Efforts to complete the Yen Binh - Coc Pai road upgrade project

BHG - Currently, many items of the Yen Binh - Coc Pai Road Improvement and Upgrade Project (DT.178) are being urgently completed. The investor, the Department of Construction, regularly assigns leaders directly to the construction site to urge and supervise the construction units, ensuring that the project proceeds according to plan.

The project to renovate and upgrade DT.178 route (phase I from Km0 - Km27) and build Ban Ngo bridge at Km60+600 is being implemented to improve traffic infrastructure, enhance transport capacity and promote socio-economic development of the area. The project was approved by the Provincial People's Committee under Decision No. 1307, dated August 15, 2022 with a total investment of VND 654.99 billion, starting at the end of 2023. The project is expected to be completed after two years of implementation, contributing to the completion of the traffic system connecting Ha Giang province with Lao Cai province. At the same time, it will strengthen regional connectivity between Bac Quang, Quang Binh, Xin Man districts and Ma Quan district (China) through the Xin Man - Do Long bilateral border gate. Mr. Hoang Van Duyen, a resident of Khuon Lung Commune (Xin Man), shared: “We really hope that the road will be completed on schedule, because this is an important route connecting trade between Xin Man and other districts. Currently, some sections have been paved and expanded, facilitating travel and transporting goods.”

The DT.178 Road Improvement and Upgrading Project is divided into 3 construction packages. Currently, contractors have completed the handover of 18.26/18.84 km of the site, reaching 97%. The total volume of the entire route's foundation has reached 18.43/18.84 km, equivalent to 97.8%; road surface construction has reached 35.6%. The crushed stone road foundation is under construction, reaching 73.4%. The cross-drainage item has been completed 90.8%; the longitudinal ditch, mechanical ditch and crest ditch are being actively implemented. The negative slope retaining wall project has been completed 88.4%. Regarding the bridge items, the beam casting, abutment construction and bridgehead road have been completed for 8/10 bridges. To date, the disbursement has reached 50.1% of the contract value.

The project is a key project of great significance to the socio-economic development of the province. With close coordination between the government, contractors and people, the project is expected to be completed on schedule, contributing to improving the traffic infrastructure and people's lives in the area. However, the implementation process still faces some difficulties affecting the construction progress; in which, the large traffic volume hinders the construction and exploitation of the road at the same time. In addition, many technical infrastructure works such as electricity, water, telecommunications need to be relocated or have their designs adjusted. Site clearance is still slow because some households have not agreed on the compensation level. Unfavorable weather affects the construction of the roadbed and surface. The source of construction materials is also difficult when some stone and sand quarries in the area have not completed the mining licensing procedures.

To overcome difficulties, the investor and relevant agencies are actively coordinating with the locality to adjust the construction plan accordingly. The Department of Construction assigned staff to directly inspect and remove obstacles at the construction site. Local authorities closely coordinated to thoroughly handle disputes related to compensation. In addition, the investor proactively reviewed the payment capacity, disbursed on schedule, and made payment as soon as the volume of work was accepted. Close supervision of the construction process was carried out to ensure compliance with technical standards. In addition, construction units mobilized maximum machinery and workers to work overtime and speed up progress when weather conditions were favorable. Construction units that were late or did not meet the requirements on progress and quality will be strictly handled.

With drastic measures and effective coordination, the project to upgrade DT.178 route is gradually overcoming difficulties, striving to disburse 100% of capital in April 2025, meeting people's expectations and contributing to promoting local socio-economic development.
