Deputy Minister of Construction Nguyen Van Sinh said that in the first two months of 2025, the macroeconomic situation was basically stable, inflation was controlled, growth was promoted, major balances of the economy were ensured; the monetary market was basically stable; exchange rates were managed in accordance with market developments; lending interest rates continued to decrease; credit supply was promoted from the beginning of the year and liquidity of the banking system was ensured...
To remove difficulties for real estate projects, especially housing and urban areas, the Government has established specialized steering committees. These measures aim to increase supply for the real estate market. In addition, the Government focuses on disbursing public investment capital, promoting the construction of strategic infrastructure, key projects such as Long Thanh Airport, Terminal T3 (Tan Son Nhat Airport), seaports, railways and highways with the goal of completing 3,000km of highways by 2025.
“The Government and the Prime Minister have given timely and drastic instructions on promoting socio-economic development, accelerating the application and development of science and technology, innovation and transformation, with special attention paid to grasping and removing difficulties of enterprises to restore and promote production and business activities in many fields,” Deputy Minister Nguyen Van Sinh emphasized.
Deputy Director of the Department of Science, Technology, Environment and Construction Materials (Ministry of Construction) Le Van Ke said that in the fourth quarter of 2024 and the whole year of 2024, the production and trading of construction materials has had positive changes compared to 2023. However, the industry continues to face difficulties in construction investment, the real estate market, housing programs have not been implemented as planned; pressure from imported construction materials, especially construction glass; the export market has not improved much.
Regarding the orientation in 2025, the leader of the Department of Science, Technology, Environment and Construction Materials said that the construction materials industry will develop effectively and sustainably, basically meeting domestic demand, gradually increasing exports, contributing to promoting economic and social growth and development; quickly accessing and applying scientific, technological and management achievements, especially the fourth industrial revolution;
Efficiently use resources, thoroughly save energy, raw materials, and fuel; minimize environmental impacts in the process of mining, processing minerals for construction materials and production; promote and encourage economic sectors to participate in investment and development of the construction materials industry; distribute the network of construction materials production facilities nationwide in accordance with the natural and social conditions of each region.
We should be proud that Vietnamese construction materials have satisfied domestic demand, exported abroad and are competitive in quality and price. These are the biggest steps forward in the construction materials industry.

Develop the construction materials manufacturing industry to reach an advanced and modern level; products with quality meeting international standards, using energy economically and efficiently, having high competitiveness in the international market, meeting the needs of the domestic market; completely eliminating outdated construction materials manufacturing technology, consuming a lot of resources, causing environmental pollution.
Develop construction materials products with new features or reaching new limits, while being environmentally friendly, energy-saving, and reducing greenhouse gas emissions during production and use. Reduce the rate of mineral resource use through recycling, increase the rate of use of recycled materials from waste from other industries, agricultural and domestic waste.
Some new groups of construction materials need to focus on promoting research and application in practical works, such as cement produced from high-quality, low-content clinker. Cement reaches new limits in high performance; high strength, heat resistance, corrosion resistance, reducing CO2 emissions along with fuel/energy costs for producing a unit of product. Developing high-strength, high-performance, corrosion-resistant, abrasion-resistant, explosion-proof concrete; concrete using little or no Portland cement; 3D printed concrete.
Regarding the Steel industry, improve domestic technology to produce steel plates, prestressed steel for prestressed concrete production to replace imported steel, steel wire coils, steel bars... for domestic and export purposes, associated with the development and implementation of a green and sustainable growth plan, and commit to reducing emissions in the Steel industry in accordance with the national roadmap and plan.
Development of high-strength alloy rail materials made of manganese and nickel alloys, which increase wear and impact resistance, speed and safety of high-speed trains for use in high-speed railways and urban railways.
Innovation, technology application
In 2025, the National Assembly set a GDP growth target of 8% or more, hoping that this year the construction materials industry will have a chance to flourish. Demand for steel and cement in the first 6 months of 2025 is forecast to increase, but the growth rate is still not strong. Prices will depend on fluctuations in input materials.
However, from current analysis and positive signs, in the last 6 months of 2025, the demand for steel, cement and other construction materials may increase more strongly than in the same period in 2024, leading to the possibility of prices increasing compared to the present. To make the most of this opportunity, industry experts also recognize that construction materials enterprises need to continue to improve production capacity, optimize costs and promote technological innovation to promptly meet market demand.
