In recent times, the province's support mechanisms and policies, especially preferential loans for economic development through Farmers' Associations at all levels, have created momentum for members and farmers to develop the economy, contributing to promoting the rural economy and building new rural areas.
Last year, the Farmers' Association of Ba Che district promoted and mobilized over 125 farmer households to participate in implementing over 20 production and economic development models and projects; coordinated with the People's Committees of communes and towns to mobilize and establish 1 more cooperative, 1 cooperative group, and 4 professional farmer associations. The Association actively coordinated with the district's Social Policy Bank to create conditions for 1,587 farmer households to borrow 153 billion VND; 53 households to borrow over 5 billion VND from the Provincial and District Farmers' Support Fund to develop production. With active support in terms of loans, Ba Che district basically completed the targets of planting medicinal plants, planting concentrated forests and large timber forests, maintaining the forest cover ratio. The district's Golden Flower Tea and Purple Morinda officinalis products have been included in the group of key OCOP products at the district, provincial and national levels.

This is the motivation for local people to confidently borrow capital to grow yellow camellia, thereby expanding the planting area, creating a sustainable raw material area, stabilizing production, developing more diverse and quality products for domestic and foreign consumers.

At the same time, supporting people to access loan sources quickly, ensuring the right subjects and accompanying people to effectively use capital to escape poverty sustainably, expand production scale.

In order to provide capital to members and farmers in a timely manner, the Farmers' Associations at all levels in the province have actively disbursed loans to replicate local advantageous models; promoted forms of capital mobilization; strengthened inspection and supervision of loans to ensure the right subjects, right purposes, and effectiveness. Based on the capital borrowing needs of members and farmers, the Farmers' Associations at all levels have surveyed the area, assessed the ability to develop production and business, and the profits; provided guidance on loan projects; actively provided training, transferred science and technology, built product brands, etc., thereby improving the efficiency of loans.
In Dam Ha district, to create conditions for members to have capital to develop the economy, the District Farmers' Association has secured loans with the District Social Policy Bank to help 1,239 households borrow capital with a total outstanding loan of over 103 billion VND; coordinated with the District Agricultural and Rural Development Bank to help 297 farming households borrow capital with a total outstanding loan of over 54 billion VND. At the same time, effectively deploying central, provincial and district farmer support funds with an amount of over 5.5 billion VND for 12 projects and 71 households borrowing capital. From here, many new production models associated with the orientations in the district's modern agricultural development project have been trusted by the people to be implemented in practice. Not only doing well economically, households also help each other escape poverty. Up to now, there are only 18 near-poor members. Thereby, actively contributing to increasing the average income per capita of the district by the end of 2024, estimated at nearly 110 million VND.
In 2024, the whole province had more than 200 households receiving loans from the Farmers' Support Fund with a total amount of over 18.4 billion VND. The total outstanding loan balance entrusted through banks reached over 2,300 billion VND with nearly 29,500 households receiving loans. According to the leaders of the Provincial Farmers' Association, the Association at all levels continues to promote propaganda and mobilization, helping cadres and members better understand the purpose, meaning and importance of building and developing the fund; guiding members and farmers to effectively promote loan capital to increase income. Along with that, direct the implementation of assessment, recovery and disbursement of fund capital sources quickly, promptly and effectively; strengthen inspection and supervision of projects, ensure that loan capital is for the right subjects, for the right purposes, and is effective; successfully build economic development models, actively contributing to the task of building advanced and exemplary new rural areas in localities.
