Mong Cai: Improving the quality of inspection and supervision work

Since the beginning of the 2020-2025 term, the Mong Cai City Party Committee has always considered Party inspection, supervision and discipline as a key, regular and continuous task, and has been implemented synchronously and comprehensively by Party committees and organizations at all levels. Thereby contributing to consolidating, building and rectifying the Party, improving the quality of activities of Party organizations and Party members.

Comrade Hoang Ba Nam, Secretary of Mong Cai City Party Committee, presented the decision approving the election of Chairman of the Inspection Committee of Mong Cai City Party Committee for the 2020-2025 term to comrade Tran Quoc Nam (November 2024).

Right from the beginning of the term, the Party Executive Committee of Mong Cai City proactively developed Program No. 10-CTr/TU (dated January 19, 2021) on the inspection and supervision work of the Executive Committee and the Standing Committee of the City Party Committee for the 24th term, 2020-2025 term. Based on the inspection and supervision program for the entire term and based on reality, every year the Party Executive Committee and the Standing Committee of the City Party Committee have reviewed and developed an inspection and supervision program of the political system, focusing on key issues that are prone to corruption and negativity.

In line with the new regulations of the Central Committee, the City Party Committee has directed the amendment of the working regulations of the 24th City Party Committee Inspection Committee for the 2020-2025 term four times; developed and issued 194 documents to carry out inspection, supervision and Party discipline enforcement work. At the same time, it has regularly disseminated and implemented the resolutions, directives, decisions and regulations of the Central Committee on inspection and supervision work, thereby raising the awareness of each cadre and Party member about inspection and supervision work.

Comrade Tran Quoc Nam, Chairman of the Inspection Committee of Mong Cai City Party Committee, said: Inspection and supervision work is focused on party organizations, leaders, and key officials in areas, areas, and positions where corruption, negativity, and waste are likely to occur, especially in the implementation of legal regulations on planning, investment, land use management, land price determination, bidding for the purchase of medical supplies for epidemic prevention, resources, minerals, finance, public assets, public investment, and personnel organization...

Since the beginning of the term, the City Party Committee and the Standing Committee of the Mong Cai City Party Committee have conducted 22 inspections and supervisions of 587 Party organizations and 349 heads of Party committees and organizations. The City Party Committee's Inspection Commission has conducted 30 thematic inspections and supervisions (23 inspections and 7 supervisions) of 43 Party organizations and 47 Party members; and conducted 4 inspections when there were signs of violations against 1 Party organization and 12 Party members. The grassroots Party cells and committees have conducted 450 inspections and supervisions; the grassroots Party Committee Inspection Commission has conducted 272 inspections and supervisions. The grassroots Party Committee Inspection Commission has conducted 1 inspection when there were signs of violations against 1 Party member.

The Standing Committee of Mong Cai City People's Council supervises the implementation of policies, resolutions and directions of the Party and State on fire prevention and fighting work (August 2024).

The Party disciplinary enforcement work was directed by the Mong Cai City Party Committee to be carried out in accordance with procedures and regulations. From 2020 to present, Party committees, Party cells, and the City Party Committee Inspection Committee and grassroots Party committees have enforced Party discipline on 213 comrades (22 comrades are Party committee members at all levels). Of which, 178 comrades were reprimanded, 22 comrades were warned, and 13 comrades were expelled.

After each inspection, supervision and disciplinary action, the Mong Cai City Party Committee directs the assessment and re-identification of the situation, thereby promptly guiding, orienting, correcting and correcting shortcomings and deficiencies in the leadership and direction of the implementation of inspection and supervision tasks from the city to the grassroots Party cells and committees; at the same time, proposing solutions, tasks, recommendations and proposals to competent authorities to amend and supplement regulations to suit the new situation, contributing to improving the effectiveness of inspection, supervision and Party discipline enforcement.

Currently, Mong Cai City Party Committee is focusing on implementing inspection and supervision contents according to Instruction No. 08-HD/UBKTTW (dated November 18, 2024) of the Central Inspection Commission on inspection and supervision work serving party congresses at all levels, towards the 14th National Party Congress.

The guiding viewpoint of the City Party Committee is that the new Party Committee cannot have people with weak political will, who are not steadfast in the Party's guidelines and viewpoints; whose qualities, ethics, capacity, and prestige have declined; whose sense of organization and discipline is poor; who lack solidarity; who avoid, push, fear responsibility, and do not dare to act. There are signs of political opportunism, ambition for power, term-based thinking, flattery, lobbying, corruption, negativity, bureaucracy, localism, "group interests", signs of degradation in ideology, politics, ethics, lifestyle, "self-evolution", "self-transformation"; who violate Party discipline and State laws; who violate political standards, things that Party members are not allowed to do. Who declare assets and income dishonestly; who violate the responsibility to set an example, who allow themselves or their spouses and children to have an exemplary lifestyle, who take advantage of their positions and power to gain illegal profits; to cause serious internal disunity or corruption, large losses, waste, and negative incidents at the agency or unit during the time in charge.
