IOC Phan Rang - Thap Cham applies smart technology, capable of integrating data and existing systems (HT) with control software, creating a panoramic view of the city in all fields. The IOC core software automatically synthesizes data and presents it through intuitive charts with 6 subsystems including: Document Management System, Public Service System (DVC), Field Reflection System, Education Industry Data Information System, Health Industry Data Information System and Information Monitoring System on the network environment. In addition, IOC Phan Rang - Thap Cham operates and supervises 8 subsystems including: Socio-economic Reporting System, Urban Security and Order Camera System, Traffic Violation Surveillance Camera System, Urban Technical Infrastructure Management System, Land Use Planning Information System, Environmental Monitoring System, Smart Tourism System, Drug Store and Pharmacy Management System. In particular, IOC Phan Rang - Thap Cham will monitor all activities of the city through the traffic and security camera system of the Provincial Police, the Provincial Traffic Safety Committee and the People's Committees of 16 wards and communes to serve the direction and administration of the city government. Regarding the On-Scene Reflection System, in addition to the channels for receiving feedback from the province, IOC Phan Rang - Thap Cham will receive feedback and recommendations from people, organizations and businesses on all aspects of social life to the city government from security and order, urban order, environmental sanitation, waste... through the number 19009113, Zalo, Fanpage IOC Phan Rang.
With many benefits, after being put into operation, IOC helps local authorities improve the effectiveness and efficiency of management and operation, ensuring publicity, transparency, savings and smooth coordination. In particular, it creates favorable conditions for people and businesses to access information; carry out registration procedures, use online public services; can monitor and track the progress of processing records, on that basis, have appropriate feedback, requests and recommendations for the implementation of public duties by public agencies.

To raise digital awareness for people as well as the effectiveness of IOC activities, in recent times, Phan Rang - Thap Cham City has established 131 Community Digital Technology Teams, with 563 members who visit people's homes every week to propagate and guide people to install and grasp the skills of using digital platforms and basic digital applications. Thanks to that, people in the city have gradually accessed and implemented online public services at levels 3 and 4 on the provincial and national public service portals... To date, the City People's Committee has provided 259/270 online public services; 100% of agencies and units have been granted digital certificates and personal digital signatures for leaders. In the first 6 months of 2023 alone, Phan Rang - Thap Cham City has received and returned results on the electronic one-stop software for more than 18,460 records and procedures.
Comrade Nguyen Thanh Phu added: After putting IOC Phan Rang - Thap Cham into operation, the City People's Committee will continue to invest in phase 2. Specifically, it will invest in a public wifi system, covering wifi for headquarters and main streets to meet the needs of officials, civil servants, people participating in work, performing administrative procedures, tourists looking up information... Install more security cameras at some important locations to serve the monitoring of the entire city; build a centralized monitoring management software system integrating artificial intelligence to support monitoring and warning. Install cameras to monitor environmental sanitation; invest in an environmental monitoring system; invest in and upgrade the land use planning map data system, construction planning map and GIS software data system on technical infrastructure in the city... In addition, the city will actively promote propaganda, mobilization, raising awareness and understanding for all classes of people and businesses about digital transformation, participating in implementing online public services... Thereby improving the efficiency of IOC Phan Rang - Thap Cham operations, effectively serving the management and operation of local authorities; serving and improving the quality of people's lives, contributing to the construction of e-government, completing the goal of building and developing Phan Rang - Thap Cham City into a smart, modern urban area according to the set plan.
