said that the project of 1 million hectares of high-quality and low-emission rice associated with green growth in the Mekong Delta, when implemented, will solve many factors that the rice industry is raising. Thereby, helping the Vietnamese rice industry ensure food security, income security for rice growers, as well as exploit the open opportunities of the market.
