Through many tasks and models, members and farmers of Quang Ninh have shown an active role in participating in building an increasingly strong Party and government, contributing to promoting and consolidating the great national unity bloc.
According to Mr. Do Ngoc Nam, Chairman of the Provincial Farmers' Association (PPA), the work of training and fostering cadres, introducing outstanding cadres and members for the Party to consider and include in the planning, and training and supplementing the source of cadres for the Party and the government is always focused on by PPA at all levels. In 2024, 114 farmer members were admitted to the Party.
Along with that, the Farmers' Associations at all levels in the province have strengthened coordination with mass organizations to propagate and mobilize cadres and members to uphold their sense of responsibility, proactively participate in contributing ideas to draft the Party's guidelines and policies, draft policies and laws of the State and localities directly related to farmers, agriculture and rural areas. At the same time, they have strengthened their grasp of the aspirations and difficulties of cadres, members and farmers to reflect to Party committees and authorities at all levels and through dialogue conferences between the Farmers' Associations and heads of Party committees and authorities to promptly resolve and remove them.
At the end of November, the Provincial Farmers' Association coordinated with the Department of Agriculture and Rural Development to organize a conference for provincial leaders to dialogue with farmers. Many issues closely related to people's lives, economic development, post-storm production and business stability, credit policies, support for product branding, digital transformation in production, etc. were mentioned and discussed frankly. Thanks to that, farmers and owners of agricultural production and business establishments have grasped the province's policies and orientations, and are confident in their development.
Mr. Nguyen Sy Binh (Phat Co Aquaculture Cooperative, Van Don District) said: Cooperative members have completed procedures to be granted water surface for aquaculture since the beginning of 2024. However, the granting of water surface for aquaculture has not been implemented yet due to problems with administrative procedures and sea water. Through the conference, we had the opportunity to directly present our thoughts and aspirations and were discussed by provincial leaders, departments and branches, and given directions for solutions.
The People's Councils at all levels in the province also actively participate in building the Party and the government through the work of resolving complaints and denunciations. Accordingly, the Provincial People's Council and the People's Councils at all levels maintain the assignment of leaders to participate in monthly citizen receptions with leaders of the Party Committees and governments at the same level.
The association at all levels also focuses on propagating and mobilizing members and farmers to exercise their right to complain and denounce in accordance with regulations, protecting the legitimate and legal rights and interests of citizens, and preventing the occurrence of mass and complicated complaints and denunciations. At the same time, increase exchanges, meetings, and grasp the situation of members and farmers; monitor the process of handling complaints and petitions by authorities at all levels; discuss and request provincial and district authorities to resolve cases related to members and farmers.
From the perspective of grasping information and resolving issues right at the grassroots level, Farmers' Associations at all levels pay special attention to building models: "Farmers' Association participates in receiving citizens, resolving farmers' complaints and denunciations, associated with implementing grassroots democracy regulations and participating in social supervision and criticism"; "Farmers with the Law" Club, "Grassroots Mediation Team"... In 2024, 2 Farmers' Association models participating in resolving complaints and denunciations were established in Phuong Nam ward (Uong Bi city) and Van Yen commune (Van Don district), bringing the total number to 11 models across the province. From these models, thousands of farmers have access to legal documents, legal advice, legal aid, mediation, and resolution of conflicts and difficulties, contributing to reducing the rate of complaints going beyond the level.
In addition, farmers in the province have been contributing to the model of environmental protection, ensuring national defense and security, and building cultural life at the grassroots level. Thereby, clearly demonstrating the role of farmers in building a clean and strong Party and government.
