Reviewing capital mobilization to expand two key expressways

TPO - The Ministry of Construction has requested the Vietnam Expressway Corporation to review and evaluate the ability to mobilize capital to invest in expanding the Cau Gie - Ninh Binh Expressway and the Yen Bai - Lao Cai section of the Noi Bai - Lao Cai Expressway.

The Ministry of Construction has just sent a document to the Vietnam Expressway Corporation (VEC) regarding the review of the investment plan to expand the Cau Gie - Ninh Binh Expressway and the Yen Bai - Lao Cai section to have a basis to report to the Prime Minister.

Accordingly, VEC's proposal to mobilize capital for the two above-mentioned expansion projects will affect the enterprise's debt repayment ability, so the Ministry of Construction requested VEC to review and evaluate the ability to mobilize capital to participate in investing in the two expressways.

VEC must calculate the ability to repay the Government's ODA loans, the feasibility of the financial plan of the 2 projects in particular and the 5 projects that VEC is managing and operating in general; and the suitability with the plan to increase charter capital for the period 2024 - 2026 approved by competent authorities.

The Ministry of Construction also requested VEC to develop an investment implementation plan for the above projects in case the competent authority approves VEC's proposal to contribute investment capital, especially the Yen Bai - Lao Cai section expansion project, which has been requested by the Government leaders to start construction this year.

According to research, the Yen Bai - Lao Cai expressway section has a total length of about 121 km, of which 38 km has a scale of 4 lanes arranged in alternating rows and the remaining part needs to be expanded to a scale of 4 lanes. Previously, the Ministry of Transport (now the Ministry of Construction) also proposed to the Prime Minister to allow the use of increased revenue in 2024 to invest in expanding the Yen Bai - Lao Cai expressway section to a scale of 4 lanes, with a total investment of about 7,500 billion VND, with VEC as the managing agency.

Regarding the Cau Gie - Ninh Binh expressway, VEC has just submitted a document to the Ministry of Finance to consider submitting to the Prime Minister to assign VEC as the managing agency to implement the project. According to the proposal, the project is about 50km long, starting at Km210+000 in Hanoi City, connecting Phap Van - Cau Gie expressway and ending at Km260+030 on National Highway 10, connecting Nam Dinh - Ninh Binh.

VEC also proposed to expand the Cau Gie - Ninh Binh expressway from 4 lanes to 6 lanes with a total cost of 2,113 billion VND. In particular, if approved by competent authorities, the project will be prepared for investment this year, implemented from 2026 to 2028 and expected to start construction in the first quarter of next year.

Recently, the Ministry of Construction responded to the petition of voters in Ninh Binh province about investing in upgrading National Highway 12B from Ria Intersection in Phu Loc commune to Nho Quan town in Nho Quan district.

The Ministry of Construction said it is carrying out decentralization procedures for the Ninh Binh Provincial People's Committee to manage and exploit National Highway 12B in Ninh Binh province; after completing the decentralization procedures, it is recommended that the Ninh Binh Provincial People's Committee study and invest in asphalt concrete pavement on the remaining cement concrete road surface for the remaining sections (if necessary), ensuring compliance with local conditions. The Ministry of Construction will continue to direct the Vietnam Road Administration and the Ninh Binh Department of Construction to strengthen inspection and timely repair of national highways to ensure traffic safety on the route.
