Concerned with providing social work services

The province also sets a target of at least 60% of agencies, organizations, social assistance facilities, drug rehabilitation facilities, prisons, judicial agencies, schools, hospitals, communes, wards, towns... assigning and arranging personnel to do social work; 100% of people in difficult circumstances and disadvantaged children, if in need, will be consulted and provided with appropriate social work services from socialized resources.

To achieve these goals, it is necessary to promote propaganda and raise awareness; organize training, fostering, and coaching to improve capacity, professional qualifications, and skills for cadres, civil servants, public employees, employees, and social work collaborators; propose solutions, mechanisms, and policies on social work in the fields of social protection, drug addiction treatment, health care, education, and justice in localities.
