Promoting the effectiveness of residential cultural houses

Faced with the reality that many cultural houses in residential areas have degraded over time, cultural institutions are not guaranteed, construction areas do not meet the living needs of the community... at the end of 2021, the Standing Committee of Phu Ninh District Party Committee issued Resolution No. 87-NQ/HU "on renovating, upgrading, and completing cultural house institutions in residential areas in Phu Ninh district in the period of 2022-2024".

The Resolution has created a strong driving force, mobilizing many resources to renovate, upgrade and perfect the cultural house institutions in residential areas, contributing significantly to the economic, cultural and social development in the area, building a new rural district (NTM), thereby improving the spiritual life of the people.

Mobilize people

Recognized as meeting advanced NTM standards in 2023, Trung Giap commune is one of the localities that resolutely and effectively implement Resolution 87.

Taking us to visit the largest cultural house in the commune with an area of ​​450m2, which was completed in 2023, Mr. Vu Dinh Doan - Head of Area 1 shared: “To have a spacious cultural house 10 times larger than the old cultural house, we had to mobilize the people's strength. After organizing conferences to implement the plan to build a cultural house, people in the area agreed to voluntarily contribute 1 million VND/household, of which one family donated more than 600 million VND, and 17 households donated more than 1,500m2 to expand the cultural house area to more than 4,000m2. The quick completion of the new cultural house with a total cost of more than 800 million VND shows the determination, solidarity and high consensus of all party members and people in the residential area”.

Recognizing the importance of building cultural houses with an important position and role in the development of the locality, in recent times, Trung Giap commune has built and upgraded 8/8 cultural houses in the area to ensure the area, seating, and equipment to meet the needs of cultural, artistic, and sports activities of the people in the commune... The cultural houses are all 200m2 or more wide, and can organize simple sports such as: Folk dancing, table tennis, badminton...

To bring the Resolution into life, Party committees, local authorities and people have focused on contributing human and financial resources, mobilizing maximum social resources. Up to now, the whole district has 183/183 residential cultural houses renovated, upgraded, and completed their institutions, achieving 100% of the Resolution's targets and 100% of the adjusted plan to implement the Resolution. The total budget for renovating, upgrading, and completing the institutions of residential cultural houses in the district in the period of 2022-2024 is over 37 billion VND, of which the district budget is over 5.7 billion VND, the commune budget is over 1.2 billion VND, and the remaining socialized capital is over 30 billion VND.

To achieve that result, along with the allocation of funds to support the renovation, upgrading and completion of cultural house institutions from the district, communes, towns and especially each residential area, efforts have been made to mobilize the participation of all classes of people. The Fatherland Front and socio-political organizations from the district to communes and towns have actively mobilized union members, association members and people to practice civilized lifestyles, residential area conventions, build a new cultural life... At the same time, join hands with Party committees and authorities to renovate and upgrade cultural house institutions through the implementation of the Conclusion Notice No. 299-KL/HU of the Standing Committee of the District Party Committee on implementing the movement of the whole people to unite to build new rural areas and civilized urban areas, programs and practical models to help improve cultural institutions and cultural life at the grassroots level. With the spirit of youth volunteerism, the Youth Union of communes and towns has effectively implemented the Movement to build a model of "Playground for children", creating a space for play, entertainment, and beneficial training for children to fully develop both physically and mentally.

Improve spiritual life

After completing the institution, the cultural houses of the district have been exploited and promoted effectively, meeting the needs of creativity, enjoyment of culture, sports, entertainment and recreation of all classes of people in the district.

Comrade Le Thanh Son - Secretary of Phong Chau Town Party Committee shared: “The biggest success after completing the facilities of 22 residential cultural houses in the town is that 100% of the cultural houses are fully utilized. From 4pm to 8pm every day, the cultural houses are full of entertainment, sports, cultural and artistic activities, meeting the needs of community activities from the elderly to children. Old facilities are utilized, renovated, upgraded and promoted for effective use. There are currently 22 art troupes, 36 sports and folk dance clubs in the area. The sports clubs attract a large number of people to participate in training, especially the volleyball, cycling and pickleball clubs which are currently operating very actively. Local people are excited, their spiritual life is improved, worthy of being a civilized and modern urban area”.

After being invested and upgraded, 100% of cultural houses in the district are open daily, serving the sports activities of the people living there. The residential cultural houses have attracted over 90% of the local population to participate in activities, exceeding the target set by the Resolution, in which at least 55% of the time used during the year is spent organizing recreational activities for children and the elderly. Currently, each residential area has 1-2 cultural, artistic and sports clubs that operate effectively. Of which, 150 residential art teams are regularly active, 115 sports clubs have been established and maintained from the district to the grassroots. The whole district has 6 tennis courts, 80 badminton courts, 14 soccer fields, 195 volleyball courts, 5 swimming pools and 12 Pickleball courts. The mass cultural and artistic movement is growing stronger and stronger in communes and towns, gradually meeting the people's increasing demand for creativity and cultural enjoyment.

The system of residential cultural houses has been playing a positive role in building cultural life, contributing to improving the spiritual and physical cultural life of the people; arousing and promoting the spirit of preserving, enriching and promoting the cultural beauty rich in identity of residential communities. Residential cultural houses are places for community activities and study, meeting places for political organizations and unions; places for propagating and disseminating the Party's policies and the State's laws to the people. The activities at residential cultural houses are constantly innovated, diverse in form, rich in content and practically linked to community life. The mass cultural, artistic and sports movements have been promoted; arousing and promoting the positivity, proactiveness and creativity in mobilizing resources to invest in building cultural institutions at the grassroots level.

Through organizing activities at grassroots cultural and sports institutions, it has positively impacted the quality of activities of the Movement "All people unite to build a cultural life", the national target program on building new rural areas, advanced new rural areas, building civilized urban areas, contributing to the effective implementation of Resolution 9 of the Central Committee (11th tenure) "On building and developing Vietnamese culture and people to meet the requirements of sustainable national development", promoting the socio-economic development in Phu Ninh district to become increasingly prosperous.
