Hai Duong: the 5th province nationwide to complete new rural construction

According to statistics from the Department of Agriculture and Environment of Hai Duong, as of December 30, 2024, 100% of the communes in the province have met the NTM standards; 65/151 communes (43%) have been recognized as meeting advanced NTM standards; 19/151 communes (12.6%) have been recognized as meeting model NTM standards; 12/12 districts, cities, and towns have been recognized as completing the task of meeting NTM standards (9 districts have been recognized as meeting NTM standards and 3 cities and towns have been recognized as completing the task of building NTM).

To keep up with modern trends and the digital economy that has begun to develop, Hai Duong's rural transportation system is basically synchronized, connecting smoothly from village roads, commune roads to national highways and provincial roads, meeting the needs of transporting agricultural products.

The school system at all levels has received special attention in investment, construction and upgrading, which is an important foundation for the quality of education in localities in the province to be increasingly improved. The system of medical facilities has been focused on completion, ensuring the quality of medical examination and treatment, health care for the people, and the situation of environmental pollution has been gradually overcome.

Agricultural production has achieved important results, the agricultural structure has shifted in a positive direction. A number of large-scale, concentrated specialized production areas with high economic value have been formed; a number of chains have been formed from production to product consumption, building quality product brands, so far Hai Duong province has 380 OCOP products. Farmers' income has been raised, the lives of rural people have been significantly improved, and rural social order and safety have been consolidated.

The rural economy is increasingly developing, the material life of the people is increasingly improved, creating changes in the increasingly diverse and rich cultural and spiritual life, in which traditional cultural values ​​are preserved, conserved and promoted. The political system at the grassroots level is increasingly strong, social security and order are maintained, and the people have confidence in the leadership of the Party.

The above results were achieved thanks to the attention and direction of Party committees and authorities at all levels, especially the role of leaders who truly care, and the high consensus of the people in implementing the tasks of socio-economic development, ensuring national defense and security, and building the political system.

Along with that, it is necessary to promote the self-reliance and self-improvement role of cadres, party members and people in launching and participating in responding to the movements to build new rural areas at the grassroots level; promoting the role of the people as the main subject in building new rural areas is extremely important and has a decisive meaning for the results of building new rural areas. The motto "people know, people discuss, people do, people inspect, people supervise, people benefit" is the guiding principle for the process of building sustainable new rural areas.

In particular, collecting people's opinions on satisfaction when considering and recognizing the achievement of new rural standards has created a very good effect in society, helping authorities at all levels have a basis when deciding to recognize the achievement of standards for completing the task of building new rural areas; in addition, issues that people are not satisfied with are important information channels for Party committees and authorities at all levels to propose solutions and commit to progress in handling to ensure sustainable new rural construction.

In addition, exploiting the potential and available advantages of the locality in terms of natural conditions and human resources in economic restructuring associated with building new rural areas; perfecting and consolidating the organization of the staff and assisting the Steering Committees at all levels is an important solution to create success; regularly doing a good job of inspection, supervision and urging to the grassroots, villages and hamlets to detect difficulties and obstacles, and propose timely solutions.

During the implementation process, it is necessary to effectively and synchronously integrate programs and projects that combine economic development, improving people's material and spiritual life with attention to investment in infrastructure construction, socio-cultural development and environment according to the planning and project of building new rural areas.

Mobilizing people's contributions must be done on a voluntary basis, with democratic discussion, without forcing people too much, and directing the selection of work contents suitable to the conditions and capabilities of the people of each commune to do first, creating a favorable premise for the next steps.
