Currently, the An Phu intersection project still has more than 22,000m2 of undelivered land, affecting the progress as well as ensuring traffic safety of the project.
On the afternoon of October 24, Vice Chairman of Ho Chi Minh City People's Committee Vo Van Hoan had a working session with leaders of Thu Duc City People's Committee and related units about key projects in the area.
An Phu intersection progresses well
Reporting on the An Phu intersection project, a representative of the Traffic Construction Project Management Board (Traffic Board) said that the project's progress is on schedule. For the group of technical infrastructure relocation packages (four packages), the relocation of water supply pipes reached 39.27%; the relocation of electricity reached 26.07%; the relocation of trees reached 46.62%; the telecommunications relocation package has not been implemented yet.

For the group of 10 construction packages, contractors are currently constructing 8 packages. Of which, package XL5, building the HC1-01 underpass, has completed piers K1 to K8, K14 to K19, and is constructing K12 and K13. The output of this package has reached 64%, and it is expected that this tunnel will be opened to traffic in January 2025.
Package XL6 for the construction of the HC1-02 underpass has completed piers K4 to K6, K9, K16 to K21, and is currently constructing piers K1 to K3, K7, K8, and K14. The package output has reached 45%, and the tunnel is expected to open to traffic in August 2025.
The XL7 package for the construction of Ba Dat bridge is preparing to divide the traffic for offset construction. The output of this package has reached 80%, expected to be completed in December 2024. At the same time, the Giong Ong To bridge construction package has also been completed at 94%, with expansion joints and bridge railings being installed. This package is expected to be completed in December 2024.

In addition, the project has a lighting package that will start construction at the end of 2024 and two packages (intersection site, pedestrian bridge) that will start construction in 2025. The group of packages that will be completed and start construction in 2025 includes the construction of the central tower; trees, cameras and billboards.
To date, the project completion rate has reached 52%, disbursement in 2024 has reached 34% for the central budget (170,885 billion/500 billion); reaching 1.09% of the local budget (7.8 billion/720 billion VND).
However, the compensation and site clearance work of the project is still stuck and needs to be resolved. Of which, the 2,229.8 m² land (belonging to the green park planning) has 20/23 cases receiving money, only 2 cases have handed over the site. However, most of the remaining cases have agreed to hand over the site and are being dismantled and relocated.
The most difficult issue at present is the area of more than 22,000 m2 within the boundary of the urban development area of An Phu ward (on Luong Dinh Cua street) that has not been resolved and the site has not been handed over for construction.

According to the representative of the Traffic Department, the delay in handing over the site in this area has affected the work of ensuring traffic in the area. The reason is because the current road surface is low, there is no complete drainage system leading to damage to the road surface. At the same time, it affects the progress of expanding Luong Dinh Cua Street as well as the road section at the bridgehead of the M1 pier of the N1.2 branch overpass construction package of the An Phu project.
If necessary, can be forced
At the meeting, Vice Chairman of the Ho Chi Minh City People's Committee Vo Van Hoan assessed that the An Phu intersection project was being implemented with good progress by the Traffic Department and contractors. However, he requested that the units must make every effort to complete the construction as soon as possible. The biggest difficulties and obstacles of the project are still site clearance, the root of which is compensation.

Therefore, in cases of land disputes and undelivered land, Thu Duc City authorities need to continue to mobilize people to hand over. In cases of receiving land and resettlement, arrangements must be made quickly and the papers must be issued without delay.
Mr. Hoan requested Thu Duc City to mobilize people to hand over the land before November 10 to the investor. "If necessary, we can enforce it, do not continue to wait. In addition, there must be a specific roadmap, handing it over to the investor so that there can be an immediate implementation plan," Mr. Hoan emphasized.
Regarding the area of over 22,000m2 on Luong Dinh Cua Street, Mr. Hoan assessed that this is a very difficult problem to solve. To solve this problem, there must be a policy. Thu Duc City is required to thoroughly review the responsibilities and financial obligations of enterprises in the project. Review how many investors are responsible, how much area each investor has, how much compensation has been paid and how much has not been paid; calculate the current compensation price... and then assign it to each investor.
On that basis, Thu Duc City invites the enterprise to work, requesting a clear document on whether the enterprise has implemented it or not. If so, what payment method, one-time or multiple payments; what is the deadline. This must be implemented immediately and a report must be submitted to the Ho Chi Minh City People's Committee soon.
