According to the updated report of the Traffic Construction Investment Project Management Board (Traffic Board - investor) on the sand supply situation for the Ring Road 3 Project, Ho Chi Minh City, section through the City.
The report shows that, up to now, the sand supply for the Project has been mobilized by contractors from domestic commercial sand mines, imported sand from Cambodia and commercial sand from mines that 3 localities including Vinh Long, Tien Giang, Ben Tre have committed to provide for the Project.
As of February 2025, the total volume of sand mobilized to the construction site through Ho Chi Minh City is 1.55 million m3. The total remaining volume of sand to be mobilized for the Project is more than 5 million m3, of which 4.7 million m3 in 2025 and 0.35 million m3 in 2026.

Regarding the licensing of sand mines, as of February 2025, Vinh Long, Tien Giang, and Ben Tre provinces have only licensed 6 out of a total of 13 sand mines.
The licensing is quite slow compared to the Prime Minister's direction in Notice No. 391/TB-VPCP dated August 19, 2024 of the Government Office (licensing must be completed in August 2024) and Notice No. 563/TB-VPCP dated December 19, 2024 of the Government Office (licensing must be completed in December 2024).
The slow licensing resulted in the supply volume not meeting the Project's progress as committed.
With the current exploitation capacity of 6 sand mines, the Project can only supply a maximum of 2.5 million m3, compared to the demand of 4.7 million m3 in 2025.
Therefore, the Traffic Committee proposed to the City People's Committee and Vinh Long province to support increasing the exploitation capacity of 3 mines in operation, supplying Ring Road 3 to 50% in March 2025.
Tien Giang province supports speeding up related procedures to complete licensing of the remaining 4 mines. At the same time, supports increasing the mining capacity of 3 mines that are preparing to exploit, including Vam Cai Thia; Hoa Khanh 1; Hoa Hung 5, by 50%.
The Ring Road 3 project, the section passing through Ho Chi Minh City, is over 47 km long. The total investment for construction and installation is VND22,412 billion. The cost of site clearance is VND25,610 billion.
